MINUTES
NOTICE OF MEETING
Upon due notice, had and received, the Board of Directors of the Brea Village
Homeowners Association, a California non-profit Corporation, conducted their
regularly scheduled Board of Directors Meeting on Monday, July 9, 2012 at the Brea
Civic Center, Brea, California.
CALL TO ORDER
The Regular Board of Directors meeting was called to order by Kathleen Martin,
Board President, at 6:30 p.m.

OPEN FORUM
O'Connell Landscape Maintenance:
Christian Burke with O'Connell Landscape Maintenance was in attendance to
demonstrate to the Board the Weather Trak Irrigation system and how it can be
monitored in real time, along with the moisture and humidity readings that activate the
new irrigation system.
Discussion was held on installing flow sensors and nozzle
upgrades. Christian will provide pricing for this upgrade for the Board’s consideration
for the 2013 budget.
The following topics were also reviewed with O'Connell Landscape Maintenance:
1. Vandalized Sprinkler Heads on Carmichael: Christian reported that there are
seventy-five (75) heads total on this area of greenbelt that operate off of six (6)
separate valves.
The damaged sprinkler heads from last month have been
repaired and there have been no further reports of vandalism. The cost to
cornet these heads to twelve (12) inch pop-ups will cost approximately $25.00
each, which will be cost prohibitive. Therefore, there was discussion with
converting this area of irrigation to a drip line system. O'Connell Landscape
will submit a proposal for the drip system. Lastly, Management will contact
the Brea Police Department and request that the police increase their patrols on
Carmichael.
2. Save Water Rebate Status:

representatives from the Save-a-Buck Rebate team on August 27th who will be
performing a rebate inspection. It is anticipated that Save-a-Buck will then be
remitting the checks to the Association in September.
3. Tree Trimming, Updated Tree Plan:
Christian reported that O'Connell
Landscape will be submitting an updated tree trimming plan with maps for the
Board’s review and budget.
4. 850 N. Forbes, Pine Trees & View Obstruction: O'Connell Landscape was
requested to provide a status regarding the June 19 th work order to inspect the
pine trees on the slope behind 850 N. Forbes as to whether these trees are
overgrown and should be removed.
Discussion was held regarding the
Association’s CC&R's containing no specific language with respect to view
protection regarding common area trees.
In any event, the trees that the
homeowner is reporting that are impeding his view will be inspected and
addressed during in the updated tree trimming plan.
Unsafe Driving – Downhill on Carmichael:
Management reported that there has been no reply from Standard Pacific Builders
regarding the June 15th letter sent to regarding reports that residents from the new
Association, Castilian at Blackstone driving exceedingly fast down Carmichael.
Management also contacted the City of Brea on June 21, 2012 and inquire if the city
would perform a traffic study for the purpose of having two (2) speed bumps installed
on Carmichael for the purpose of slowing the down hill traffic to the posted 30 miles
per hour. Warren Siecke, with the City of Brea’s Traffic and Engineering Department
has reported that a condition of the city’s approved permit with Standard Pacific
Builders was that the developer was to share the cost with having a traffic study
performed upon completion of the home building atop Carmichael. Management will
follow up with the city and ask for a time frame as to when the build-out will be
completed, and when the Brea Village Homeowners Association can anticipate that the
traffic study will be performed.

AGENDA APPROVAL
A motion was made by Kathleen Martin and seconded by Don Parker to approve the
July 9, 2012 Agenda as published. The motion carried unanimously.
REGULAR SESSION

The Board of Directors reviewed the June 11, 2012 Regular Session Meeting Minutes.

The motion passed unanimously.
ACTION ITEMS
The June 11, 2012 Action Items were reviewed with no follow up action required.
EXECUTIVE SESSION
No Executive Session meeting was held by the Board.
FINANCIALS
The Board of Directors reviewed the financials for the period ending June 30, 2012. A
motion was made by Kathleen Martin and seconded by Don Parker to approve the
financial material for the period ending June 30, 2012, subject to audit review. The
motion passed unanimously.
2011 TAX RETURNS
The Board President signed the 2011 Federal and State tax returns.
NEW BANK
SIGNATURE CARDS
The Board completed signing the new bank signature cards.
DELINQUENCY REPORT
Management informed the Board that the two (2) accounts that were at the pre-lien
stage have since made payments.

Electrical Meter Pedestal – City of Brea:
Project completed.

Non Approved House Painting – Cameron Court:
Management was directed to send a hearing letter to the homeowner on Cameron Court
regarding repainting the home without first obtaining architectural approval, and the
fact that the garage doors have been painted a non-approved color.
Home Improvement Form – Solar Panels on Davidson:
The Board reviewed the Home Improvement Form from a homeowner on Davidson
regarding the request to install solar panels. It was commented that the architectural
application did not include the completed Neighbor Awareness Form, and therefore the
application was incomplete and denied. Management will notify the homeowner.

CORRESPONDENCE
Parking Complaint – Cameron Court:
The Board reviewed a homeowner’s complaint regarding residents on Cameron Court
who are parking on the street and not using the garage to park their vehicles.
Management was directed to send a letter to the off-site homeowner and a copy to the
residents, that per the Association’s Rules & Regulations and CC&R's, street parking is
not allowed and that the garages are to be utilized for parking of at least two (2)
vehicles.
NEXT MEETING
Due to vacation scheduling and the Board being unable to make quorum for the August
Board meeting, the Board agreed to cancel the August 13, 2012 meeting. therefore, the
next meeting of the Brea Village Homeowners Association will be held on Monday,
September 10, 2012 at the Brea Civic and Cultural Center, located at #1 Civic Center
Drive, in the Grove Room, with call to order at 6:30 p.m.
ADJOURNMENT
There being no further business to come before the Brea Village Homeowners
Association, the Board motioned and approved to adjourn the July 9, 2012 Board of
Directors meeting at 8:00 pm.
