OPEN SESSION MINUTES - ORDINARY MEETING OF COUNCIL TUESDAY, 21 MARCH 2017 MOTIONS ON NOTICE AO052-17 MOTION ON NOTICE - COMMUNITY RECOGNITION POLICY FILE NO: 15/5/2 PREVIOUS MIN: AO055-16; AO022-17 Alderman Ken Dorsey has given notice that he would move the following motion at this meeting:“THAT Council: 1) Resolve to update our Community Recognition Policy to include acts of Bravery or “Key to the City” including Selfless acts of courage Fearless involvement to defuse or mitigate dangerous situations Risking of personal safety to assist another Recognise outstanding achievement in sport or humanitarian work at a regional an international level. 2) Remove the “Outstanding Achievement Award” as per the policy.” ALDERMAN’S COMMENTS Keys to the city Presenting a symbolic key to the city is the highest honour a city can confer upon an individual or an organisation. The tradition dates back to medieval times when many cities were enclosed within walled fortifications. The key symbolised the political relationship between a city and the king or ruler of the land where it was located. When the ruler visited the city for the first time after assuming power, authorities would formally greet him at the gates and hand over a key to signify the city was now under his control. The key would then be returned by the ruler to acknowledge he intended to respect the political authority of those who administered the city. The Key to the City is traditionally presented by the Mayor at a civic ceremony to acknowledging the contribution an individual or organisation has made to further the ideals of the City, or to recognise outstanding achievement in sport or humanitarian work at a regional an international level. A review of our Community Recognition Policy indicates that we provide recognition to individuals under the following available programs: Page 11 OPEN SESSION MINUTES - ORDINARY MEETING OF COUNCIL TUESDAY, 21 MARCH 2017 Volunteer Recognition Awards recognises the extraordinary achievements of local people who have made a difference to the Burnie community by volunteering their time, service and skills to a Burnie organisation or project The Award categories for nomination are in hours of service: • 1,000 hours (Certificate of Service presented by Mayor) • 2,000 hours (Certificate of Service presented by Mayor) • 5,000 hours (Certificate of Service presented by Mayor) • 10,000 hours (Certificate of Service and engraved badge presented by Mayor) Australia Day Awards Australia Day Citizen Award Australia Day Young Citizen Award Community Event of the Year Nominations are open from February to November Outstanding International Achievement Award (REMOVE) Winning a medal at the Olympics or Commonwealth Games Attaining a Nobel Peace prize Appointment to an office of the United Nations But offer no recognition for selfless acts of bravery. This could include nominated recognition of surf lifesavers in difficult situations, rescue scenarios, intervention in dangerous or confrontational issues, risks of personal safety to assist another, acknowledging the contribution an individual or organisation has made to further the ideals of the City, or to recognise outstanding achievement in sport or humanitarian work at a regional an international level. GENERAL MANAGER’S COMMENTS A similar motion was raised by Ald Dorsey at the Council Meeting of 15 March 2016, AO05516. The motion moved was ‘that Council resolve to update our Community Recognition Policy to include acts of Bravery including selfless acts of courage, fearless involvement to defuse of mitigate dangerous situations; and risking of personal safety to assist another.’ The motion lapsed for want of a seconder. Instead, Council resolved the following: “That Council write to its Burnie Australia Day Special Committee to consider the inclusion of a bravery award category in their annual ceremony.” A copy of the original report providing background to this decision is attached. The matter was referred to the Australia Day Committee, and after consideration, the Committee wrote to Council advising that Australia Day Program would not be the appropriate forum for this award. The Committee recommended that Council investigate options through the Royal Humane Society of Australasia who present awards nationally. Page 12 OPEN SESSION MINUTES - ORDINARY MEETING OF COUNCIL TUESDAY, 21 MARCH 2017 Council considered this correspondence at its meeting of 21 February 2017, Item AO022-17 and resolved the following: “That Council note the letter from the Burnie Australia Day Committee and amend the Community Recognition Policy to include reference to bravery nominations which may be made to the Royal Humane Society of Australasia.” The policy was subsequently updated as a result of this resolution of Council. A copy of the policy is attached. Alderman Dorsey’s motion is focussed around the reconsideration of recognition for bravery. The motion also recommends further amendments to the policy. The policy was created by Council in April 2014, and is due for review in April 2017. It is recommended that Council undertake its normal review process and discuss the policy provisions at a workshop, before considering recommended revisions to the policy.
