Mr. Redd explained that the two items pulled from tonight’s agenda are directly related to moving forward with the budget process. He stated that Superintendent Durán met with Mayor Jackson earlier today, and details of those discussions will be provided during tonight’s meeting. Mr. Durán advised that an additional meeting will be held with the Union Presidents this week to look again one last time at the budget, and he said the two items pulled from tonight’s agenda are Requests for Proposals (RFP) for the privatization of custodians and 1:1 aides. PERFORMANCE OF EXCELLENCE Students at Grant Elementary School performed this evening. Under the direction of their Art Teacher Ms. Susanne Spyros, students created art projects centering on the exploration of principles of design. Art projects are displayed in the lobby of the Administration Building. In honor of African American History Month, orchestral youth violinist and fifth grader Nason St. Clair recited a short excerpt from one of Dr. King’s most acclaimed speeches. Music Teacher Mr. Steve Merdian led the Grant School singing ensemble in the famous Civil Rights Era song We Shall Overcome. Also this evening, the Youth Symphony Orchestra was featured, inspired by the El Sistema program. The Orchestra was conducted by Maestro Barrington Brown, Music Teacher at Grant School, in performing the song Forever Young. SUPERINTENDENT’S REMARKS Dr. Durán thanked all of tonight’s speakers for expressing their thoughts, and he stated that their voices have been heard. He said that everyone must work together to address the budget challenges, which are many. The Superintendent said the District does not receiving the State funding it should, and the payments to charter schools have greatly increased. He asked everyone to get involved in getting the message out about all the good things done in Trenton Public Schools. 3 TRENTON BOARD OF EDUCATION 108 North Clinton Avenue Trenton, New Jersey 08609 BOARD MEETING MINUTES Monday – February 23, 2015 – 5:30 PM BOARD MEMBER COMMENTS Dr. Rosenbaum reminded everyone that the last time the Board voted against privatization, the State Monitor overruled their decision. She also asked everyone to vote and have their voice heard at the State House. Dr. Graham stated that tonight’s discourse was spirited, and he appreciated the passion expressed for the students. He wished everyone to know that he chooses to live in Trenton and that, although he has no children in the schools, he serves on the Board to help create a school system that he would want his children to attend. He stated that when it is time to make a decision about the budget, he asks that everyone be informed and have had their chance to be heard so that the decision is made together. Dr. Graham said the Board does not make their decisions lightly, they live in the City, and they care about the students. Mr. Truehart said it has been a very difficult night, and the opening and closing of charter schools creates havoc with the budget. He said he appreciates everyone’s concerns, and he asked everyone to be united in the endeavor to provide the best services to our students. He also stated that parents need reasons to keep their children in Trenton Public Schools, and they should be made aware that the graduation rate is increasing and that some of the schools may come out of Priority and Focus status. Ms. Gussin expressed appreciation for all the comments this evening. She said that although she has no children, she serves on the Board because she believes in public education in Trenton. She stated that she has two cousins who are doing very well in the District’s schools, thanks to the efforts of the teachers and administrators. She said the decision the Board must make will be very difficult, but they have taken the time to make it a holistic approach. Ms. Vandenberg thanked everyone for their comments. She said that as a new Board Member, it helped her to get a richer and deeper understanding of the challenges being faced and the work done by all District staff. She said that everyone should be mindful that the issues being faced are greater than at the District level, that it is a State level policy problem. A-148 Secretary’s Report – December 2014 37 TRENTON BOARD OF EDUCATION 108 North Clinton Avenue Trenton, New Jersey 08609 BOARD MEETING MINUTES Monday – February 23, 2015 – 5:30 PM WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Secretary of the Board of Education shall report to the Board at each regular meeting but no more than once each month, the amount of total appropriations and the cash receipts of each account, and the amount for which warrants have been drawn against each account and the amount of orders and contractual obligations been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148; WHEREAS, in compliance with N.J.A.C. 6A:23-2.11©3, the secretary has certified that, as of the date of the report(s) no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the district board of education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education accepts the above referenced reports and certifications and orders that they be attached to and made part of the record of this meeting; BE IT FURTHER RESOLVED, in compliance with N.J.A.C 6A:23-2.11©4, the Board of Education certifies that, after review of the secretary’s monthly financial reports for December 2014, and upon consultation with the appropriate district officials, to the best of its knowledge, no major account or fund has been over expended in violation of N.J.A.C. 6A:23-2.11(b), and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. A-149 Treasurer’s Report – December 2014 WHEREAS, pursuant to N.J.S.A. 18A-17-31 et seq. boards of education are required to have the appointed position of Treasurer of School Monies; and WHEREAS, the Treasurer shall serve in trust to receive and hold all school monies belonging to the district; and WHEREAS, the Treasurer shall report to the Board of Education on a monthly basis on the Form A149, which is prescribed by the Commissioner of Education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, for the period ending December 31, 2014, upon the recommendation of the Superintendent of Schools, adopt the A-149 and cause it to become a part of the official minutes of this meeting.
