Airservices is a government owned organisation providing safe, secure, efficient and environmentally
responsible services to the aviation industry.
Each year we manage over four million aircraft movements carrying more than 140 million
passengers, and provide air navigation services across 11 per cent of the world’s airspace.
Airservices has two major operating centres in Melbourne and Brisbane and a corporate office in
Canberra. We operate 29 air traffic control towers at international and regional airports, and provide
aviation rescue fire fighting services at 26 Australian airports.
Airservices has initiated the Accelerate Program to realise our potential of becoming the recognised
leader in the provision of safe and innovative services, and effective and efficient aviation rescue fire
fighting services. Accelerate is a short program, running to 30 June 2017, focused on rapidly
progressing our transformation agenda. The focus of the Accelerate Program is to enable us to
become a leaner, more efficient service provider, focused on being agile and responsive to the
changing needs of our customers. To help us achieve this goal, we will develop new ways of
managing assets and projects and modernise our systems and technology to position for success.
Primary Purpose of Position
As the Enterprise Network Program Manager you will be accountable for the delivery of all
Enterprise Network projects within the Information Management and Technology (IM&T) portfolio. You
will manage the planning, developing and delivery of projects on time, within budget, and to required
specifications and customer requirements, to support the national airways system. You will manage all
contracted staff within Enterprise Network Program (including Project Managers and support staff),
ensuring project delivery is aligned with the IM&T portfolio, program, and project management
approach.
You will form an integral part of the IM&T Project Delivery team working alongside other Program
Managers, and will report to the IM&T Portfolio Delivery Manager. You will be required to establish
and lead a high-performing and accountable team of contractors; and adhere to Airservices’ Safety,
Environmental, WHS, Risk and Compliance requirements.
Accountabilities and Responsibilities
Enterprise Network Program (ENP)

Manage and support the delivery of the following Chief Information Officer (CIO) priority
initiatives:
o CIO2 – Establish and operate Enterprise Architecture & Governance capability
o CIO3 – Establish plan for Enterprise Networks and deliver upgrade program

o Establish plan for replacing Microwave Links and deliver links replacement program
Ensure ongoing viability of Project Delivery contracts through consultation with management
and key stakeholders, cost analysis, and use of key performance indicators to monitor supplier
performance and to ensure continuous improvements are identified through review and
benchmarking processes
Manage the ENP Program of Projects, dependencies between programs (and with the Air
Navigation Services portfolio) to ensure consistent project management and delivery of
required outcomes within specified scope and budget, and to Airservices required standards.
Implement Program and Project governance to support the Project Sponsor and stakeholders
Engage in all project phases including initiation, planning, executing and closing, and
management of program priorities, interdependencies, risks and issues to ensure that projects
are delivered in an efficient and coordinated manner.
Monitor and report across the ENP, and communicate the successes and performance of
projects with particular regard to scope, schedule, cost, resources, quality, compliance and
risk
Manage risks associated with the delivery of allocated projects to minimise program, portfolio
and enterprise risk exposure
Play an active role as a member of the IM&T Project Delivery team ensuring the success of
the IM&T Portfolio and for Airservices







People


Manage all contracted staff within Enterprise Network Program (including Project Managers
and support staff)
Secure, allocate and track contract resources (personnel, budget) as per plan
Note: There are no Airservices employee direct reports to this role. All project staff delivering
works under this program will be obtained through strategic partner(s).

Chief Architect (Service Strategy) – advice on enterprise architecture blueprint; security
strategy; and technology portfolio framework and standards
Enterprise Network Services – consultation, advice and collaboration on ENP project delivery,
including definition of scope, resource allocation, schedule and project execution
Strategic Partner Management - IT strategic partners, contractors and vendors
Other IM&T Program Managers and PMO – ensure consistency, efficiency and best practice
Engineering planning and assurance teams, as well as customer-facing teams from our Air
Navigation, and Aviation Rescue and Fire Fighting services
Skills, Competencies and Qualifications







A minimum of seven years’ experience in Project delivery including delivery of large scale
Program of Projects for complex/mission critical systems
Experience engaging and leading contract Project Managers and support staff, and the
effective management contract resources to minimise costs and maximise scalability and
agility
Strong Networks/Telecommunication domain knowledge/experience
Strong leadership, influencing, stakeholder management and communications skills
Tertiary level qualifications
Certified project management skills (qualifications / certifications essential)
Experience in using and working in ITIL, PMI, PRINCE2, PMBOK, SCRUM or Six Sigma
Environments
