MAJOR ACCOMPLISHMENTS Jacksonville Public Library—Bandwidth Upgrade Improve business operation / efficiency Increase revenue In order to serve the ever-growing technology needs of the City of Jacksonville’s library patrons, the library needed to expand its 35mb of Internet bandwidth. ITD partnered with Comcast to increase the library’s Internet bandwidth to 100mb for a small one-time cost and no additional monthly charges. The resulting expanded capacity allows faster access to Internet resources and a much better library experience for patrons who use library computers. Planning—Mainframe Permitting System Going the Extra Mile About TechValue This publication highlights some of the many ways that the Information Technology Department provides measurable value to the citizens and employees of the City of Jacksonville. These examples underscore the benefits of businessbased technology solutions in making Jacksonville’s local government more responsive and effective. In November, the 20-year-old Mainframe Right of Way Permitting system was converted by ITD to the current BID .NET Permitting system. This conversion provided the Planning Division all the mission-critical functionality that was needed in order for them to continue operations effectively. This transition also allowed them to take advantage of new functionality enhancements such as the ability to utilize web technology to enter, retrieve, pay for, and check the status of permits and inspections; as well as the ability to upload documents and photos and attach them to permits, all via the web. Fleet Maintenance—Implementation of Maximo This initiative replaced an aging legacy system with a state-of-the-art asset management system for Fleet Management. Maximo provides the ability to track functionality of the city’s vehicle fleet as it relates to maintenance, fueling, billing, and accounting with appropriate interfaces into FAMIS. ITD was able to leverage existing Maximo infrastructure and technical support currently provided to Public Buildings and Grounds Maintenance. Jake M. Godbold Building Opening On June 27th, the Jake M. Godbold City Hall Annex was established as the new home for the City’s General Pension and Municipal Code Compliance (MCC) offices. ITD provided network services, telephone infrastructure design, desktop assistance, audio / visual support and architecture and so many other services to ensure a smooth transition for these agencies. Engineering—Mainframe Engineering Project and Time Tracking System In December, the 20-year-old Engineering Project and Time Tracking system was converted by ITD off the mainframe to a new .NET platform. The new system gives Engineering the latest application tools to track Engineering projects to insure budget and hours are used appropriately. Our Passion for Customer Satisfaction: MAJOR ACCOMPLISHMENTS JSO—Integrated Location System (ILS) Following the award of an Urban Area Security Initiative (UASI) grant totaling more than $2.3M, the City of Jacksonville successfully implemented the JSO ILS system. In active use since May 2009 and affecting approximately 1700 patrol officers, this system provides personal location tracking both in vehicles and on foot, in all weather conditions, both indoors and outdoors, and inside and outside the I-295 corridor while leveraging existing City hardware and infrastructure. Prior to the implementation of this system, deployment, coordination, and tracking of JSO patrol officers was a ”We are what we cumbersome task using mobile radios in or on their vehicles, as well repeatedly do; as portable radios worn on their uniforms with varying degrees of reliability. excellence then is not an act, but a habit. ” Animal Care & Control—LEED Facility A ribbon cutting ceremony to celebrate the new animal shelter and the renaming of the Animal Care and Control Division was held on August 8th. As the first newly-constructed building built entirely to Leadership in Energy and Environmental Design (LEED) specifications, the new 40,000 square-foot shelter serves as the cornerstone of "green" building for the city' s sustainability initiative. ITD personnel were intensely engaged in the planning and installation of technology services to the new facility helping to bring the project in ahead of original schedule and below costs. - Aristotle Jacksonville Public Library—Gates Grant Computers ! The Jacksonville Public Library received a substantial grant from the Bill & Melinda Gates Foundation to replace 232 computers across the library system. With the assistance of ITD installing the machines, the Jacksonville Public Library is able to continue to provide outstanding technology to patrons looking for a fast, efficient computing experience. Pension—Jax Pension System In December, ITD completed a comprehensive reconfiguration of the City’s Pension software that serves 8,100 current and former employees. ITD built a custom system rich in functionality for the General Pension and Police & Fire Pension to ensure that all business needs were captured so that pension information was managed effectively. With the advent of the current system, the legacy Pension system could be retired from the City’s mainframe, saving the City costly dollars of mainframe support. Service Desk Metrics MAJOR ACCOMPLISHMENTS JFRD—Emergency Management System (EMS) In use by JFRD since 1999, this system brought Duval County in compliance with State and Federal regulations by allowing for the electronic capture and processing of patient billing information. As the application was originally installed on hardware that was rapidly becoming obsolete and due to its criticality to JFRD’s mission, ITD seamlessly migrated the application to a more robust and stable environment with specifically-designed redundancies to ensure ready availability and functionality. Since its implementation, this application has generated $16M for the City of Jacksonville. Planning—NSP Website ITD and the City of Jacksonville recently launched a Neighborhood Stabilization Program (NSP) designed to help residents purchase affordably -priced homes by matching prospective buyers with renovated homes in at-risk foreclosure neighborhoods. The city is leveraging more than $26 million in U.S. Housing and Urban Development funds to help rebuild neighborhoods caught in the housing crisis. ITD worked closely with the Housing & Neighborhoods Department to create processes and establish www.NSPJax.com in order to present data to citizens and get information into the hands of those that need it. JFRD—Zoll Data Relay System This system enables JFRD to capture 12-Lead EKG and vital trend data and securely transmit this information to more than 10 area hospitals during actual patient transport. Outfitted in 60+ Rescue units and fully operational since Oct 09, this system is directly attributed to reducing the impact of acute coronary syndrome through aggressive pre-hospital treatment by giving emergency room physicians the opportunity to make clinical decisions prior to the rescue unit arriving at the hospital with the patient. Funded by a $3M UASI grant, the initiative makes Duval County first in the State to use this methodology to transmit patient data. Solid Waste—Operations Management System The Solid Waste Division successfully migrated off their aged legacy system to a replacement system which provides an enterprise office suite of tools to allow complete management of the City’s landfill operations including accounting, billing, automated truck weighing, and an interface to the City’s financial system, FAMIS.
