REPRESENTATIVE POLICY
Rationale:
Blue Mountains Netball Association (BMNA) is committed to support the development of players,
coaches, umpires and administrators. Representative Netball is a pathway for our talented players
and officials to grow in netball in the Blue Mountains
Aims of Policy
To outline how Representative Netball operates within the BMNA.
Procedures/Strategies:
A.
General
a. A sub-committee to be known as the Representative Committee shall be formed each
year, after the Annual General Meeting and shall consist of the Coach and Manager of
each Representative team, Representative Convenor, Treasurer, Umpire’s Convenor,
Development Officer.
b. A Selection committee shall be formed from nominations from BMNA clubs at the first
Council meeting after the Annual General Meeting.
c. Each Representative team shall have a maximum of three (3) personnel (Coaches,
Manager) appointed.
d. Teams may be selected as per ages set by Netball NSW for State and State Age
Championships, Night Inter-District and State League competitions. A Talent Squad
of 11 years old (in year of play) may also be selected and trained.
e. The Representative State and State Age players, officials and umpires will be
recognised each year through a presentation of badges on a Saturday during the
winter competition.
f. Representative teams and the 11 year Talent Team Squad may, by yearly
decision of the Council, play in the Association Saturday Competition as follows:
i. Normal competition points apply; however Representative teams will not
participate in finals series.
B.
Umpiring
a. A BMNA umpire is to hold or is gaining a National C Badge or above to umpire the
representative teams at BMNA Saturday competitions and carnivals.
b. BMNA umpires who are gaining their National C badge will have a mentor at
carnivals.
c. A BMNA umpire will be appointed as per Netball NSW Policy for State Age, State
Championships, State League and Night lnterdistrict (NID) games.

C.
Finance
a. The Representative Player levy will be determined each year by the BMNA Executive
and endorsed by the BMNA Council.
b. BMNA Coaches, Managers and Umpires may be reimbursed for their representative
expenses upon presentation of their receipts.
c. An honorarium will be given to the Coaches and Managers at the end of the season
following a written report for the season. (Appendix 9)
d. An honorarium will be given to BMNA umpires for carnivals, state carnivals and NID.
e. When the Championships necessitate overnight accommodation the Association
shall pay the accommodation, meals for all representative coaches, managers,
umpires and Association officials, only when they stay at the arranged
accommodation.
f. All Representative money and expenses will go through the BMNA Treasurer.
g. A Representative budget will be presented within the BMNA budget each year.
h. For State League selections, a nomination fee is payable before selection trials
commence.
i. The Executive Committee before the selection trials each year will determine the
amount of the nomination fee.
j. Upon selection, the nomination fee is converted to become part of the player levy for
the ensuing year. If unsuccessful the nomination fee is refunded in full. Where a
selected player withdraws after being selected the nomination fee is forfeited. Appeal
provisions apply.
k. All players selected into Junior or Senior Representative teams, are required to pay a
representative levy.
l. Where any player withdraws after having accepted selection into a team the levy
applicable to that class of player is forfeited. Appeal provisions apply.
D.
Discipline
All BMNA Representative team players, officials and umpires are subject to
disciplinary action for breaches of the Code of Conduct.
E.
Selection
A. The Selection Committee shall: a. Be the sole arbiter for team selection
b. Set the dates for all squad and team selections and advise the Representative
Convenor and the Executive
c. Set selection panels for each team/decision being selected.
d. Each selection panel should comprise of 3 panel members from different clubs.
e. At their discretion, invite players to stand for selection, provided they are financial
members of the BMNA on the day of selection
f. Select Junior squads at the end of each representative season
g. Use paper selection to select State Championship and NID teams, giving preference
to existing BMNA players
h. Where possible, select teams with the minimum number of players to be 9 and the
maximum number of players to be 12.
i. All players must be trialed in both positions nominated by the player during the
course of the selections.
j. Consider the reports of the coaches of the previous year upon making selections.
k. Have the option to advise players if they are not required for further selections.
l. Where possible, provide a list in order of preference of reserve players, and their
recommended positions, for each area of court (shooting, mid-court, defence) that
may be called on in the case of loss of selected players.

B. Inability to Attend Selections
a. No player will be considered for selection unless prior notification has been given to
the Representative Convenor of special circumstances, eg injury/illness to be
supported by a medical certificate, or if absent from the district (school camp,
holidays) to be supported with appropriate documentation.
F.
Representative Players
a. Junior Representative Player: State Age
Candidates for selections will:
i. Be financial members of Netball NSW, BMNA and affiliated clubs
ii. Complete and submit the appropriate application form
iii. Present themselves for selection suitably attired
iv. Trial before selection committee on the date set down by the Association
b. Senior Representative Player: State
Candidates for selections will:
i. Be financial members of Netball NSW and BMNA
ii. Complete and submit the appropriate application form
iii. Paper selection can only be used for state championships teams if
physical trials are not possible, giving preference to BMNA players.
Players are required to attend trials on the date set down by the
Association and be suitably attired.
c. State League Representative Player
Candidates for selections will:
i. Be financial members of Netball NSW
ii. Complete and submit the appropriate application form
iii. Present themselves for selection suitably attired
iv. Trial before selection committee on the date set down by the Association
d. NID Representative Player
Candidates for selections will:
i. Be financial members of Netball NSW, BMNA and/or affiliated clubs
ii. Complete and submit the appropriate application form
iii. Paper selection can only be used for night inter-district teams if physical
trials are not possible, giving preference to BMNA players. Players are
required to attend trials on the date set down by the Association and be
suitably attired

e. Players selected in Association Representative team shall:
i.
Sign appropriate forms as drawn up by the Association, setting out conditions of
selection and abide by same
ii. Comply with the Association’s Junior and Senior Player Codes of Conduct
iii. If under eighteen (18) years of age, obtain the written consent of parents or
guardian
iv. Carry out all training set by the Coach
v. Attend all coaching and fitness sessions. Where a Representative player
misses more than two (2) fitness sessions without reason, that player will pay the
cost for the session(s) missed, and may be stood down for the next carnival,
unless otherwise approved by the Representative Convenor.
vi. Where a Representative player does not perform a duty as listed without
approval from the Representative Coach, the Representative Convenor will fine
the player $20 per commitment missed.
vii. Pay by the date set down, any portion of expenses as may be decided by the
Association from year to year.
viii. Purchase any items of apparel as decided by the Association
ix. If aged 12 years and over shall sit All Australia Netball Association Section 1
Theory exam (valid for six (6) years) unless they have a current theory pass.
x. Any representative player withdrawing or not fulfilling their commitment to
their affiliated club and team for the full season without a reason acceptable
to the Executive Committee will not be considered for selection in the current
and next calendar year’s team. Appeals must be made in writing to the
Appeals Committee. The reasons for withdrawal must be disclosed and
include, where appropriate, relevant documentary evidence. The Appeals
Committee will decide if the player is permitted to be considered for
selection.
xi. Any player withdrawing from a Representative team after final selection,
without a reason acceptable to the Executive Committee, will not be eligible
for selection in the current and next calendar years' teams. Appeals must be
made in writing to the Association Secretary within one month of the decision
to withdraw. The reasons for withdrawal must be disclosed and include,
where appropriate, relevant documentary evidence. The Executive
Committee will decide if the player is permitted to be considered for
selection.
xii. 14 and 15 years representative players are to attend rostered commitments
NetSetGo skills program.

Withdrawal of Players
State:
If a team subsequently drops below the original number ratified, Selectors
have the option of calling back eligible and suitable players, providing the
players concerned are willing to change teams. If a player does not wish to
change teams, replacement players will be taken from the original squad, or, if
there are no further suitable players, replacements may be selected by
invitation through the Representative Convenor.
State Age:
If a team subsequently drops below the original number ratified, Selectors have
the option of selecting a replacement player from the original squad, or, if
there are no further suitable players, replacements may be selected by
invitation through the Representative Convenor.
State League: When a player suffers a long-term injury during a season (recovery in excess
of six weeks) or, for other reasons, is unable to continue to play for the
remainder of the season, suitable player(s) may be drawn from the next
lower grade. If no suitable lower grade player(s) are available to draw from,
player(s) are to be selected from original selections, or if there are no
suitable further players, vacancies will be advertised.
G.
Team Officials
A. General
a.
A maximum of three (3) personnel other than the Captain will be appointed to any
Representative team.
b.
State League Teams the number of officials should be four – Coach, Manager,
Primary Carer and Bench Official.
c.
Applications for Coaches of the Junior, Senior and NID representative teams will
close on the 31st July each year
d.
Application for Coaches of State League teams will close on 30 th September of
each year
e.
Applications need not be members of BMNA. A successful applicant who is not a
member must immediately register with the Association.
f.
Applications shall be submitted using the BMNA team official application form.
(See Appendix A)
g.
The Executive Committee will consider all applications for representative team
official positions and make the final appointment(s)
h.
Coaches, Managers and Officials may be appointed to a Junior Representative
team and a Senior Representative team.
i.
The President and Representative Convenor are ineligible to be appointed to any
team.

B. Representative Team Coach
Representative Team coach shall:
a. Hold a current All Australian Netball Association Section 1 Theory Exam pass and a
current Level 1/Development Coaching accreditation. The Executive may at their
discretion, appoint a person as a representative coach notwithstanding that the
person may not have the above formal qualifications. The appointee will need to
obtain these qualifications during the year. Failure to do so will result in being
ineligible to be a Representative Coach until the qualification is obtained.
b. Show suitability to coach in terms of behaviour, ethics and attitude to represent
BMNA.
c. Demonstrate planning, communication and organisational skills
d. Meet the duties, attendance and reporting requirements as per this policy
e. Accept all BMNA policies and documents and follow the policies and protocols of
Netball NSW
f. Organise training sessions as are necessary for the conditioning and development of
the players and team preparation.
g. Report immediately to the Representative Convenor any player who fails to fulfil their
commitment or is at risk of not fulfilling their commitment
h. Select a team to participate in each match
i. Attend selection trials as an additional selector
j. Attend training sessions, games and any event in which the team is participating as
required
k. Attend all carnivals as entered by BMNA
l. Liaise with the team Manager
m. Where possible not coach a club team of the same age as the representative team
they are coaching
n. It is strongly recommended that a Coach not be appointed to the same State Age
team for more than two consecutive years.
o. Forward a report to reach the Representative Convenor within fourteen (14) days of
the completion of the relevant competition;
p. Comply with the Association Coach Code of Conduct (See Appendix B)
q. Encourage players to abide by the Association's Codes of Conduct (See Appendixes
C &D)

C.
Representative Team Managers
Representative Team Managers shall:
a.

f. Provide information to parents and players
g. Complete all records as per BMNA request
h. In the event of injury or illness of a team member ensure the coach and the
Representative Convenor receives all information pertaining to the matter
i. Liaise with appointed medical official in relation to player’s injury and management at
carnivals and games
j. Provide names of the Captain and Vice-Captain to the Representative Convenor
k. Shall submit a report to the Representative Convenor within two (2) weeks of the final
game
l. Be responsible for returning in good order and condition all equipment within (two) 2
weeks of Representative season.
m. Attend meetings as determined by Representative Convenor
n. Liaise with Representative Convenor for all matters relating to the BMNA
representative uniform
o. Attend training sessions and games
D.
Representative Team Captains
Team captains shall:
a. Help develop team spirit and encourage the team to co-operate
b. Be aware of the Association Player Code of Conduct.
H.
Player and Officials Responsibilities
i.
I.
Every player selected, or Association Official appointed, to a representative team or
squad must sign and abide by the Association's Code of Conduct. (Appendix ?)
ii. Players’ and Officials’ Commitments may include but not limited to:
a. Completing a coaching clinic
b. Attend for duty allocated time for Representative BBQ
Uniforms
a. Unless instructed otherwise by Representative Convenor, representative players,
coaches and managers shall wear the appropriate uniform at all times while representing
the Association in their capacity as members of a representative team.
b. Representative players and team officials shall ensure that they have available to them
at their own expense, the playing uniform and the additional items of uniform as set
down by the Association
c. All items of uniform shall have originally been purchased from the Association
d. Replacement of uniform shall be at the expense of the player, coach, manager or
umpire.
e. A Notice of Motion to the BMNA Council is required to change the Representative
uniform.

J.
Appeals
a. Any player who has been dismissed retains the right of appeal but must do so in
writing to the Appeal’s Committee within 48 hours of receipt of the written notification
of dismissal. Any player who is dismissed from representative commitments will be
ineligible for selection for the current and the next calendar year's teams.
b. Any Official who contravenes the Association's Code of Conduct may at the
discretion of the Executive, be dismissed from representative commitments. Any
person so dismissed retains the right of appeal but must do so in writing to the
Appeal’s within 48 hours of receipt of the written notification of dismissal.

Congratulations on your selection into the (Year) BMNA Representative Squad.
The BMNA considers Representative players very important in our Association and that they
are the ambassadors for the Blue Mountains Association on and off the courts.
This letter is to give you information about the next couple of months, the BMNA
Representative Policy that the Association follows, a list of the BMNA Representative
Coaches for (Year) and also the form you and your parents will be required to sign and
adhere to if you are successful in gaining a position in our Representative teams (State age
or train on.)
During the selection process all girls will have equal opportunity to display their skills on the
court. In some age groups a train on team will also be selected. This team will have the
opportunity to play for BMNA at carnivals throughout the year.
Representative team selections will take place on (Date) at (Venue & Address) The BMNA
will elect independent selectors for all teams.
Times for selections will be confirmed closer to the date by your coach.
Prior to the selection day the Representative coaches will be conducting a minimum of 4
squad-training sessions, which is a requirement in accordance with the BMNA
Representative Policy, which we have attached for your information.
Your coach will be in touch with you directly to outline the dates of your squad training
sessions, in fact some of you may well have commenced these sessions already.

Appendix 6: Representative Player Agreement

By signing this agreement I acknowledge that I will abide by the following:
1. I agree to abide by all BMNA Representative Regulation as set down by the Association.
2. I agree to give priority to the BMNA Representative Netball commitments, including
attendance at nominated BMNA events
3. I agree to attend and undertake all training required by the coach, to attend all training
and fitness sessions*, and acknowledge that attendance at BMNA Representative
netball training take precedence over other sporting commitments
4. I agree to notify my Representative coach and/or manger in advance of any absences,
stating reasons. If necessary I may consult the BMNA Representative Convenor for
guidance.
5. I will wear the BMNA Representative uniform with pride at all Association endorsed
events including but limited to State/state age, events, carnivals, State league, NID and
on any other occasion as required by BMNA
6. I will always be appropriately attired in Approved BMNA Representative clothing
(purchased through BMNA) when representing the Association at any game, carnival,
championship, fixture event or other BMAN representative commitment.
7. I will undertake to be available for the duration of all carnivals; state and state age
championships and all representative games.
8. I agree to travel to and from Championships in transport organised by BMNA.
9. I agree to stay with the team at accommodation organised by the BMNA.
10. I agree to accept the decision of the Representative coach as to the selection of the
team to play in each game, and to accept the directions of the manager or other BMNA
officials.
11. I agree at all times to uphold the dignity and good name of BMNA and to promote the
game of Netball in NSW
12. I agree to meet all duties including Fund raising event (e.g. BBQ) as notified by the team
manager or coach.

Appendix 6 BMNA Code of Conduct
As a person required to comply with this Policy, you must meet the following requirements in
regard to your conduct during any activity or event held or sanctioned by Netball NSW or
Blue Mountains Netball Association (BMNA).
1. Treat all persons with respect and courtesy and have proper regard for their dignity,
rights and obligations.
2. Be ethical, fair, considerate and honest in all dealings with others.
3. Make a commitment to providing a quality service.
4. Operate within the rules and spirit of the sport including national and state guidelines,
constitution and policies which govern Netball Australia, Netball NSW and BMNA.
5. Do not use your involvement with netball to promote your own beliefs, behaviours or
practices where these are inconsistent with those of Netball NSW and/or BMNA.
6. Demonstrate a high degree of individual responsibility especially when dealing with
persons under 18 years of age, as your words and actions are an example.
7. Always place the safety and welfare of children above other considerations.
8. Avoid unaccompanied and unobserved activities with persons under 18 years of age,
whenever possible.
9. Comply with all relevant Australian laws (Federal and State), particularly antidiscrimination and child protection laws.
10. Adopt appropriate and responsible behaviour in all interactions.
11. Adopt responsible behaviour in relation to alcohol and other drugs.
12. Refrain from any behaviour that may bring Netball Australia, Netball NSW and/or
BMNA into disrepute.
13. Provide a safe environment for the conduct of the activity.
14. Show concern and caution towards others who may be sick or injured.
15. Be a positive role model.
16. Be responsible and accountable for your conduct.
17. Abide by the relevant Netball NSW role-specific codes of behaviour and understand
the repercussions if you breach, or are aware of any breaches of this Code of
Behaviour.

Appendix 7 Junior Player Code of Conduct
In addition to Netball NSW’s General Code of Behaviour, you must meet the following
requirements with regard to your conduct during any activity held by or under the auspices of
Netball NSW or Blue Mountains Netball Association, in your role as a player.
1. Participate because you enjoy it, not just to please parents and coaches.
2. Play by the rules – know the rules.
3. Participate fairly and safely.
4. Abide by decisions, without argument or bad temper.
a. Captains have the right to approach an umpire during an interval or after the
game for clarification of any rule.
b. Approach the umpire in a courteous and polite way.
5. Cooperate with your coach, and other players.
a. Verbal abuse of officials or other players, deliberately fouling or provoking an
opponent and throwing/damaging equipment is not acceptable or permitted.
b. Treat all players as you would like to be treated.

Appendix 8 - Senior Player Code of Conduct
In addition to Netball NSW’s General Code of Behaviour, you must meet the following
requirements with regard to your conduct during any activity held by or under the auspices of
Netball NSW or Blue Mountains Netball Association, in your role as a player.
1. Respect the rights, dignity and worth of fellow players, coaches, officials and
spectators.
2. Refrain from conduct which could be regarded as sexual or other harassment.
3. Respect the talent, potential and development of fellow players and competitors.
4. Care and respect the uniform and equipment provided to you.
5. Conduct yourself in a responsible manner relating to language, temper and
punctuality.
6. Be frank and honest with your coach concerning illness and injury and your ability to
train and play fully.
7. Maintain a high standard of personal behaviour at all times.
8. Abide by the rules and respect the decision of the umpires. Be courteous and use the
correct process when seeking a rule clarification.
9. Be honest in your attitude and preparation to training. Work equally hard for yourself
and your team.
10. Co-operate with coaches and staff in relation to programs that adequately prepare
you for competition.

Appendix 7: Code of Conduct - Representative Coach
In addition to Netball NSW’s General Code of Behaviour, you must meet the following
requirements in regard to your conduct during any activity held by or under the auspices of
Netball NSW or Blue Mountains Netball Association, in your role as a coach.
1. Operate within the rules and spirit of netball, promoting fair play over winning at any
cost.
2. Encourage and support opportunities for people to learn appropriate behaviours and
skills.
3. Support opportunities for participation in all aspects of the sport.
4. Treat each person as an individual.
5. Display control and courtesy to all involved with the sport
6. Respect the rights and worth of every person regardless of their gender, ability,
cultural background or religion.
7. Respect the decisions of umpires, officials, coaches and administrators in the
conduct of the sport.
8. Wherever practical, avoid unaccompanied and unobserved one-on-one activity
(when in a supervisory capacity or where a power imbalance will exist) with people
under the age of 18 years.
9. Act with integrity and objectivity, and accept responsibility for your decisions and
actions.
10. Ensure your decisions and actions contribute to a safe environment.
11. Ensure your decisions and actions contribute to a harassment free environment.
12. Do not tolerate harmful or abusive behaviours.
13. Place the safety and welfare of the athletes above all else.
14. Help each person (athlete, umpire etc.) reach their potential - respect the talent,
developmental stage and goals of each person and compliment and encourage with
positive and supportive feedback.
15. Any physical contact with a person should be appropriate to the situation and
necessary for the person’s skill development.
16. Be honest and do not allow your qualifications to be misrepresented

Appendix 8: Parents Code of Conduct
In addition to Netball NSW’s General Code of Behaviour, you must meet the following
requirements with regard to your conduct during any activity held by or under the auspices of
Netball NSW or Blue Mountains Netball Association, in your role as a parent/guardian.
1. If your child is interested, encourage them to participate in the appropriate netball
activity. However, if your child is not willing to participate, do not force him or her.
Remember, children are involved in organised activity for their enjoyment, not yours.
2. Focus upon your child’s efforts and performance rather than the overall outcome of
the event. This assists your child in setting realistic goals related to his/her ability by
reducing the emphasis on winning.
3. Teach your child that an honest effort is as important as victory, so that the result of
each game is accepted without undue disappointment.
4. Encourage your child to always play according to the rules.
5. Never ridicule or yell at a child for making a mistake or losing a game.
6. Remember that children learn best from example. Applaud good play by all players.
7. If you disagree with an umpire or coach raise the issue through the appropriate
channels rather than question their judgement and honesty in public.
8. Support all efforts to remove verbal and physical abuse.
9. Recognise and respect the value and importance of volunteer administrators,
coaches and umpires. They give up their time and resources to provide recreational
activities for players and deserve your support.
10. Be a model of good sports behaviour for children to copy.
11. Be courteous in communication with administrators, coaches, players and umpires.
Teach children to do likewise.
12. Support the use of age appropriate development activities and modified rules.
13. Do not interfere with the progress and/or conduct of a game.
14. Acknowledge that a breach of this Code of Behaviour may result in disciplinary action
concerning your child. This may include expulsion from game(s), suspension or
termination of membership.
