G.S.R. 869(E).-ln exercise of the powers confened by the proviso to article 309,of the Constitution and in
supl;;rsessionoftJ1eBorder Roads Engineering ServiceGroup 'A' Ru]es, 1977 in so far as they relate tbthe post of Executive
Engineer (Civil) and Executive Engineer (Electrical and Mechanical) except as respects things dond or omitted to be done
before such supersession, the Presiderit hereby makes the fol1owing rules regulating the method ofrecruitrnent to the posts
of Executive Engineer (Civil) and Executive Engineer (Electrical and Mechanical) in the General Reserve Engineer Force in
tbe BordL:rRoads J)evelopment Board in the Ministry of Road Transport and Highways, namely :I.
Short title and cllmmenccmcnt.- (1) These rules may be called the Border Roads Engineering Service Executive
Engineer (Civil) and Executive Engineer (Electrical and Mechanical) Group' A' Posts Recruitment Rules, 2003.
(2) They shalJ come into force on the date of their publication in the Official Gazette.
2.
Application.-
These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.
3.
Number of posts, classification and Scale oCPay.-The nwnberofthe said posts, their classification and the
scales of Pay attached thereto, shall be as specified in columns 2 to 4 of the said Schedule.

Method of recruitment, age limit, qualitir:at!nn etc.-The method of recruitment to the said posts, age limit,
qualification and other matters relating thereto shall be as specified in column;;:5 to 14 of the said Schedule.
5.
Disqualitication.-No.
person,-
(a) who has entered into or contracted a marriage with a penon having a spouse living; or
\
(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Providedthat the CentralGovemmentmay,if satisfiedthat,suchmarriageis pennissibleunder the personallaw
"pplicahle to such person and the other party to the malTiage <ll1dthat there are other grounds for so doing, exempt any
person fi"omthe operation of this rule.

Powers to rdax.--Where the Central GovernD.lentis of the opinion that it is necessary to expedient so to do, it
may, by order, ft11'reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any
of the provisions of these rules with respect to any class or category of persons.

Savings.-Nothing in these rules shall affect reservation, relaxation of age linlit and other concessions required to
be provided for the Scheduled Castes, the Sc):J.edulcdTribes and other special categories of persons in accordance with the
orders issued by the Central Government from time to time in this regard.

Civil Engineering or equivalent;
Note I.-For the Assistant Executive Engineers (Civil)
in the feeder grade who are diploma holders on the date
of notification of these mles, five years qualifying
service shall be applicable.

Note 2.-Where juniors, who J::tavecompleted their
qualifying/eligibility service are being considered for
promotion, their seniors would also be, considered
provided they arc not short of the'requishe qualifying/
eligibility selvice by more than ~alf ofs1,1chquali1'ying/
eligibility service or two years, whichqver is le~s and
have successfully completed their probation period of
promotion to the next higher grade alongwith their
juniors" who have already completed such qualifying/
