Welcome to WACEE’12
The third Newsletter of the West African Clean Energy and
Environment Exhibition & Conference! The Delegation of German
Industry and Commerce is proud to state that all reparations and
arrangements have been finalized to ensure that the event will
be a great success. WACEE’12 will take place from 6th to 8th
November 2012 in the International Conference Centre, Accra,
Ghana.
In this third edition of the newsletter, we introduce you to all
exhibitors of this year’s event and provide you with the updated
Conference Program. In addition you can find an article from
GRAPHIC BUSINESS in which you find all the essential news
about WACEE’12. Also to get an overview about Clean Energy
in West Africa in the media, we are happy to present to you a
collection of interesting news articles from several newspapers.

Ghana attracts attention for maiden water,
energy & sanitation event
ALL is set for what promises to be the largest
gathering of business interests groups, entrepreneurs
and representatives of blue chip companies from
Germany and other parts of Europe, America and
Australia in Accra for the first ever exhibition and
conferences on renewable energy, water and the
environment.

The maiden edition of West Africa Clean Energy
and Environment Exhibition and Conferences 2012
(WACEE’12) has already attracted close to 70 large
companies and influential players in renewable
energy and environment from Germany, The
Netherlands, Denmark, the United States, United
Kingdom, Australia, West Africa and other parts of
the world.
While the ground and first floors of the Accra
International Conference Centre has been taken for
the exhibitions, the conference rooms will be busy
with conferences of 50 high profile private sector
speakers with science backgrounds on thematic
areas of Recycling and Water Treatment; Renewable
Energies in West Africa: Solar, Wind and Biomass
as well as Conventional Energies in West Africa: Oil,
Gas and Hydropower.
The Delegation of German Industry and Commerce
(AHK) is organising the three-day event scheduled
for November 6-8, with supporters including DENG
Ghana, the German development DEG/KfW Banking
Group as well as chambers of industry and commerce
in Ghana, Germany, The Netherlands.
The Delegate of German Industry and Commerce
in Ghana, Mr Patrick Martens, told the GRAPHIC
BUSINESS in an interview that WACEE was based
on the concept of creating a leading fair for the major
infrastructure in Ghana and West Africa crafted after
leading infrastructure fairs in Europe.
“Wind energy, recycling and renewable energy are
envisaged to be the major infrastructural projects
in Ghana and West Africa in the coming years and
there is nothing like such leading trade fairs that
cover these major sectors,” Mr Martens said.
He explained that the exhibitions and conferences
was also important because since the implementation
of Renewable Energy laws in Ghana and other
ECOWAS countries which now makes renewable
energy conventional, there was the need to attract
the right technologies in these sectors.
“We have to attract technology suppliers to come
to this region because without them you will not be
able to fulfill the requirements of feeding renewable
energy into the grid,” Mr Martens said.
Top private business representatives with science
background will be at the conferences and this
gives opportunity for Ghanaian entrepreneurs in
the field of engineering, mining sector or energy
grid operators to get in touch with the international
exhibitors, especially as this event brings on board
new companies that have never been here before.
Companies that have also been operating in
some other West African markets will also be at
the exhibition together with some guests from the
ECOWAS sub-region.
There will be national pavilions for Ghana (The
Akwaaba), the German Tech for Germany, The
Netherlands, the Dutch Pavilion and for the German
Federal State of North Rhine-Westphalia
DEG, the private sector financing arm of the German
development bank, the DEG/KFW Banking Group,
which is a main partner and sponsor of WACEE’12
also wants to use the platform to sensitize the public
on some of its product offering and portfolios.
The bank has been investing in several projects in
the country including the financial services sector,
clean energy and biomass.
The DEG West Africa Regional Director, Mr Andreas
Voβ, told the GRAPHIC BUSINESS the organisation
had rich experience in areas such as promoting
climate change adaptations and renewable energy,
and wants to help finance part of such emerging
opportunities in Ghana and West Africa.
“We are very experienced in renewable energy
financing as we have done a many in East Europe
and South Africa. We want to use this event to also
showcase our experience and this is why DEG has
partnered this event,” Mr Voβ said.
Besides providing experts to speak at the
conferences, DEG will also be on stand-by to hold
discussions with interested parties and developers
who want to set up such projects. High level officials
of the KFW group will be in Accra, including the heads
of infrastructure for the DEG and KfW in addition to
local experts.
Organisers of the conference and exhibition have
put in a lot of efforts. For more than a year, AHK
has distributed thousands of flyers globally in
AHK offices, Ghanaian and Nigerian embassies in
Europe, the United States, Asia, Latin America and
through cooperating with business associations and
chambers of commerce and industry.
It has cooperated with Chambers of Industry and
Commerce of Germany and the State of North Rhine
Westphalia as well as with the Danish and Dutch

Electricity Company of Ghana is a limited

The Public Utilities Regulatory Commission
(PURC) was established to regulate and oversee
the provision of public utility services. Public utilities
are defined in the Act as bodies engaged in the
supply, transmission or distribution of electricity or
water for a fee, whether directly or indirectly. The
Act however makes provision for the extension
of PURC’s mandate to cover other utility services
through a Legislative Instrument. The Commission
has an additional responsibility to regulate aspects
of the natural gas industry.

MINING
The Chamber of Mines is the main minerals
industry association in Ghana. The Chamber
represents the collective interests of companies

Prof. Ray Wills, Chairman on the first day for “Waste Management and Recycling”
Professor Ray Wills has had a wide-‐ranging career with substantial expertise in ecology, sustainability,
climate change science and the effects of expected future climates on Australia, and functional
responses to mitigate and adapt to global warming. Ray is a Director and joint owner of the advisory firm
Duda&Wills, chief adviser to and Board Member of the energy chamber, the Sustainable Energy
Association of Australia, and Adjunct Professor at The University of Western Australia contributing to the
academic program and providing advice to UWA on sustainability. Ray was recognised by ABC Carbon
as one of the Top 100 Global Leaders in Sustainability in 2011.

is a versatile communicator who brings energy, enthusiasm and a touch of humour to a wide range of

Level Energy Forum, NG Oil & Gas Summit Africa, The India Show Conference & Exhibition West African

Dr. Nii Darko Asante, Chairman on the third day for “Hydropower as Renewable and Conventional
Energy Resource”
Dr. Asante is a Chemical Engineer with over 20 years’ experience in energy management and
optimisation. In his current role, he heads the four core divisions of Ghana’s Energy Commission which
deal with the development and enforcement of regulations in the electricity, natural gas and renewable
energy sectors, the promotion of Renewable Energy, and the development and execution of initiatives to
promote the efficient use of energy. Dr Asante was previously the Technology Manager of the Energy
Optimisation business of Aspen Technology Inc., where he developed tools and implemented solutions for
Energy Management and Optimisation at Petrochemical plants all over the world.
Mr. Bernhard Koku Avle, Chairman on the third day for “Downstream Oil & Gas”
Bernardino Avle is a Ghanaian media personality with over a decade of experience in the industry. He
is presently the Operations Manager of Omni Media Ltd, an Accra-based media establishment
comprising of Citi 97.3 FM, The Globe Newspaper and citifmonline.com, and also host of the Citi
Breakfast Show, a current affairs flagship which was adjudged Talk/Interactive Show of the year in the
BBC Africa Radio Awards in 2007. He is a product of the University of Ghana, where he obtained a 1st

experiences of business and engineering into the assignement of marketing and sales.

Walter Lamparter successfully graduated from his academic studies in 1992 at the Technical University
Ravensburg-‐Weingarten with a “Diplom Ingenieur (FH) Physikalische Technik”. In 2011 he joined the

Peter Quartey-‐Papafio’s professional technical experience covers the water sector, marine/river

projects. Over the past seven years Peter has successfully managed the geo-‐environmental division of a
UK PLC, run a private environmental consultancy as well as establishing and managing McAdam Design

Gert de Bruijne is a Dutch and German (Freie Universitaet Berlin)-trained political scientist. Within WASTE,
Gert has been responsible for the development of all the organization's major sanitation programmes.

Mr. Wisdom Ahiataku-Togobo:
Mr Wisdom Ahiataku-‐Togobo is currently the Director of Renewable Energy at the Ministry of Energy,
Ghana and was very instrumental in the development and passage of the Renewable Energy Act
(Act 832). Before then, he was the Renewable Energy Expert for the World Bank -‐ Ghana Energy
Development and Access Project (GEDAP). He has also worked as the Project Coordinator for the
UNDP/EC Household Energy Programme in Ghana.
Ms. Ulrike Brueckner, Speech Topic: “Emerging Market Ghana – Legal Framework for
Renewable Energy Projects”
After her studies at several international Universities she was among others working as legal adviser
at the Malaysian-‐German Chamber of Commerce, handling all legal inquiries including e.g. a project
on the enforcement and recognition of foreign judgments. At Rödl & Partner she is responsible for the
coordination and strategic development of all projects in Africa.
Mr. Siegfried Leffler: “Strengthening Capacities for the Implementation of the Renewable
Energy Law”
Siegfried Leffler has especially managed supra-‐regional projects in the field of integrated waste
management, energy efficiency and renewable energy as well as other environment-‐related
projects. For three years, he moreover headed the unit Infrastructure and Energy at the GIZ
Department International Services, until he was entrusted with the leadership of the regional
division North Africa, Middle East and Turkey. Since the beginning of 2012 Siegfried Leffler is the
resident GIZ Country Director in Ghana.
Dr. Jochen Meyer-‐Lohmann, Speech Topic: “Obstacles to the establishment of sophisticated
infrastructure”
Dr. Jochen Meyer-Lohmann is head of the division Infrastructure in the department East and West
Africa of KfW Entwicklungsbank (KfW Development Bank). From 2004 to 2007 he worked for KfW IPEX
Bank as vice president for project financing in the department Manufacturing and Services Industries/
Energy & Environment. In 2008 he transferred to KfW Entwicklungsbank as principal project manager
for promotional programmes and project financing in the Industry Sector in Africa. In 2011 he became
head of the division Infrastructure, a position he still holds today.

Gov’t sets ambitious energy targets

The Energy Commission says the country can
achieve sustainable energy for all by the year 2020,
10 years earlier than the UN’s target for achieving
universal access to modern energy services.
Ghana has thus launched its National Action
Plan for achieving the set objectives under the
UN’s Sustainable Energy for All initiative, which
also includes a target to double the global rate of
improvement in energy efficiency and the share of
renewable energy in the global energy mix.
“We are making history. This is the first country in
the world to launch its plan. But history comes with
challenges. Let’s all put hands on deck for Ghana to
consolidate its position as the number-one country
in the Sustainable Energy for All Initiative,” said Prof.
Abeeku Brew-Hammond, Board Chairman of the
Energy Commission.
Already, in Africa, Ghana is only behind Mauritius,
South Africa and Cape Verde in terms of access
to electricity. The national electricity coverage,
according to the Energy Ministry, has moved from
15% in 1990 to 72% in 2012.
While access to electricity in Ghana is considered
significant, efficiency levels are low in view of the
frequent power outages. A lot also remains to be
done in terms of access to other modern energy
services, especially in the area of cooking.
The use of Liquefied Petroleum Gas (LPG) in
Ghanaian homes, says the Energy Ministry, has
moved from 0.8% in 1989 to 18% in 2010. Woodfuel, meanwhile, remains the dominant source of
cooking fuel.
About 66,000 Ghanaians die annually as a result
of exposure to unclean cookstoves, said Radha
Muthiah, Executive Director of the Global Alliance for
Clean Cookstoves, at the launch of Ghana’s National
Action Plan last week.
The share of renewable energy in the country’s
energy mix is also considered low.
But the UN has hailed the country’s energy strategy,
saying that: “The energy objectives established
represent an important example of country-led
action that will advance the objectives of Sustainable
Energy for All.”
Ghana’s energy strategy sets a goal of renewable
energy constituting 10 percent of national energy
generation by 2020. To reach this goal, Parliament
passed the Renewable Energy Act, providing the legal
and regulatory framework necessary for enhancing
and expanding the renewable energy sector.
The country is also promoting the use of LPG,
which is a cleaner fuel than firewood and charcoal.
“Government is committed to increasing the
penetration of LPG from its current level to 50% by
2020, ahead of the UN Sustainable Energy for All
[target date],” a speech read for the Energy Minister
at the launch of the National Action Plan said.
Also, to improve the national electric grid, the country
is implementing a National Electrification Scheme to
provide universal access to electricity by the year
2020. Since the scheme’s enactment in 1989, more
than 4,000 communities have been delivered power
and 72% of the population have been delivered
electricity -- up from 15% in 1990.
To support the country’s efforts, the Global Alliance
for Clean Cookstoves has chosen Ghana as the first
of six countries to help achieve clean and efficient
household cooking solutions.
The alliance, which is a public-private partnership
led by the UN Foundation, says it has set aside
US$2million to support entrepreneurs in the cleaner
fuels sector. 21
German Bank To Invest $40m In Renewable

THE German Development Bank’s private sector
lending arm, DEG, is expecting its new financing
for projects in Ghana to reach $40 million, as
the bank identifies new opportunities in climate
change, renewable energy and biomass projects for
financing in the country. The bank, which has been
active in Ghana and West Africa financing turn-key
infrastructural projects in the power and climate
change areas, said it would leverage en its vast
expertise in financing such projects in other parts
of the world, particularly East Europe and Southern
Africa.
The DEG West Africa Regional Director, Mr Andreas
Voss, told the Daily Graphic in Accra that DEG, which
is a member of the KfW group of Germany, was
interested in bankable private sector infrastructural
projects. To help showcase its product lines and
interests more visibly, the financial organisation is
supporting the Delegation of German Commerce
and Industry (AHK), Ghana, to organise the firstever West African Clean Energy and Environment
Exhibition and Conference.
The event will take place on November 6-8, 2012 at
the Accra International Conference Centre, where
there will be three days of thematic conferences with
50 confirmed high-profile international speakers
alongside exhibitions in water, sanitation and
renewable (clean) energy.
Mr Voss said DEG had already expanded its stake
in the financial sector, mainly within the banks, and
has financed some large private sector projects
in the power sector – a trend it was committed to
sustaining. DEG is hoping to also commit over $88
million in investments in its areas of focus within
West Africa.
About 70 exhibitors have registered to participate in
the maiden WACEE, with companies coming from
Germany, the Netherlands, Denmark, the United
States, Australia, as well as the West African subregion. The Delegate of the Delegation of German
Commerce and Industry (AHK), Mr Patrick Martens,
told the Daily Graphic that the conference was
expected to attract over 200 participants while the
exhibition was expected to see over 700 visitors to
the fair grounds,
Mr. Martens expressed satisfaction at preparations so
far, saying “Ghanaian entrepreneurs and companies
will have the opportunity to meet their counterparts
from Europe and other parts of the world and
exchange contacts for further business.” Although
West Africa has great potential for renewable energy,
as the region abounds with lots of water bodies,
abundant sunshine and gas reserves, it has done
little to explore them due to inadequate financing
and technology.
But Mr Martens believes that such an exhibition
would help make available the needed technology
and expertise West Africa needs to harness its
potential in water and sanitation, a: well as clean
energy.

GGBL to invest £2.5m in biogas &
treatment plant

Guinness Ghana Brewery Limited will be investing
£2,515, 000m to revamp its Effluent Treatment Plant
in Kaasi -- to greatly improve the quality of wastewater discharged from the brewery -- and a Biogas
facility for its Achimota brewery.
GGBL will be investing £1.9m to revamp its Effluent
Treatment Plant in Kaasi and another £615,000 to
build a biogas plant at the Achimota brewery, one
of the first for Diageo in Africa. Together, these will
propel the Company to achieve its bold environmental
ambitions by 2015.

made these known when Guinness Ghana
Breweries Limited last week Thursday hosted the
Akyempemhene, Oheneba Adusei Poku, key media
houses in Kumasi, and regulatory authorities on a
brewery tour and press briefing at its headquarters
at the Kaasi brewery in Kumasi to commemorate
Arthur’s Day.

disclosure and performance.
In Ghana, GGBL was awarded the second-best CSR
programme by the Ghana Club 100 for its Water of
Life projects which have provided access to clean
drinking water for 100,000 Ghanaians across the
country.
Oheneba Adusei Poku, Akyempemhene and
chairperson for the day’s celebrations, commended
GGBL’s commitment to the safety of its employees,
community and the country as a whole. He said:
“It makes good business sense to ensure the safety
of workers because equipment, however modern, is
not sufficient,” he said. He encouraged GGBL to continue with its health
and safety practices and community investment
programmes, and charged the many other corporate
bodies in the country to emulate GGBL’s example.

Ghana Gas Makes Strides

The Ghana National Gas Company (Ghana Gas) is
making steady progress with its implementation of
Phase I of the Western Corridor Gas Infrastructure
Development Project.

While the contractors for the project, Sinopec are
racing against the clock to ensure that the plant
is delivered to the country on schedule, officials
of Ghana Gas ordered that clearing of lands for
the project be halted to ensure that proper crop
enumeration is done and satisfactory agreement
reached between them and the community.

Speaking to Daily Graphic about the project, Mr Guure
Brown Guure, Head of Corporate Communications of
Ghana Gas said though the company is determined
to complete the project on time, to avert gas flaring
and/or reinjection, the company is respecting the
collective and individual sensitivities of the local
people. He however lamented that recent sentiments
raised on some media circles about the issue of
compensation indicated a lack of appreciation of
the process. “Ghana Gas had to wait for the Land
Valuation Division (LVD) to enumerate and value the
crop fields and direct, in the form of a report, how
much Ghana Gas should pay and to whom”.
“We have only recently received this report from the
LVD and are putting in place the necessary logistics
to effect payment to over 1400 claimants- I can
confirm that in the next two weeks, all claimants
would be fully compensated”, he explained.
Members of the various communities near Atuabo
welcomed the project after initial uncertainty about
crops on the land that the project is situated. This
led to the issuance of From (F) to affected farmers
while alternative livelihood interventions were being
discussed.
When the Daily Graphic visited the community,
residents said they had series of engagements with
Ghana Gas including a recent joint public forum
organised by the company and the Environmental
Protection Agency at Esiama. One of the farmers,
who gave her name as Maame Akua, told the Daily
Graphic in her cassava farm that, “1 must be honest
with you that land is not for me, I am only using it for
farming on lease basis.”
She said when the Ghana Gas officials came to the
community, “We had a meeting, and they counted
every crop even though some of the crops are not
doing well, but they counted all after that they gave
us a form for payment”. Asked if she is happy Ghana
Gas was taking over the farm land, said “Where to
farm currently is not our problem, we will move to
other parts of the town to farm, we know the project
will bring more jobs for our children”. The Tufohene
of the town who also corroborated the claim by the
farmers said they needed the project and that the
initial problems with crop compensation had been
resolved awaiting payment. Other farmers said
even though some of the areas had been marked
as possible project sites, they were still at liberty to
harvest their crops until the developers were ready.
The Western Regional House of Chiefs which
endorsed the project has also set up a working
committee to ensure that projects are delivered and
the interest of the people protected. The President
of the Western Regional House of Chiefs who leads
members of the working committee to the area from
time to time to monitor progress said the house was
happy with the progress of work and commended
Ghana Gas for respecting the cultural sensitivities
of the people. The project is expected to accelerate
economic development, support strategic objective
of becoming a petroleum processing hub and resume
Ghana’s strategic role as preferred exporter of power
in the sub-region.
When the country discovered oil and realized that
it had associated gas, the former President, Prof.
John Evans Atta-Mills set up the Ghana National
Gas Development Taskforce in September 2010
before the first oil in December same year. The
focus was to review all aspects of the proposed Gas
Commercialization Project, then under development
“by Ghana National Petroleum Corporation and
there was a recommendation for a project developer
in the form of a National Gas Company to be set
up. The focus was to establish feed industries that
could be compared to Point Lisas Industrial Estate,
which houses the world’s biggest ammonia plant
and also hosts a total of 103 industries connected
to gas feedstock comprising a mix of world-class
methanol, ammonia and urea plants, three steel
plants, a power plant and service companies.
To achieve these dreams Ghana Gas was established
in July 2011, tasked with the responsibility to build,
own and operate natural gas infrastructure to gather,
process transport and market to satisfy the high
domestic and industrial demands to ensure that
gas associated with the country’s oil was harnessed
to the fullest. One of the country’s main problems
was the huge amounts spent on importation of light
crude for powering the thermal plants at Aboadze in
the Shama District and Tema, to ensure that power
is made available to commerce and industry as well
as for domestic use.
In the short term, Ghana Gas seeks to build the
early phase gas infrastructure project by the end
of 2012. The project will comprise a fully integrated
and profitable gas business to serve the local
and export markets. That aside, there was an
acquisition of sites at Domunli (Bonyere, Egbazo,
Kabenlasuazo, Ndumsuazo, Bokakole) Atuabo,
Esiama, Inchaban, and Prestea to prepare and build
requisite infrastructure tor gas operations and control
centers, incorporating helicopter surveillance fleet
for protection of the gas facilities. To achieve this
and ensure a fully integrated system, the plant itself
would be situated at Atuabo in the Ellembelle District
of the Western Region. The dry gas will be piped to
Dumunli and Nauli to the power plant, the tank farm
which would be made available to the petrochemical
industries, limestone and clinker facilities. From the
Atuabo plant the facilities would be linked to Esiama
terminal and redirected to power the Tarkwa and
Aboadze thermal plants.
In the medium/long term there would be expansion
phase of the infrastructure which will see the network
of pipelines from the Jubilee FPSO, TEN, Sankofa
fields offshore and other reserves from the basin
to the plant. Jubilee FPSO began production in the
December 2010 with estimated peak oil production
of 120,000 barrels per day (bopd) and 120-160
million standard cubic feet per day (mmscf/d). It is
envisioned that 120 rnmscf/d of dense phase gas
would be piped from the Jubilee Field FPSO to the
Gas Processing Plant by December 2012 and work
is currently rigorously ongoing. Currently the gas
produced in the Jubilee field is injected into the
reservoirs.
However, since the Jubilee Field cannot sustain
long periods of gas injection without damaging
the reservoirs and curtailing production as
aforementioned, the plant had to be delivered. Also
Tweneboa, Enyenra, Ntomme complex has large
components of gas with production likely to start by
2015. That aside, Sankofa, Gye-Nyame also have
estimated Gas resources of 5TCF. The significant
gas reserves in the Tano Basin also constitute
good financial and economic value to the country.
The natural gas project, especially, will generate
employment, create new infrastructure to support
a vibrant petroleum and petrochemical industry.
Harnessing the gas would also provide a new
economic growth pole for the country and provide
the opportunity for a more competitive pricing
of indigenous gas as well as generation of much
lower cost power, secure competitiveness of local
industries and accelerate economic development
and support strategic objective of becoming a
petroleum processing hub. This, according to Ghana
Gas would ensure that the country resumes its
strategic role as a preferred exporter of power in the
sub-region.
The country’s dependence on light crude oil and
diesel used for power generation will be replaced
with a less expensive and more environmentally
friendly natural gas. The gas project is long overdue
and every effort must be made to support its full
realization.
