Los Angeles Housing + Community Investment Department (HCIDLA) Tenth Amendment (Substantial) to the 40th Year Annual Plan (40-10) District 8 Sidewalk Reconstruction Program Purpose In accordance with the Code of Federal Regulations (found under 24CFR Parts 91.105 and 91.505), and our Community Participation Plan, the City of Los Angeles is required to provide citizens with an opportunity to comment on all proposed Substantial Amendments to its Housing and Community Development Consolidated Plan. Proposed Changes The purpose of this substantial amendment is to reprogram $800,000 of unused CDBG funds from a Council District (CD) 8 façade improvement project near Slauson Avenue and Overhill Drive proposed in the Program Year 37 (April 1, 2011 – March 31, 2012) Annual Plan to a project involving reconstruction of dozens of sidewalks in low-income, residential areas of CD 8. The proposed sub recipient is the Los Angeles Neighborhood Initiative (LANI), a non-profit organization. Proposed improvements include removal of trees, tree roots and/or buckling concrete as needed and replace with level surface to remove the barriers to accessibility. Comment Period HCIDLA will receive public comment on the proposed amendment between August 29, 2014 and September 29, 2014.
