- When we are planting trees and put-
ting up fences on our own property, it’s really easy to forget we need
to call for utility line locates before we dig. Call 811 at least 48
hours before you plan to dig so all utilities can mark their lines.

College Mound SUD celebrated 50 years of providing water on June 14th. In 1965, there were a hand full of people
who took on the task of getting water to their faucets. They
incorporated as College Mound Water Supply Corporation
and our first Board of Directors were George Mitchell, B.J.
Bridges, Jim Copeland, L.R. Garrison, and W.B. Flanery. The
first water lines installed were along FM 429. Our first water
contract was with the City of Terrell. The first storage tank
was a 100,000 gallon ground storage tank located across from
the CM Methodist Church, and at 3 GPM, it took 13 hours to fill it. The Black Jack and Triangle
elevated storage tanks were built in 1984.
Today we have three water contracts, one with the City of Terrell and two with NTMWD; we have
a seven member Board and nine employees. We currently have three 500,000 gallon ground storage tanks, and three 500,000 gallon elevated storage tanks, three modern pump stations, approximately 3100 connections, and almost 300 miles of pipe in the ground. The 3 GPM transmission
line has been replaced with 1000 GPM and a 100,000 gallon storage tank can be filled in less
than one and a half hours. In 2013 we received our Superior Water Status and July 1, 2014 we
converted to a Special Utility District. There is a lot of history that has taken place in the last 50
years and we are proud to have been a part of it. If you have not received your complimentary

Did you know the State only allows ONE dwelling
connected to a single 5/8” water meter??
Our service policy also states that only one connection per meter is allowed and any improvements to
the property that would require additional water or
must be submitted to the District for review. There
are some circumstances where master metering is
allowed; however, a larger meter must be installed.
This is reviewed on an individual basis and is not
guaranteed .

Improvements are being made in various areas
of the system. The construction of the three
500,000 gallon concrete ground storage tanks and
new pump stations has been completed and all
three locations are now on-line. This year we have
upgraded our water lines on CR 109A and a crosscountry line from Hwy 243 to FM 1836 on the
south end of our system. Future plans include upgrades to some smaller lines on CR 313, 314, 315,
CR 109, FM 1836, FM 2515, FM 2727, and State
Hwy. 243. We anticipate the completion of these
improvements within the next three to five years.
We are also installing valves throughout the system
that will allow better isolation of smaller areas
when leaks occur.
Did you know… Irrigation Systems have the potential to contaminate your drinking water?? Fertilizers
and animal feces sit around the sprinkler heads and if
a sprinkler head does not seal properly when it’s not
in use, whatever is around that head can be siphoned
back into your drinking water and has the potential to
be siphoned back into our main water lines also. For
that reason, the State considers an irrigation system
on the same property as any type of septic system a
hazard and therefore requires isolation between the
irrigation system and the service line with an RPZ.
An RPZ must be installed by a licensed person and
inspected upon installation and annually thereafter.
The inspection must be made by College Mound SUD
or a licensed BPAT operator. Original inspection documentation must be provided to College Mound SUD
annually. If you have an irrigation system and are not
on our list, please contact Tera Bell to arrange for
your inspection and to obtain additional information.
Our goal is to keep your drinking water safe and your
help is both needed and appreciated.
New Water Rates Effective October 15, 2015
Due to the increasing of our water purchasing rates
from NTMWD and the City of Terrell, our rates will
increase.20/per 1,000 gallons. Your bill due November 10th will reflect these new rates.

The monthly base rate of $32.00 for a standard
5/8” meter will remain the same. Larger meters
have a higher monthly base rate and they too will
remain the same.
Donations to the College Mound VFD and the
Elmo VFD can be made with your payment for your
water bill.

Select the fire department of your choice and include a
donation with your payment and we forward it on to
the fire departments.
Each and every donation is greatly appreciated and
goes to upgrading and updating the equipment that
will be used to help save your home or life.
Routine Monitoring Violation Total Coliform Rule: College Mound SUD, PWS 1290012, failed to collect the required number of bacteriological samples for coliform monitoring of the water distribution system during May,
2015. This monitoring is required by the Texas Commission on Environmental Quality’s “Drinking Water Standards” and the federal “Safe Drinking Water Act” Public Las 95-523.
Bacteriological samples are used to monitor water quality and indicate if the water is free of coliform bacteria. Our
water system is required to submit ten bacteriological samples each month and we failed to submit five of them,
(one monitoring schedule). Failure to collect all required bacteriological samples is a violation of the monitoring
requirements and we are required to notify you of this violation.
