PROJECT OVERVIEW
The project consists of widening approximately 0.5 miles of Bombing Range Road (Silver Lake Ct to Arena Road) from 32’ to
46’ wide, constructing pedestrian and bicycle facilities, installing storm drainage facilities and installing street lighting to
improve mobility and safety by widening the roadway and eliminating a gap in the City’s north/south pedestrian and bicycle
routes.
In March 2013, the project was awarded a $69,200 STP-UL grant for the design, environmental permitting and road
right-of-way acquisition phases. In 2015, the city completed the design, environmental permitting and acquisition of the
required road right-of-way. The road right-of-way has been acquired, documentation reviewed by WSDOT and certified as
complete. The project is "shovel ready" with local match available for the construction phase. Assuming the project is selected
for STP-UL funding, the federal construction funding could be obligated prior to August 2017.

The project consists of widening approximately 0.5 miles of Bombing Range Road (Silver Lake Ct to Arena Road) from 32’ to 46’ wide,
constructing pedestrian and bicycle facilities, installing storm drainage facilities and installing street lighting to improve mobility and safety by
widening the roadway and eliminating a gap in the City’s north/south pedestrian and bicycle routes.
Bombing Range Road Phase 8 project would have a regional significance as West Richland's only north/south arterial connecting SR 224
with I-82 with an average daily traffic of more then 12,000 vehicles per day (2015-2016 ADT increase of 30%), one of the few transit routes
in West Richland and being located next to a multi-family development, Kadlec Medical Center and the Kennedy Center Business District.
Due to congestion at Richland's Queensgate area, Bombing Range Road has become a regional north/south arterial roadway providing
alternative access to / from Hanford and Richland's Badger South development, I-82 and unincorporated county areas in Badger Canyon.

There currently exists a 0.5 mile section on Bombing Range Road between Silver Lake Ct and Arena Road that impacts pedestrian, bicycle
and vehicle safety. This section of Bombing Range Road is only 32’ wide, with limited lighting, and without any sidewalks. The section of
roadway is located between Keene Road and the Kennedy Center Business District and a newly constructed multi-family development in
West Richland. The project’s scope will improve safety for all modes by widening the roadway to allow for a left turn lane, installation of street
lights, a 5’ bicycle lane on both sides of roadway, and a 5’ sidewalk on both sides of Bombing Range Road. The bicycle lanes and sidewalk
will eliminate the existing 0.5 mile gap in the existing sidewalk system and bicycle route on Bombing Range Road.

with the Kennedy Center Business District. The proposed improvements will provide pedestrian and bicycle access to the business district
and Kadlec Medical Facility, increase mobility and improve safety with the addition of left turn lanes and street lighting. The Kennedy Center
Business District currently consists of Conoco Gas Station & Convenience Store, Dominos, Coffee Shop, doctor’s offices, storage facility and
various other businesses with more then 20 acres available for additional commercial development.
