The regular meeting of the Board of Directors of the Black Hills Special Services Cooperative
was held on July 27, 2016, at the TIE Office, 1925 Plaza Boulevard, Rapid City, South Dakota,
with the following members present: Tammy Clem, Belle Fourche (BF); Tanya Olson, Custer
(CU); Bryan Bauer, Douglas (DO); Susan Humiston, Edgemont (ED); Anita Peterson, Haakon
(HA); Dennis Krull, Hill City (HL); Kim Henningsen, Hot Springs (HS); Orson Ward,
Lead/Deadwood (LD); Charlie Wheeler, Meade alternate (MEa); Jim Hansen, Rapid City (RC);
and Amy Cermak, Spearfish (SP). Oelrichs was not present. Administrators present were Dr.
Joe Hauge, Executive Director; Lori Laughlin, Director of Community and Family Services;
Shirley Halverson, Director of Developmental Disabilities; Dr. Julie Mathiesen, Director of

HB 1214 was effective July 1, 2016. The new law is intended to require school board members,
school executives, and school business managers to disclose contracts that may impact their
school or interactions with the State of South Dakota. Recommendations from the Cooperative’s
attorney were conveyed to the Board. Disclosures will be a recurring agenda item.
The Board acknowledged the following disclosures: Joe Hauge, Executive Director; his wife
Shirley Hauge is employed as a speech therapist by BHSSC. Georgia Sandgren, Business
Manager, serves as the business manager/program administrator for Black Hills Educational
Benefits Cooperative. BHEBC contracts with BHSSC for her services. Kim Henningsen, Board
Member; his daughter is a person receiving services from BHSSC. He is her guardian and she is
paid by BHSSC for work.
Agenda Item X. –Election of Officers/Committee Appointments.

President.

Agenda Item XXII. – DD Calendar
The Developmental Disabilities school calendar closely follows the calendar of Meade School
District.
It was moved by Humiston (ED), seconded by Hansen (RC), and carried to approve the calendar
for the Developmental Disabilities Division as presented.
Agenda Item XXIII. – Transportation Report
The 4th Quarter and Year End Summary Transportation Report was reviewed. The 4th quarter
miles driven and fuel costs were down from the 4th quarter last year. Maintenance costs were up.
The cost per mile was up just over one cent per mile, presumably because the fleet is aging.
Agenda Item XXIV. – Executive Director’s Report.
Joe reviewed the Activity Report for each division. The Foster Grandparent program was
reviewed by CNS staff last week. The AmeriCorps grant is ending but key programs will
continue. In July the autism team, along with USD, provided training for teachers and other
school personnel. Parents of the students also assisted with the training. The transition to

Conflict Free Case Management (CFCM) is in progress. About 25 percent of the people
supported have transitioned to CFCM. Project SEARCH will begin its first year in Rapid City
with Regional Health as the host business. The fourth annual Chronic Disease Partners meeting
was held in Mitchell this week. The Tobacco Control Program staff, along with SDSU,
evaluated tobacco policies for almost 350 healthcare clinics and hospitals across the state. The
National Customized Learning Summit was very successful. Nearly 75 educators and
administrators from across the state attended a curriculum redesign event in Harrisburg. TIE
staff will attend and present at the ASBSC/SASD Joint Convention in Sioux Falls in August.
The next meeting will be August 24, 2016, at the TIE Office, 1925 Plaza Boulevard, Rapid City,
SD, at 6:30 p.m.
