Board of Directors Meeting
Wednesday, September 3, 2014 2:00 pm
Kelseyville, CA
Call to Order: The meeting was called to order by President Larry Pennington at
2:00PM
Board Members Present: Larry Pennington, Cathy Spooner, Lynette Fishel Dunbar, and
Gary Taucer. Absent: Bob Cate. Also present: Linda Unruh, Office Administrator. Three
homeowners were present.
Minutes: The minutes of the Board of Directors meeting on 8/6/14 were emailed to the
Board members.
Lynette made a motion to accept the minutes as written. Gary seconds the motion. All in
favor.
Homeowners Questions and Answers: The pier is completed at this time. The total cost
was $26,105.43, all included . Jerry Rush of Rush Construction was the contractor. Most
of the clubhouse was repainted. The paint came out of the reserve fund. The CPA wants
all recepts saved for this. The reserve is all in CD’s and cannot be touched at this time. A
homeowner wanted to know which account the painting came from. Nelson established
that $40,000. be put in the reserve each year. The disclosures will be sent out.
Office Issues:
Account Balances: Operating Checking: $7,909.72; F/A checking: $3.623.27; ARC
checking: $5,100.00; Money Market Savings: $143,946.74. CD #9829 $99,515.33; CD
#1781: $41,694.75; CD #7016: $36,459.77 Total reserve fund: $177,669.85.
Total 2014-2015 invoice HOA dues $208,332.00 Total received to date $169,899.00
$38,433.00 still outstanding. 81% of billed amount received. Budget based on $188,000 =
91% received
Annual Review Completed: After approved, the Annual Review will be mailed out with
disclosures. Linda sends out all disclosures required. Linda wants to know if there are any
questions. Gary had an issue to discuss regarding the CPA letter. Taxes are done and have
been filed and mailed.
Disclosures will be mailed out soon. Do we want to make any changes in the rental
agreement? Lynette suggests that the CC&R’s be revised for general updating as David
Sterling continues to evolve and our documents may be outdated compared to current
standards. There is question as to how the changes could be made. The Board will have to
meet for this.
Newsletter: Code enforcement would like to make homeowners aware that exposed
propane and fuel tanks need to be enclosed. Linda needs item in two weeks. Pictures of
the new pier should be included in the newsletter. September 19th will be the due date for
newsletter information.
Winter Hours: Winter office hours will begin November 4th . The office will be open on
Weds and Thurs from 10:00am - 2:00pm Maintenance will also be going on winter hours.
Garage Sale: Was a total success. Many homeowners requested another one.
The website has been updated and is current.
Larry Davis is donating a table. We can put the pool table downstairs and use it upstairs.
Reminder letters for past due HOA dues will be sent out next week.
Code Enforcement: Cathy reported that code enforcement is going well. Most
homeowners are cooperative. Several letters have been sent out to homeowners and most
corrected. There are a few residents that will be receiving fines. The next step for code
enforcement will be the issue regarding exposed propane tanks and trash cans being left
out for days. Propane tanks need to be out of view and trash cans need to be out of sight
within 24 hours of pick up.
Maintenance Update: We have a dead tree in back of the clubhouse. It was looked at by
a professional and we were told it was okay. This will need some attention and the tree
will need to be removed.
Pool Update:
The pool will be closing on September 28th weather permitting. The deck will be getting
worked on shorty after.
ARC Update: A homeowner wants to paint their house. The ARC committee will need to
take a look at the color for approval.
Fire Abatement Update: Evaluations went out and 34-36 homes have been taken care of.
There are still some violations left.
Marina Update:
Pier Renovation Completed: Jerry did a great job. Some extra bracing was needed .
The total cost of the renovation was $26,105.41
Installation of Plaque: The plaque has not been placed yet. It is being discussed as
to putting it near the office. Andi will be asked as to where she would like it. The floating
dock will be done tomorrow. BBQ: We would like to put a BBQ in the open space. A
homeowner suggested that the existing BBQ’s are unsafe due to the height . We would
like to put a dog park in the Marina area. It would be small and part of the fencing is
already there.
Marina Grand Opening: Do we want to have something? We will put it in the
newsletter.
Clubhouse Update:
Interior Painting: The project is almost finished. The painting is complete. The
ceiling needs to be sealed and preserved. Lynette is looking for a product that will last for
at least ten years on the ceiling. The lighting has not been ordered yet.
New Deck Construction: The new construction will start on Mon Oct 6th. Jerry
Rush will be doing the work. He was the contractor that renovated the pier. The Trex style
materials needs to be researched regarding fire issues. There was some discussion as to
the life of the material. It is undecided as to what material to use.
New Skylights: The skylights have been patched and sealed and there are still
issues with this. They are old. The construction is a problem. There are different ways to
do the beams and structure. Lynette suggests an architect. The clubhouse will be rented
on Oct 4th. Hopefully things will be in place by then.
A homeowner asked about who is on payroll. The homeowner wants to know what is
budgeted for fire abatement. It is based on last years costs.
