No parking on snow-covered streets; exceptions; snow parking violations and penalties. A. It is the purpose and intent of this section, in the interests of public safety and the general welfare of the Township, to facilitate snow removal from curb to curb on public streets of the Township as efficiently and expeditiously as possible after a snowfall. 8. Notwithstanding any regulation to the contrary, no person shall park a vehicle upon either side of any public street whenever or allow any portion of a vehicle to extend into the roadway when any accumulation of snow has completely covered the roadway and obstructs road markings, such that the street will need to be plowed. C. The above parking prohibition shall remain in effect after the snow has ceased until the streets within the Township have been plowed (,) This section shall not be applicable to locations designated for overnight parking by permit pursuant to § 327-15. (2) This section shall not be applicable to locations designated for metered parking pursuant to § 327-29, except during the following hours: (a) The hours of 2:00 a.m. to 6:00 a.m. (3) There shall be no exception for daily overnight parking permits on any street. D. As used in this section, the term "snow" shall mean any precipitation depositing any accumulation on the public streets of the Township requiring plowing, including, without limitation, snow, sleet, hail or ice. E. Regulatory and warning signs in accordance with N.J.SA 39:4-'38 shall be erected and maintained at major street entrances to the Township for motor vehicles. Signs for exempt streets shall be posted as applicable. Notice of said parking prohibition shall be deemed adequate when posted on the Township website and available via pre-recorded phone message. F. Vehicles displaying a valid handicapped placard or having handicapped license plates otherwise legally parked shall be permitted to remain parked without violating this section notwithstanding the declaration of a snow emergency. G. (2) On odd calendar days, parking shall be allowed on the south and west sides of the street. H. All hourly limits and meter fees at the Fullerton Parking Deck (just north of Bloomfield Avenue between Park Street and North Fullerton Avenue) shall be waived for a period commencing when accumulation of snow greater than two inches has occurred until 24 hours after snow has ceased to fall. I. Any person violating the provisions of this section shall, upon conviction thereof, be punished by a minimum fine of $54. Each day on which a violation of an ordinance exists shall be considered a separate and distinct violation and shall be subject to imposition of a separate penalty for each day of the violation as the Municipal Court Judge may determine. 2of2 2/7/2013 10:59 PM
