MEETING OPENED: 6.32pm
1.
WELCOME REMARKS (16/058)
1.1
The Chairman, Councillor Cross, welcomed Members to the meeting and thanked them for their
attendance. Those in attendance: The Vice-Chairman, Councillor Inglis, Councillors Cupit, Swatton,
Giles and the Clerk Mrs Gascoigne.
2.
APOLOGIES FOR ABSENCE & REASONS GIVEN (16/059)
2.1
Apologies for absence were received from Councillors Darby, Roberts, Brown and Bosworth. The
reasons for their absence were noted and accepted. Councillor Whittington had informed the Clerk
that he would arrive late to the meeting.

TO RECEIVE DECLARATIONS OF INTEREST AND REQUESTS FOR DISPENSATION IN ACCORDANCE WITH THE
LOCALISM ACT 2011 (16/060)

No declarations of interest or requests for dispensation were received.

CLERK’S REPORT (16/061)
4.1
Earmarked Reserves
Members discussed the working paper prepared by the Clerk, showing the changes to Earmarked
Reserves proposed by the Earmarked Reserves working group. Councillor Cross asked that a
commitment column be added to show those reserves already committed to specific projects.
Councillor Cupit asked that the amount committed to the Village Green and Adamstiles play areas be
shown separately at £80k and £45k respectively. Councillor Giles proposed that the amendments to
Earmarked Reserves be approved subject to these amendments, which was seconded by Councillor
Swatton and passed by resolution of the Council.
Action: The Clerk to make the specified amendments and to circulate the amended spreadsheet to
Councillors.

Letter of Support
Members were in agreement with the provision of the letter of support, previously circulated, being
included as part of the WREN bid.
4.3
Reading Room Asbestos Survey
Councillor Cupit informed Members that an asbestos survey of the Reading Room was required by
Gelders insurance prior the commencement of works. Councillor Swatton proposed that the
expenditure of £632 for the survey be approved, which was seconded by Councillor Inglis and passed
by resolution of the Council. Councillor Cupit informed Members that an email had been received
from Gelders to advise that 120 bricks rather than the original 80 estimated in the tender need to be
replaced, and advised Members that the additional proposed cost was £767.95. Members discussed
the matter and preferred to replace all the bricks identified rather than prioritising the worst affected,
as it was considered prudent for all works to be carried out whilst expert contractors are on site.
Councillor Cupit advised Members that he would apply for approval of any net additional cost once
the amount was known, as it may be possible to make savings in other areas of the project. Councillor
Whittington arrived at 7.06pm
Action: Councillor Cupit to inform Gelders of the Council’s decision.
