Take a look at two of the many upcoming programs that are being held at the
Montgomery County Fire Academy
Confined Space Awareness: Tuesday, April 5 at 6:45pm.
Course #:1325, Cost: In County $10.00 Out of County $15.00
• This course is recommended for all emergency service responders and is specifically designed for the first
responder to confined space incidents. Students attending this program will be introduced to OSHA
29CFR1910.146 (Permit Required Confined Spaces) as well as other consensus based standards. Sixty percent of
all confined space fatalities are rescuers. Using the lecture format, the instructor provides the student with skills
needed to size-up the situation and institute basic procedures until trained personnel with the proper
equipment arrive. Students will learn how to make the scene safe for the rescuers and victims, identify basic
confined space entry and rescue equipment, and relate what the rescue teams will need upon arrival.
Basic Vehicle Rescue Technician:
(BVR-T) April 9 & 17 and the written exam concluding on April 19
in the evening.
Course #:1345, Cost: In County $115.00 Out of County $145.00
• This is the last and final offering of the Basic Vehicle Rescue Technician (BVR-T) training program. In the past,
the Montgomery County Fire Academy has required personnel taking the Basic Vehicle Rescue series to be
completed within eighteen (18) months. This eighteen month requirement is being waived however students
still need to possess a PA State Basic Vehicle Rescue Awareness and Operations certificate.

This course builds upon the skills learned in the BVR Awareness and BVR Operations courses. Students
demonstrate their knowledge of power tools and practice disentanglement techniques. This course is designed
to provide the student with the knowledge and skills required to pass the written PA Department of Health Basic
Vehicle Rescue Technician certification test.
Prerequisite: PA DOH Basic Vehicle Rescue Awareness & Basic Vehicle Rescue Operations and 18 years old on
first day of class.
The Pa State Fire Academy has rolled out a new vehicle rescue training program which Montgomery County will be
delivering in May, 2016. The old program (Basic Vehicle Rescue Awareness, Operations and Technician) will cease
effective July 1, 2016. The last and final offering of the BVR-T is scheduled for April 9 & 17 with the written exam
concluding on April 19 in the evening.

In honor of Autism Awareness month, the Montgomery
County Fire Academy will be hosting the course
Autism Awareness for the
First Responders.
Autism spectrum disorders (ASDs) are a group of developmental disabilities that
can cause significant social, communication and behavioral challenges. People with
ASDs handle information in their brain differently than other people. Someone on
the spectrum is 7 times more likely to need emergency services and it is important
that firefighters understand the best way to interact with a child or adult diagnosed
with a spectrum disorder.

Psychological First Aid
GENERAL INFORMATION
Program Description
Psychological First Aid (PFA) is an evidence-informed modular approach to help children,
adolescents, adults, and families in the immediate aftermath of disaster, terrorism, and other crisis
events. It is designed to reduce the initial distress caused by traumatic events and to foster shortand long-term adaptive functioning and coping. Principles and techniques of PFA meet four basic
standards: They are:
1. Consistent with research evidence on risk and resilience following trauma;
2. Applicable and practical in field settings;
3. Appropriate for developmental levels across the lifespan;
4. Culturally informed and delivered in a flexible manner.
PFA does not assume that all survivors will develop severe mental health problems or long-term
difficulties in recovery. It is based on the understanding that disaster survivors and others affected
by such events will experience a broad range of early reactions (physical, psychological, behavioral,
and spiritual). Some of these reactions will cause enough distress to interfere with adaptive coping,
and recovery may be helped by support from compassionate and caring disaster responders.
Participants attending this training should be able to:
 Establish a human connection in a non-intrusive, compassionate manner.
 Enhance immediate and ongoing safety, and provide physical and emotional comfort.
 Calm and orient emotionally overwhelmed or distraught survivors.
 Help survivors to identify their immediate needs and concerns.
 Gather additional information as appropriate.
 Offer practical assistance and information to help survivors address immediate
needs/concerns.
Program materials are based on the Psychological First Aid Field Operations Guide developed by
National Child Traumatic Stress Network and National Center for Post-Traumatic Stress Disorder.

B. Course Registration: How to register for a course once you have an LMS account:
1. Login to www.paprepared.net (you will be redirected, so don’t worry if it starts loading a different page)
2. Go to the ‘HOME’ tab and in the navigation panel on the left, click on the ‘Course Catalogue.’
3. It should take you to a page that says ‘Search Course Catalogue’. Please enter ‘Psychological First Aid’ into the search field. Hit
the ‘SEARCH’ button.
4. It should pull up a course called ‘Psychological First Aid (PFA101)’
5. This is the course you want to enroll in. Please verify that this course is the correct one for you. Because there will be multiple
offerings for this course all around Pennsylvania, double check the location and the assigned county before moving on to step #6.
6. Once you have verified the course name, click on the grey ‘ENROLL’ button to the left of the course name.
7. This will take you to a more detailed course page. Scroll to down and click on the grey ‘REGISTER’ button on the bottom left
hand side of the page.
8. You will receive a confirmation email.
9. Whenever you load your LMS homepage, your courses will be listed under ‘MY CURRENT COURSES’ which is visible on the
welcome page or accessible by clicking on the ‘MY COURSES’ link on the navigation pane on the left.
10. If you select the course from either ‘MY CURRENT COURSES’ or ‘MY COURSES’ you will be able to see any tests,

DISASTER CRISIS OUTREACH AND REFERRAL
TEAMS (DCORT) TRAINING

GENERAL INFORMATION
Program Description
The Disaster Crisis Outreach and Referral Team (DCORT) one (1) day training is based on SAMHSA and
FEMA best practice. Topics covered include an emphasis on crisis counseling in Disaster Recovery
Centers (DRCs), crisis counseling program concepts, the psychosocial needs of isolated/quarantined
individuals and the impact of pandemic influenza, review of the concepts of National Incident
Management System (NIMS). In addition, the psychological impact of the following events is discussed:
mass casualties/mass fatalities, economic crisis, and pandemic. This course covers potential drug and
alcohol abuse issues after a disaster, children’s needs following a disaster, personal and community
resiliency, and also the National Bio defense Science Board recommendations to the Department of
Health and Human Services.
Successful completion of this course will enable the attendee to volunteer on the local county DCORT by
contacting the County MH Agency DCORT Coordinator. However, it is required that if you are interested
in becoming a DCORT member, you must contact your local county DCORT Coordinator in advance of
taking this course to learn of county specific parameters. Also, please plan to register as a volunteer on
SERVPA website at www.serv.pa.gov/. SERVPA is a secure, confidential volunteer state registry site.
PREREQUISITES: Participants MUST have taken and passed the National Incident Management
System (NIMS) IS100 and IS700 courses online at http://training.fema.gov/IS/NIMS.asp before
attending this course. Certificates of completion for these courses are issued immediately by FEMA
upon successfully completing the courses. Please give a copy of your certificates to your DCORT
County Coordinator and bring a copy to the DCORT training.

WHO SHOULD TAKE THIS COURSE: This course is for individuals who are new to DCORT teams or
who have NOT completed both the Basic and Advanced DCORT training. Also, available for those
wanting to refresh and update response skills.
Learning Objectives:
At the conclusion of the program, participants should be able to:
1. Relay what a Disaster Crisis Out-Reach Team (DCORT) is.
2. Define the role of a DCORT team.
3. Describe your role as a member of a county DCORT team.
4. Respond and provide assistance when your DCORT team is engaged/deployed.
5. Develop skills to promote self-care and personal preparedness.
Targeted Audience (Please read carefully)
Training is by invitation only for individuals who are part of Disaster Crisis Outreach and
Referral Teams, but is also offered to those who are interested in collaborating with the county MH
based teams. Attendance at this training is required for those who are part of/members of a
Disaster Crisis Outreach and Referral Team.
*County Disaster Crisis Out-Reach and Referral Team Coordinators (mental health/behavioral
health) are encouraged to invite Single County Authority Drug and Alcohol Program staff to be a
part of your DCORT and to attend this training. *County disaster response coordinators are also
asked to extend an invitation to your county emergency management agency staff, and regional
task force/counter terrorism task force (RTF/CTTF) medical chairperson, local hospital emergency
room staff, local EMTs, clergy, and others to encourage networking and better understanding of
Disaster/Emergency Mental Health/Behavioral Health response. This will also give county mental
health staff an opportunity to build capacity should attendees be interested in becoming part of
your disaster mental health/behavioral health response team. Coordinators are asked to identify
those team members who are to be issued photo identifications for when an ID system becomes
available. DCORT volunteers must adhere to the county protocols/clearances required for
volunteers and must never self-deploy or deploy alone.

Open the web page: https://www.centrelearn.com/login_pa.asp. You can also enter www.paprepared.net to redirect you.
Click CREATE AN ACCOUNT on the right side of the screen
If you are a Pennsylvania EMS Provider click yes and follow prompts on screen. This guide however is for everyone else.
If you are NOT a Pennsylvania EMS Provider, choose the ‘No’ option. The screen should expand downwards with many different
professions. Please choose whichever is appropriate.
If you do not see any that would describe you, please choose ‘Public Health’
Click Next->
Fill in your general information. Before proceeding, please read through it once looking for any spelling mistakes or other errors.
Click on the grey ‘REGISTER’ button at the bottom of the screen.
Once you click on the ‘REGISTER’ button you will see a message that says:
“Thank you! Your request to register for the PA Prepared Learning Management System (LMS) has been submitted. Your username
and initial password will be emailed within 1 to 3 business days. If you have any questions, please contact the Office of Public
Health Preparedness (717) 346-0640 or [email protected]”
10. Once you receive your username and initial password via email, please follow the link provided or load
https://www.centrelearn.com/login_pa.asp to log in. You will need to change your password under the ‘Profile’ tab. Directions
how to do so should be included in your confirmation email. Please be careful that your personal password is easy for you to
remember, but hard for other people to guess.
B. Course Registration: How to register for a course once you have an LMS account:
1. Login to www.paprepared.net (you will be redirected, so don’t worry if it starts loading a different page)
2. Go to the ‘HOME’ tab and in the navigation panel on the left, click on the ‘Course Catalogue.’
3. It should take you to a page that says ‘Search Course Catalogue’. Please enter ‘DCORT’ into the search field. Hit the ‘SEARCH’
button.
4. It should pull up a course called ‘Disaster Crisis Outreach and Referral Team DCORT’ (DCORT101)
5. This is the course you want to enroll in. Please verify that this course is the correct one for you. Because there will be multiple
offerings for this course all around Pennsylvania, double check the location and the assigned county before moving on to step #6.
6. Once you have verified the course name, click on the grey ‘ENROLL’ button to the left of the course name.
7. This will take you to a more detailed course page. Scroll to down and click on the grey ‘REGISTER’ button on the bottom left
hand side of the page.
8. You will receive a confirmation email.
9. Whenever you load your LMS homepage, your courses will be listed under ‘MY CURRENT COURSES’ which is visible on the
welcome page or accessible by clicking on the ‘MY COURSES’ link on the navigation pane on the left.
10. If you select the course from either ‘MY CURRENT COURSES’ or ‘MY COURSES’ you will be able to see any tests**,
evaluations, or surveys that you will need to complete to receive a certificate for this course. For your test scores, etc., please click
the ‘Gradebook’ link on the left side navigation panel.
**Please bring Data Collection Form and copy of your NIMS ICS-100 and ICS-700 completion certificates to the training.
IMPORTANT: If you are unable to attend after you register, please cancel your registration by following these steps:

Login to www.paprepared.net and select ‘My Courses’ from left side navigation pane.

Select the course on the right from which you want to withdraw.

In left navigation pane, select the course directly below ‘Courses’. Select the ‘Request Withdraw’ tab.

Click on grey ‘Remove’ button and Click OK in the prompt box that pops up. You are now withdrawn from the course.

Daytime Technical Rescue School
The Montgomery County Fire Academy is pleased to introduce for 2016 a daytime
Technical Rescue School. This Technical Rescue School encompasses Basic Ropes &
Rigging, High Angle Rescue, Confined Space, and Structural Collapse Rescue Operations.
In addition, students will get the opportunity to test for
General Requirements for Technical Rescue.
This daytime technical rescue school will be delivered in July over 12 days.
Course Descriptions:
1. Basic Rigging for Rope Rescue: The technical rescue school will begin with 24 hours of
basic ropes and rigging. Students will be introduced to characteristics of rope, rope
hardware, various knots, bends and hitches, the simple mechanical advantage systems,
patient packaging, and stokes basket & SKED Stretcher handling operations. Students
will learn basic hauling and lowering systems and their practical uses in low angle rescue
systems.
2. Confined Space Rescue: This module will consist of 16 hours of confined space rescue
training which will deals primarily with rescues involving confined spaces. Students will
apply sophisticated rescue techniques in confined spaces as well as utilize SCBA and
enter a confined space.
3. Rope / High Angle Rescue I: Following Confined Space, students will move into 16 hours
of Rope / High Angle Rescue training. Participants in this course will be introduced to
the basic principles of rope/vertical rescue, the basic equipment used to implement
rope/vertical rescues and rappelling. Much of the program is hands-on and time is
allotted for practice in order to build proficiency.
4. Structural Collapse Operations Level I & II: After the high angle module the students
will move into the 24 hour Structural Collapse Rescue Operations portion. This course
gives rescue personnel the knowledge and skills necessary to operate effectively at
incidents involving the collapse of light frame and heavy wall structures. Students are
given extensive hands on instruction in structure assessment, emergency shoring and
stabilization, breaching building materials.
• This program will culminate with an Integrated Capstone Exercise (ICE) that will require students
to use the skills they’ve learned. The ICE will challenge the students with mass casualties, wide
area search, surface victim extrication as well as structural collapse building assessments.
Students will also have to shore up a building for structural support, enter a simulated
compromised structure, locate, medically assess and package a victim(s) for confined space and
high angle extrication. There will be live role players to add to the realism of the disaster.
• Following the Integrated Capstone Exercise students will get the opportunity to take the written
exam and the practical skills for General Requirements for Technical Rescue.
• Course manuals, handouts and student work books will be issued in this program.
• Following the completion of the Rescue School students will receive the following PA State Fire
Academy Certificates:
1. Basic Rigging for Rope Rescue (ROBR)
2. Confined Space Rescue Awareness
3. Confined Space Rescue (CSR)
4. Rope / High Angle Rescue I (RORE)
5. Structural Collapse Rescue Operations Level I (SCOF)
6. Structural Collapse Rescue Operations Level II (SCOA)

Prerequisites: Must be 18 yrs. of age on the first day of class, Current Haz-Mat Operations
or Refresher, First Aid, CPR and AED
• Auxiliary Equipment: Fire / technical rescue helmet, eye protection, work / rope gloves, long
pants, and work / technical rescue boots. Students may wear personal or department issued
technical rescue PPE or jump suits. Students will also be encouraged to bring their department
issued or personal NFPA Class III rescue harness.
• Additional Info: Due to the requirements of utilizing Supplied Air Respirators (SAR), Self-
Contained Breathing Apparatus (SCBA), etc., the Pennsylvania State Fire Academy Facial Hair
Policy is in effect. To register for this program simply fill out and fax a Montgomery County
Fire Academy course registration form.

PA Joint Rescue Program
Fact Sheet
Facts about the New PA Joint Rescue Program
The program now consists of two courses, Awareness level (NVRA) at 24 hours
and Operations level (NVRO) at 20 hours. This new rescue curriculum is based
on the National Fire Protection Association (NFPA) 1670 and 1006 standards and
has a published textbook and a student practical skills book to document activity within each level.
The student textbook is the Jones & Bartlett: “Vehicle Extrication: Levels I & II
Principles and Practice”. Students are required to have the book for class to read
and study the information presented and do self assessments throughout the
course. The course is designed so students receive the maximum hands-on
training throughout the course. Course Minimum Standards on Accreditation
(MSAs) can be accessed on the OFSC website at www.ofsc.pa.gov under the State
Fire Academy Document Link.
EMS Continuing Education Credits
Both courses are approved for PA Department of Health EMS Continuing
Education Credits.
NVRA—EMS course # 007878 1hr .Med/Trauma and 23hrs. Other
NVRO—EMS course # 007879 17hrs. Med/Trauma and 3hrs. Other
Implementation of Program:
Program implementation begins January 1, 2016 which will allow currently enrolled students to complete and take the state rescue technician certification if
they wish. There is no bridge course (program) between the current and the new
program. Effective July 1, 2016, the older courses will no longer be scheduled.
State Certification—Vehicle Rescue Technician
State Vehicle Rescue Technician Certification can be taken at the conclusion of
the NVRO course. Successful students will receive their State Vehicle Rescue
Technician Certification certificate.
