COUNCIL news At the Annual Parish Council Meeting the Council elects Councillors for different responsibilities, including councillor representatives on outside bodies. At this meeting, at the beginning of May, Suzy Hamel was elected as Chairperson of the Parish Council for the forthcoming year and Ian Underdown was elected as Vice Chairman. Ben Curtis who was the retiring Chairman has decided to resign from the Parish Council due to a change in his employment circumstances. Ben was thanked for all of his work for the Parish Council during his seven and half years as a Parish Councillor. A particular highlight of his time was his success, as the lead councillor, in the provision of ‘Hamble Ramps’ at the Mount Pleasant Recreation Ground for Hamble’s youths. The Council has now declared a vacancy on the Parish Council and has started the official procedure for appointing a new Councillor with the posting of official notices. The Annual Report of the Parish Council was given to the Annual Parish Assembly held at the Memorial Hall and it will appear in next month’s edition of the magazine. A presentation was given regarding the proposed street lighting changes in the parish. The process of replacing existing street lamps with more efficient ones and other operational matters was explained. Prior to the start of this initiative a leaflet will be available explaining the process as well as giving useful contact numbers. Another presentation was given from the Three Rivers Rail Partnership which was formed 5 years ago and is a non profit organisation with about 70 volunteers. Its aim is to improve stations within Eastleigh Borough. This includes Hamble, Bursledon & Netley stations which are soon to be a focus of its work. The Partnership will undertake passenger surveys to identify possible improvements such as litter management, passenger information, provision of plants etc which it will then endeavour to implement. As a result of Councillor Lear approaching Hampshire County Council it has agreed to provide some Speed Indication Display signs for Hamble Lane. The Parish Council considered the best location for these signs, particularly to provide the greatest benefit for Hamble’s two schools. Angelfish (Southampton) Ltd, which holds the lease for the Blue Star Café, has written to the Parish Council regarding a proposed transfer of the business. Mrs and Mr Fish wish to sell this business and have found suitable purchasers and sought confirmation that the Parish Council had no objections to the prospective new owners becoming the leaseholders. The Council agreed provided that the purchasers continued to operate in accordance with the terms of the lease which includes the requirement to run a trip boat. The Council is still pursuing the Borough Council to overcome difficulties regarding the location of the Public Art seat which was to be located in the Square. The Parish Council has decided to close the Parish Office over the summer recess for a week to enable staff to undertake the annual archiving process. The Eastleigh-based marketing agency produces the Hamble Valley Visitor Magazine and when they heard about the Go! Rhino celebrations that are taking place this summer, they were keen to sponsor a rhino for the Hamble Primary School. Children at the school are busy transforming the rhino with their maritime themed designs – and marketing executive Louise Collins joined in the fun too when she visited the school. She said: “It was great to see the imaginative designs the children had come up with, from boats on the river Hamble, crabbing on Hamble Quay and the strawberry heritage of the area – the Go! It was the gate to the main entrance of the former airfield’s sports ground and was located at the corner of the High Street and Hamble House Gardens. The sports ground was owned and used by Air Service Training and subsequently the College of Air Training. It was reputed to be one of the best in Hampshire. It had its own full time groundsman and a pavilion. In the summer it had a superb cricket pitch and during the winter hockey, football and sometimes a rugby pitch were in use. When the College of Air Training closed and was sold, development was only allowed where its buildings were located and not on its open land. A developer sought planning permission to build on the sports ground and was initially opposed. (Also see ‘From the Council Records’, 25 years ago -Planning.) Eventually it was agreed that the developer would provide a replacement sports ground, which became known as the College Playing Fields, so they could build Cirrus Gardens. Jayne talked a little about her life and how she started doing her embroidery, which is mostly made out of recycled goods including plastic bags, bubble wrap, deflated helium balloons, sweet wrappers, foil and even corn plasters (yes really) to name but a few and with her artistic skill she produces some really beautiful pieces of embroidery. Mostly done on sewing machines with a lot of skill needed. She told us how successful she had been over the years winning lots of competitions with prizes being mostly sewing machines which she put to good use or sold and put the money to buy better machines. We were all fascinated by her story and very impressed with her beautiful exhibits that she had brought along to show us. A lot of the ladies bought goods, which she had for sale, and went away very happy. She told us that she had won the ‘Peoples Choice’ prize at the Embroiders Guild in Winchester last year and is entering again this year hoping for more success and maybe another sewing machine! Once again we had a very interesting, happy evening and it is was so nice to see some new faces come along to join us. By the time you read this we would have been on a trip to Minterne House, Dorset with a stop at Sherborne Abbey on our way home so I will let you know how we get on in next months magazine. Whether it was a wash out or a brilliant sunny day, whatever we always seem to enjoy ourselves. Bobby Conduit (02380 453626) HAMBLE FLOWER CLUB - 2013 25th Anniversary Year The Hamble-le-Rice Flower Club consists of a friendly group of mainly ladies who meet on the second Monday of each month at 2pm in the Hamble-le-Rice Memorial Hall. We welcome both prospective members and visitors to our meetings and outings to share our love of flowers. We have practice sessions, demonstrations by well-known demonstrators and two to three outings a year to gardens, national championships and other areas of interest. We have a stall at our monthly meetings where floral accessories are sold at very reasonable prices. On Monday 13th May Members took part in a practice entitled “Exquisite Touch” that involved creating a miniature flower arrangement which had to be contained in a 4 inch cube! This took a lot of thought as every thing had to be to scale. A wonderful assortment of tiny containers, flowers and foliage were used, it was amazing the ingenuity shown. The finished arrangements were critiqued by Pat Maple and Angela Fox who said the standard was high. It turned out to be a very enjoyable afternoon. Calshot Lifeboat If you are a supporter of the Royal National Lifeboat Institution (RNLI) this may be your opportunity to find out more about your local RNLI lifeboat. Andy Headley from Calshot Lifeboat Station will be giving a talk to the Society about its history and work. It started in 1970 at the former military flying boat base and has had four seagoing lifeboats over the years, but is now served by two inshore inflatable lifeboats. Since it was formed Calshot Lifeboat has received three bronze medals for gallantry and one Chairman’s letter of thanks. Hamble is very fortunate to be very well served by local lifeboats, as it has its own independent Hamble Lifeboat which gave a talk to the Society about its activities a few years ago. Hamble Junior Cricket Club Prepare for the summer ahead In the winter we at Hamble Junior Cricket Club have been working hard toward our first season of competitive cricket. Our community projects have moved on apace, thanks to the Hampshire Cricket Board operating a “Chance to Shine” project at Netley Abbey Junior School on our behalf. Also we will also be providing coaching in Netley as well as Hamble this coming spring. This is on top of our own club sessions that will recommence outdoors on 23rd April, and continue every Tuesday until the end of July. Our intention to provide quality coaching to all the youngsters in the community is also of the utmost importance to us; so also this winter thanks to some generous sponsorship from BP in Hamble, we have subsidised coach education courses for our members. To this end we now have a UKCC level 2, level 1 and a club Volunteer coach, as well as our head “club coach” all waiting in anticipation for the influx of youngsters we are anticipating following our community projects. We certainly see ourselves very much a community club, and as such we are all extremely proud of a young man by the name of Ieuan, who has just started training with one of the county disabled squads. We most certainly wish him well; and hope that over the coming months we will have more representation at district and county level. Much of the existing stock is in poor condition and will need to be replaced in the next few years. Work to replace all of the existing lighting in Hamble is expected to start in January 2014 and will involve the replacement of 322 complete units (columns and lanterns) together with a further 246 lantern head replacements. The Hampshire Street Lighting PFI project is the largest of its kind in Europe and will deliver £121m of capital improvements over the first five years (by 2015). This will be followed by 20 years of on going maintenance. In low crime residential areas existing columns will be replaced on a like for like basis but moved to the rear of footways, and onto household party lines wherever possible. Principal traffic routes and higher crime residential areas will have lighting redesigned to modern standards. Lights in the village Conservation Area will either have existing lanterns replaced with a similar style or be upgraded to heritage equipment to match that already in the area. All the new equipment is designed to be more energy efficient and reduce light pollution by shining light down and forward onto the highway. “White light” will be used in residential areas to give improved colour rendition and help reduce the fear of crime. Lights will also be fitted with a remote monitoring system which can be used to control light switch on times, report faults and also dim lights. Lights will normally be dimmed by 75% from dusk to midnight and 05:00 to dawn and by 50% between midnight and 5am. So far the project has delivered consistent reductions in energy consumption and CO2 emissions resulting in saving of some 4,000 metric tonnes so far. Prior to works commencing, each household will receive a booklet giving contact details, where to find more information and answers to a number of frequently asked questions. Once the work is complete, residents will be sent a survey card to give feedback on the project. So far around 11,200 survey cards have been returned indicating an 80% approval of the project. Alongside all the indoor and outdoor activities for people of every level of ability it is quite appropriate that the QE2 Activity Centre in Bursledon should also host dance parties too. BP Hamble was delighted to have the opportunity to sponsor their latest fundraising barn dance which was performed by the local folk band ‘Corn Rigs’. The large group of partygoers, made up of all ages and abilities, raised nearly £700 at the hoedown. The QE2 Activity Centre www.qe2activitycentre.co.uk provides a wide range of activities for children and adults of every level of ability.
