Recognition WOW (What Outstanding Work) Nicki Silva, Teacher, Ryland Heights Elementary Nominated by a Parent I'd like to nominate Nicki Silva, 4th grade teacher at Ryland Heights Elementary School for a Wow Award. I just wanted to say how very nice this year is for my daughter with Mrs. Silva. Nicki has an amazing way of building her classroom into a family. They appreciate each other's talents and work together with such respect, calling upon each other's strengths. There's a calm-happy in that room. And even when moments are stressful the classroom management is amazing. My daughter feels special everyday and I think the other kids do too. Mrs. Silva is also often at school helping on I <3 Ryland Day (cleaning the grounds), for the PTO meetings, movie nights, various games and other activities. After drop off this morning I shed a couple tears of pure joy for how well my daughter is made to feel every day. Mrs. Silva has taught 3 of our children now and the older kids still smile when they hear her name. My hat is off to this amazing teacher! Simon Kenton Technology Purchase Simon Kenton is requesting permission to purchase desktop computers to replace an outdated lab and wireless computers to replace an outdated and non-functional lab. The desktop computers are for one of our business labs which are used on a daily basis for our Digital Literacy class. The current computers are slow and hinder the progress of the class. The wireless computers will replace our wireless lab which has become useless to our teachers due to the number of issues the current computers have. Fixing the issues with these computers has become too costly and time consuming and it is time to replace the entire lab. This lab is used almost daily by teachers. It affords more flexibility for teachers because they can have some students working on the wireless computers while providing direct instruction to other students. These computers will get even more use next year with some of the new testing and technology we will be utilizing on line. The cost to upgrade both labs will be approximately $25,000 dollars each. 37 Recommendation: It is recommended that the Board approve the Simon Kenton Technology Purchase. 2. Professional Development Plans Enc. 14 According to KRS 158.070, the local school board may approve a school’s flexible professional development plan that permits teachers or other certified personnel within a school to participate in professional development activities outside the days scheduled in the school calendar. The attachments for each school contain the Professional Learning Plans that were created with collaboration by each School Based Decision Making Council in accordance with KRS 156.095 and KRS 158.070. Please note the flexible dates that schools would like to use in order to provide high quality professional learning for staff as they work to meet their needs. UpSpring MOU Enc. 15 UpSpring, LLC and the Kenton County School District wish to arrange for academic services focused on McKinney-Vento identified children during the summer months with an educational program designed to engage and support such children (“Summer360”). The Summer360 Program has been successfully functioning in Cincinnati for at least 5 years and they reached out to the Kenton County School District to begin a similar program in Kenton County. These opportunities will provide much needed services to our at-risk population like we have never been able to do in the past. Recommendation: It is recommended that the Board approve the MOU between UpSpring and Kenton County School District. 39 6. Change Order No. 16 – Morel Construction – Scott High School-Phase III Renovation – BG 14-056 Enc. 16 This change order is the sixteenth of the Scott High School – Renovation – Phase III associated with Morel Construction Co. LLC. The original contract with Morel is $9,668,191.00. This change order of $20,647.68 with previous changes orders of ($33,752.85) making the new contract sum $9,655,085.83. Item #1 – Credit to owner for use of owner’s utilities. Deduct: $ 4,104.32 Item #2 – Furnish and install electrical revisions to the emergency power systems. Renewal of the Microsoft Software Assurance Licensing The Microsoft Software Assurance Licensing is due for renewal. This renewal ensures that the Kenton County Schools are in compliance with the use of all Microsoft products and the copyright laws. The cost of $66,568.00 for renewing the licensing will be paid from KETS money. Recommendation: It is recommended that the Kenton County Board of Education approve the renewal of the Microsoft Software Assurance Licensing for the Kenton County Schools in the amount of $66,568.00. 10. Full-Time Substitute Building Operations Support Supervisor Job Description Enc. 19 The Support Operation administrative staff is recommending the establishment of two Full Time Substitute Building Operations Support Supervisors due to the inability to fill the substitute positions. Recommendation: It is recommended that the Kenton County Board of Education approve the establishment of two Full-Time Substitute Building Operations Support Supervisor positions and the job description. 11. Commercial Procurement Card Service Agreement/Resolution Enc. 20 The District utilizes commercial procurement cards issued by Fifth Third Bank through their Commercial Card Service to purchase various materials and services. The procurement cards offer an efficient payment method for certain transactions and provide a rebate revenue on amounts processed. Several vendors have expressed an interest in this payment method which results in increased activity and revenues for the District while paying normal bills. The Commercial Card Service Agreement and Resolution will allow expansion of the program to more vendors. Recommendation: Approval of the Commercial Card Service Agreement and Resolution with Fifth Third Bank. 12. 2016 Financial Audit Contract Enc. 21 Strothman and Company has proposed to conduct the 2016 annual financial audit for $30,500, an increase of $2,000 over last year. This firm completed last year’s audit in a professional and efficient manner while meeting all KDE filing requirements. Their experience with Kenton County Schools and updated KDE school district finance requirements make them a valuable resource to the Finance Department. 41 Recommendation: Approval of the contract with Strothman and Company as the independent auditor for the 2015-16 financial audit for professional fees of $30,500, subject to the terms and conditions of the independent Auditor’s Contract, required to be submitted to KDE by May 28, 2016. 13. 2016-17 Tentative Budget The Tentative Budget is the second budget to be presented for the 2016-17 fiscal school year. A Draft Budget was presented in January, 2016 and has been updated as the 2016 school year has evolved and new information has become available. General and Special Revenue Funds There are several significant unresolved factors affecting the 2017 General and Special Revenue Fund projected revenue and expenditures. The 2016 General Assembly budget bills, final decisions regarding state grant revenue and salary schedule negotiations with the KCEA have not occurred as of this date. For this reason, the 2016-17 Tentative Budget and fund projections are presented with the most current information available. All necessary adjustments will be reflected in the Working Budget to be approved in September. Capital Outlay and Building Funds No change is anticipated from the Draft Budget amounts for these funds. Fund receipts are projected at current 2016 levels and dedicated almost entirely to debt service. Debt Service Fund This fund will be updated to reflect bond interest and principal payments from the current payment schedules provided by our fiscal agent. Several bond issues were refinanced and the Ft. Wright School Building Bonds were sold on April 19th. We will receive payment schedules reflecting the most current debt payment schedule soon. Construction Fund There are no new construction projects anticipated for the 2016-17 school year therefore this fund does not reflect additional budget activity. The current construction projects were approved, funded and budgeted in previous year. Actual fund activity will reflect expenditures throughout the year as these projects progress. Food Service Fund Anticipated changes for the 2016-17 school year that will be reflected in the budget include an increase in meal pricing and stricter procurement standards. Procurement standards effective July 1 will have an impact on operating costs and potentially lower the cost of supplies and services purchased. However, food costs may increase due to potential new membership of purchasing cooperatives comprised solely of school food services. The 2016-17 Tentative Budget will be presented at the meeting.
