Russ heads up KMEP's Quality Assurance and Oversight Programs. He is responsible for supervising the Chemists at KMEP's
seven laboratories (Colton [2], Concord, El Paso, Las Vegas, Phoenix and Watson). Russ prepares the pipeline specifications and
manages the KMEP detergent and red dye additive programs. He can answer questions relating to product quality, transition
periods, oxygenated fuels, RVP, CARB and EPA diesels, etc.
