EDUCATOR STANDARDS BOARD REPORT
FALL 2016 REPRESENTATIVE ASSEMBLY
The first meeting of the 2016-2017 Educator Standards Board (ESB) occurred October 27 th after
experiencing a delayed start to their work due to several events:
 State Superintendent search, interviews and confirmation
 Untimely and significant changes to the ESB Application
 Communication and procedural issues with Nominations
The Ohio Education Association would like to thank all candidates and nominees for their patience,
understanding and willingness to serve. Candidates, nominees and those who serve on the Educator
Standards Board possess the professional experience, leadership and advocacy needed to represent
all members and their educational communities at the state level.

DESCRIPTION OF THE BOARD MEMBERSHIP
SELECTION PROCESS
ORC 3319.60 Educator Standards BoardThe act establishes an Educator Standards Board
comprised of 21 members for developing and
recommending standards for teachers and principals
to the State Board of Education. The members are to
be appointed by the State Board within 60 days of
the act's effective date as follows:
(1) Ten teachers employed in a school district: three
teachers in a secondary school, two teachers in a
middle school, three teachers in an elementary
school, one teacher in a pre-kindergarten classroom,
and one teacher who serves on a local professional
development committee. At least one of these eight
teachers must be certified by the National Board for
Professional Teaching Standards. The Ohio
Education Association must submit fourteen
nominees for these appointments, from which the
State Board is to select seven members.
The Educator Standards Board provides recommendations to the members of the State Board of
Education on a multitude of topics which includes: cyclical review of Ohio Administrative Code (OAC),
licensure requirements, programs such as evaluation (OTES) and Resident Educator (RE) as well as
the yearly review of teacher candidate performance and cut scores for the Ohio Assessment for
Educators (OAE).
It is anticipated that the ESB will be engaging in work surrounding the changes and opportunities
presented by the passage of the Every Student Succeeds Act (ESSA). The next ESB meeting is
scheduled for December 9, 2016.
