President Ajaye called the meeting was called to order at 6:12 P.M. there was a quorum.

President Ajaye asked for a motion to accept the minutes for the March 17, 2015 meeting. A motion
to accept the minutes was made by Brother McClain of HRA. It was seconded. A vote to accept the
minutes with corrections was taken and passed.

Keisha Hogans requested a revision on how the minutes reflected what she reported. Keisha will
give an amended short blurb about what she brought up at the next GM meeting to be inserted.

There was a question about the remainder of the term of the trustee position that Mohamad
Chowdhury held. We were waiting for an answer to the remainder of his term. Mohamad’s
replacement has one year left to serve as a Trustee.

A motion to move the agenda until all of the copies of the Treasurer’s Report can be made and
distributed was made by Jim Ryan (CUNY). The motion passed.

Cody Childs (HRA) made a motion to accept the Treasurers Report. It was seconded.

Treasurer Dunne is going to be going through page by page. There are over 10 pages. It was
explained to the membership that this format is going to be reflected differently. The report will
now be broken down to DC37 Expenses and Direct Expenses. The direct expenses are the expenses
that the local pays from the checking account. The report looks different but there are no changes
to how the bills are being paid. The only difference is now the members will be able to better

understand where the money is going. Brother Heigh pointed out that the rows are off by one.
Everything needs to be moved down one row starting from where the expenses are. There was a
typo on “Income from dues’”. Brother Kellam inquired about the placement of income over
expenses. It was missing on some pages. There was an issue with printing and the back page was
difficult to read. Brother Dunne will make all of the appropriate corrections and redistribute at the
next GM meeting.

There were large expenses due to the payment of the convention bills in the month of December.
Sister Andrea Simon (HRA) pointed out a type-o on the word gratuities under Good and Welfare.

Sister Carol Chodes (FDNY) questioned the rate of interest income. It was explained that the Local is
looking in to alternative banks. Henry Garrido is trying to make a deal with the Amalgamated Bank.
Right now every option is being evaluated.

Brother Heigh questioned the $3400 spent on the January report under the line item accounting
services. Brother Dunne will check.

President Ajaye stated that Brother Dunne will fix all of the corrections and turn over the report to
the Trustees to verify that all of the changes were reflected. He requested that the motion to
accept the Treasurer’s report be postponed until the next GM meeting so the Trustees could verify
to the membership that the report is correct. Sister Julie Leibowitz made the motion to postpone.
It was seconded and the motion passed.

Brother Heigh mentioned that the 2014 information must be handed over to the Auditor so the IRS
form 990 can be done. That form is due May 19th. Brother Heigh assumed that the extension was
submitted for that form.

President Ajaye commended Brother Dunne on the difficult task that he has undertaken. This was a
giant task.

President Ajaye introduced Andre Velez from MELS (Municipal Employees Legal Services). They
handle many different areas of legal services and they are free for active members, retirees and their
families. They can be reached at 212-815-1111. MELS also has Social Workers available for
counseling related to your legal issues if necessary. There is no limit to the amount of times
members can use this service and it was recommended to utilize MELS for wills, health care proxies
etc. Call MELS first before taking any actions that might need legal assistance.

Presidents Report
2 Shop Stewards Brother Barry Sukhu (DOITT) and Brother Al De Marco were sworn in by Leo
Morris. President Ajaye explained that Shop Stewards do not have term limits. If there are
members who wish to remove the current Shop Steward, they need to submit a petition of 50%
plus 1. At that point a new election will be held. This rational is existing Shop Stewards have

developed a relationship with management and have the benefit of experience. Shop Stewards /
Activists / Members need to let the Local know if there are violations or issues. If anyone
observes something that they think is wrong, call the Local. If there are multiple locations/shifts,
there should be a Shop Steward available.

DOITT needs another Shop Steward because of the retirement of Aria Pride and Fred Gibson.

Brother Heigh is retiring after 39 ½ years. The Retirement celebration will be held Wednesday,
June 24, 2015 at Juniors on Flatbush Ave in Brooklyn. Donation is $40 a person. Flyers were
passed around.

There is a new title in the Local from HHC called Health Information Management Specialist. We
have 6 more members now and expect more members.

On May 27th there will be a meeting with the Computer Systems Managers at DC37 to discuss
bringing the title into the Local. We can possibly get 300 members. That is up to the members.
It will cover everybody.

The next accretion is MABSTOA. That is about 1000 potential members. There were issues in
the past with DC37 Organizing but now under Henry Garrido’s leadership, there has been a
renewed effort to get these members in.

There was an issue with being able to view the Presidents report from the work place. Sister
Julie Leibowitz stated not to use work computers and advised caution regarding using the work
computers to view union websites. President Ajaye will be looking into this further.

Brother Randolph Bowen (CUNY) is not getting emails on his work computer but he is receiving
them at home. He will double check and report to the Local.

President Ajaye clarified that the Local is going after all levels of the CSM title, starting with HHC
first.

Three members from the Local have been chosen to represent out local and be on the Test
Validation Board to assist DCAS and make sure the questions on the exams are relevant to the
work. They are Murdock Haskins (DOE), Alvin Knowles and Arististies Medina

There is a 4th negotiation with Cuny on 5/20. At this negotiation a response and a “costing” are
expected. The Local is looking for a minimum of what the City received.

The membership was informed about the “Shop Steward” training fiasco held at DC37. The Local
was misled as to what it was. President Ajaye has already spoken to Henry Garrido about giving
a fast track Shop Steward class. There was discussion regarding what actually transpired and
the apparent “bait and switch”. When the agenda changed, Jon Ng wasn’t even aware of it until
the Monday after the training. Brother Heigh suggested that Brother Dunne be on the alert in
case DC37 tries to bill the Local for the food bill.

HHC has permanent full time per-diems, and for years they have not given them permanent fulltime status. On May 22 anyone who is a per-diem for 18 months has to be changed to full-time
status. This is for HHC only at this time.

Jewish Heritage is on May 27th. There will be a tribute to Victor Gottbaum and there will be food
and entertainment. The event is free.

September 12th is the Labor Day Parade. President Ajaye and 1st Vice President Mike Lanni will
be coordinating the event. All Shop Stewards, Activists and Eboard members are expected and
encouraged to attend and try to get members out.


Jon Ng reported that FDNY and NYPD have a new program called Conflict Resolution. If a
member has a dispute within his/her section the member can go to EEO to discuss. If it is not
disciplinary, contractual or EEO they will consider it and send to Conflict Resolution. This is
handled by Judge Kramer in OATH. The main purpose of this is to remove all of the tension and
fighting back and forth. The parties can sit down outside the Agency and get a resolution. This
is binding, but it cannot be used for current or future disiplinary actions. HRA is the next agency
that it will be implimented in.

Sister Doreen Black (DOITT) announced the celebration of her daughter’s graduation from NYU.
She had questions regarding her situation at work and was instructed to contact the Local to go
over them in detail.

Brother Heigh reminded the membership about the Trustee election next month. There is
always a June meeting. The term of a Trustee is two years, and every year there is an election to
fill the term.

The scholarship committee will be presenting the new criteria for the Education Scholarship at
the June meeting. The information will also be onlilne.

Julie Leibowitz announced that the Commissioner of DCAS will be at the June Civil Service
meeting, which is held on the 2nd Wednesday of the month.

President Ajaye announced that since there is such a large response for Asian Heritage, the Local
is going to have to start taking a small donation from the members. This year, over 70 people
responded.
