PART 1
Basics
The structure of the police in Switzerland
Under the Federal Constitution, the Swiss Confederation (federal authorities)
and the cantonal authorities are responsible for protecting the liberty and rights of
the people, and for safeguarding the independence and security of the country.
Moreover, they must coordinate their efforts in domestic security matters. Upholding public order and security is primarily the duty of the 26 cantons in collaboration
with the municipal and communal authorities.
The Federal Office of Police (fedpol) is Switzerland’s federal police agency and
is responsible for investigating and prosecuting serious crime (i.e. offences that fall
under federal jurisdiction). In addition, fedpol provides its national and international partners with support in fulfilling their police tasks, and carries out federal security duties and administrative tasks.
The office is part of the Federal Administration and is incorporated into the
Federal Department of Justice and Police (FDJP).

Basics
Our structure
fedpol has approximately 790 employees from various professions. The major-
ity are between 40 and 49 years old. The proportion of female employees has risen
slightly in the last few years to 33 percent, whilst the proportion of women in management positions has increased to 20 percent. Approximately 76 percent are
German-speaking, 17 percent French-speaking and 5 percent Italian-speaking. There
are also a few native speakers of Romansh and of other linguistic origin.
fedpol’s annual budget is currently CHF 239 million with a further CHF 35 mil-
lion for investments.

Security Police
The Federal Security Service and the International Police
Co-operation Division perform security duties.
Security of people
fedpol works with the cantonal authorities to
ensure the security of federal officials and facilities,
and people and buildings afforded protection
under international law. A variety of measures are
taken to protect heads of state and government,
ministers, royalty, federal councillors, federal
judges, federal parliamentarians and federal officials at special risk. To protect Swiss aircraft in
international commercial aviation, security officers
are recruited, trained and deployed by the police,
Border Guard Corps and Military Security.

various training measures by CEPA. fedpol represents Switzerland in CEPA’s committees, develops strategies with other member states, co-ordinates CEPA’s activities, collaborates in the
