Hiring Pay Range: $53,900 to $66,000 Annually* (2017 Ranges min to midpoint)
*Offered salary will be determined based upon selected candidate’s relevant education and experience.

This is an exempt, full-time, benefits-eligible position, working 40 hours per week. The City of Lone
Tree’s business hours are Monday through Friday 8:00 a.m. to 5:00 p.m. Actual work schedule will be
determined upon hire.

GENERAL STATEMENT OF DUTIES:
The Emergency Preparedness Coordinator position will serve both the City of Lone Tree and the Town of
Parker through a partnership developed by an Intergovernmental Agreement between these two
municipalities. The position will assist in the development of a comprehensive emergency management
program, including developing, coordinating, and implementing emergency operations plans and
operating procedures, and developing educational and community outreach strategies. Position will
perform a variety of administrative duties related to emergency mitigation, preparedness, response and
recovery. In addition, the employee will represent the City of Lone Tree and the Town of Parker to
various emergency management organizations at the local, state and federal levels.

Knowledge and Skills:
The following list of Knowledge and Skills will be performed for both the City of Lone Tree and the Town
of Parker, per the Intergovernmental Agreement:
•
Coordinate all activities of Emergency Response and Preparedness, which includes education
program development and staff training. This position will develop, integrate, implement and
ensure compliance of Emergency Preparedness policies and procedures throughout the City of
Lone Tree and the Town of Parker as required by Federal and State standards.
•
Assists in the development and implementation of goals, objectives, policies and priorities for the
emergency management program.
•
Plans, develops, and supervises programs and strategies to incorporate recovery policies into
City of Lone Tree and Town of Parker government plans and ordinances.
•
Develops and maintains programs and strategies to create partnerships to enhance recovery
operations; manages logistical coordination and support of distribution sites and recovery
centers; develops and maintains resource management plans/programs.
•
Plans, administers and participates in exercises, drills and activities designed to improve
response and recovery capabilities.
•
Provides on–call, all-hazard emergency coordination support to complex or extended incidents
that occur in the City of Lone Tree or the Town of Parker.
•
Respond on-scene to emergencies as necessary to provide resource support, incident command
organizational structure development, and technical advice during multi-agency incidents,
countywide impact incidents, mass casualty incidents, or other requested responses.
•
Manage various aspects of Homeland Security as a part of the “all-hazards” emergency
management program including grant processing, regional coordination, and representation.
•
Assists in organizing and coordinating recovery actions from a disaster or emergency and serves
as a liaison with other government agencies.
•
Coordinates the emergency management program with additional special assignments including
issues in wild land fire, flooding, hazardous materials and emergency medical services.
•
Assists with preparation of the annual budget as necessary.
•
Collects, analyzes and tracks information regarding emergency or disaster situations and develops
appropriate displays to represent the situation.
•
Provides documentation analysis and generates after action reports for emergencies.
•
Develops and implements a comprehensive program of education, awareness and outreach on
mitigation and recovery for public and private sectors to reduce risks; implements training for
the City of Lone Tree and the Town of Parker and related organizations for damage assessment,
disaster assistance procedures and recovery plan development.
•
Delivers presentations to City of Lone Tree and Town of Parker officials and the general public
on preparedness for emergency events, recovery, evacuation and debris management.
•
Other duties as assigned.
ORGANIZATIONAL RELATIONSHIPS
Reports to: Chief of Police
Other: Interacts with City of Lone Tree and Town of Parker employees, other agencies, community
partners, citizens and vendors.
SUPERVISION EXERCISED
Will assist in coordinating work activities of assigned personnel during natural and human caused events,
which pose a threat to life, property or the environment.
QUALIFICATIONS:
Knowledge, Skills & Abilities
• Thorough knowledge of emergency management and public safety principles, procedures,
practices and regulations.
•
Thorough knowledge of state, federal and local laws, ordinances, and regulations governing the
recovery and financial reimbursement process.
•
Thorough knowledge of policies, procedures and requirements of recovery programs and
disaster operations and in providing disaster recovery assistance.
•
Thorough knowledge of the National Incident Management System (NIMS).
•
Considerable knowledge of the principles of management, organization, administration,
supervision, and urban and regional planning.
•
Ability to analyze facts and exercise sound judgment in the decision making process.
•
Strong interpersonal skills and the ability to effectively communicate in both oral and written
forms to prepare accurate, concise, complete, and informative materials.
•
Ability to interact effectively in large or small groups as well as with a wide range of individuals
in a diverse environment.
•
Ability to work independently, in a self-directed manner, or as a team member.
•
Ability to establish and maintain effective working relationships with the general public, coworkers, elected and appointed officials and members of diverse cultural and linguistic

skills.
Education/Experience
•
Bachelor’s degree from an accredited college or university in Public Administration, Business
Administration, Emergency Management or a related field.
•
Three to 5 years of professional experience in emergency management or a first responder
discipline. (All positions will require experience in a specific emergency management area such
as planning, operations, community relations, or logistics.)
•
Operational knowledge and application of emergency management standards and Incident
Command Systems.
Special Requirements
• Ability to obtain and maintain a valid Colorado driver’s license during employment at the City of
Lone Tree.
• Ability to complete a NWCG type S-130/S-190 basic wild land fire training curriculum.
• Ability to become a Colorado or IAEM Certified Emergency Manager certificate.
• Knowledge of the National Incident Management System, fire suppression and EMS operations
and procedures.
• Ability to perform under stress and perform physical demands consistent with all essential job
functions, such as lifting 40lbs from a standing position and walking up a steep grade at high
elevations for 30 minutes.
• Vision correctable to 20/20.
• Able to pass qualifying exams and background checks.
• May be required to work evening and weekends.
Work Environment
Position is exposed to unpleasant elements (accidents, injuries, and illness) and subject to varying and
unpredictable situations. Position handles emergency or crisis situations and is subject to many
interruptions and pressure due to multiple calls and inquiries.
