information about the size and composition of the housing
inventory in the United States. As the country grows, so does
the demand for housing. There is a great need for information

U.S. Department of Housing and Urban Development and

This session will explore the need for, and utility of, financial
education from the perspective of two at-risk veteran
populations: those preparing for re-entry from incarceration and
those in transition from homelessness. Both sub-groups pose
unique challenges and limitations in terms of logistics, utility,
and engagement of any programming, much less financial
education. Drawing on real world case studies, panelists will
share discussions they’ve had with vets about evaluating pay
statements, creating a spending plan, and managing risk in
a state prison, or convincing near-homeless vets to save and
invest, evaluate employee benefits, and minimize taxes. The
incarcerated and transition veterans were educated about these
topics through PHFA’s financial education program “Building

mortgage-lending in low-income communities following the
2010 housing crisis. In this session you will hear preliminary
findings from the Federal Reserve Bank of Philadelphia on
the impact of the change in low- and moderate-income
neighborhood definitions on Community Reinvestment Act
(CRA) mortgage lending. In addition, learn about the Home
Mortgage Explorer, a new data dashboard which enables users
to explore trends in mortgage lending for state, metropolitan,
and non-metropolitan areas. The panel will also feature a

trends as observed from their work, and the impact of CRA.

Act 129, which became effective in November 2008,
requires electric utility companies to cost-effectively reduce
electricity consumption and peak demand on their systems.
One way to do this is through energy efficiency measures.
Electric utility companies have developed programs for
residential and commercial customers to reduce energy output
in their properties. The electric utility companies have now
launched new programs that will provide incentives for energy
efficiency measures in affordable multifamily housing during
the next five years. The panel will do a summary/overview of
multifamily energy efficiency programming from across the
state, with a focus on logistics and practical tips for building

PHFA has an extensive network of housing counseling agencies
that provide a variety of housing services throughout the
commonwealth. Many of these agencies also serve as nonprofit community housing development organizations. Housing
counseling specialists provide guidance and advice to help
consumers improve their housing conditions and meet the
responsibility of tenancy and homeownership. The programs
they offer include: financial educational and coaching services;
budgeting and saving techniques; information about closing cost
assistance and reduced fees for loan origination; anti-predatory,
fair lending and fair housing counseling; and energy assistance.
