A Resolution to provide day care for student parents in Iowa schools. 1. Whereas, The pregnancy rate is high, and 2. Whereas, Students drop out of school due to pregnancy, and 3. Whereas, Low education has long term effects on society, and 4. Whereas, Students dealing with parenting need reliable and 5. educated day care, 6. Therefore, be it Resolved by the Student Congress assembled that 7. Public high school districts in Iowa will provide day care for 8. student parents on the basis of need by the district. Submitted by: Des Moines East HS A BILL TO BAN THE DEATH PENALTY IN THE UNITED STATES
Be it resolved by the congress here assembled that:
Section 1: The Death Penalty will be abolished in the United States.
Section 2: The death penalty will no longer be a punishment.
Section 3: If passed, this legislation will take effect on January 1, 2019.
Section 4: This bill will be funded by the each individual state.
Section 5: Any and all conflicting laws are hereby null and void.

The Drug Exportation Act of 2017 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED SECTION 1: All confiscated shipments of any sort of cannabinoid, opioid, stimulant, club, dissociative or synthetic drug, or hallucinogen which has been restricted or deemed unlawful in the United States shall be held by the United States government for sale and export to both government and private entities in any foreign nation in which the substance is legal. SECTION 2: Any substance which has not been sold within six months of initial confiscation shall be destroyed. SECTION 3: This legislation shall be enacted and funded by the US Drug Enforcement Agency. SECTION 4: This legislation shall be enacted on August 28th, 2017. SECTION 5: All laws in conflict are hereby declared null and void. Respectfully submitted by Ankeny High School A Bill to Designate Canada as our Most Favored Nation SECTION 1: The People’s Republic of China shall hereby be no longer recognized as the Most Favored Nation of the United States. SECTION 2: Canada shall henceforth be recognized as the Most Favored Nation of the US. SECTION 3: This legislation shall be implemented at the start of fiscal year 2018. SECTION 4: All laws in conflict are hereby declared null and void. Respectfully submitted by Ankeny High School The DREAM Act of 2017: A bill to give permanent amnesty and a pathway to
citizenship for alien student who entered the U.S. as children BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1 SECTION 1. The U.S. government will give permanent amnesty and a pathway to
2 3 4 5 citizenship to alien students are long-term U.S. residents, who entered as children, and
who meet certain qualifications. SECTION 2. “Amnesty” shall be defined as an exemption from deportation. “Longterm residency” shall be defined as being present in the U.S. for 5 years. 6 A. Qualifications include:
7 - having been age 17 or younger when the person first entered,
8 - having good moral character and not committing any crimes,
9 - having obtained a high school diploma or have been accepted into a
10 college, and
11 - being age 35 or younger when the Act is enacted.
12 SECTION 3. The Department of Homeland Security will enforce this legislation and
13 14 15 process applications. SECTION 4. This bill will go into effect January 1, 2018. SECTION 5. All laws in conflict with this legislation are hereby null and void. Respectfully submitted by the Grinnell High School congressional delegation. The Regulate Marijuana Like Alcohol Act of 2017: A Bill to decriminalize marijuana at the federal level,
giving states the power to regulate marijuana. BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1 SECTION 1. The United States federal government will decriminalize marijuana at the
2 3 4 5 6 7 8 9 10 11 12 federal level, leaving it to the states to regulate the use of marijuana, much like they do
with alcohol. SECTION 2. “Decriminalize” means that marijuana in any form shall be removed from
the drug schedules listed in the Controlled Substances Act, thus leaving it to States to
regulate the production, sale and use of marijuana. SECTION 3. It shall remain unlawful to ship or transport marijuana from any place
outside a State, territory, or district of the United States, or other place noncontiguous to
but subject to the jurisdiction of the United States, into a State, territory, or district of
the United States. SECTION 4. The Department of Justice will enforce this legislation. SECTION 5. This bill will go into effect January 1, 2018. 13 SECTION 6. A Bill to Require GE labeling on Consumer Food Products

SECTION 1: The FDA shall require all food items to be labeled with information that

identifies the food items as genetically modified.
4.
SECTION 2: "Food item" is defines as any raw, cooked, or processed edible substance
5.
used or intended for the use or sale in human consumption. "Genetic engineering" is
6.
defined as the process of altering an organisms genetic material in a manner that does
7.
not occur by natural multiplication or natural recombination.
8.
SECTION 3: a) Persons manufacturing or selling packaged or unpackaged food items
9.
shall disclose whether the item was or may have been subjected to genetic engineering
10.
when produced. b) Disclosure highlighted in subsection "a" shall be printed on a label
11.
and to every extent possible be placed in a clear and discernible manner.
12.
SECTION 4: Persons manufacturing or selling packaged or unpackaged food items
13.
who has failed to comply with labeling standards in Section 3 shall be subjected to a civil
14.
penalty of a maximum of one hundred dollars per each food item that is unlabeled that is
15.
ultimately sold or offered for sale within the United States. However, no person shall
16.
receive a fine of more than ten thousand dollars for a single lot of food items.
17.
SECTION 5: This legislation shall take effect January 1, 2018.
18.
SECTION 6: All legislation in conflict shall be declared null and void.

A BILL TO ESTABLISH EDUCATIONAL ACCOUNTABILITY BE IT ENACTED BY THIS CONGRESS HERE ASSEMBLED THAT 1. SECTION 1: All high school students in the public school system must 2. maintain a minimum GPA of 2.0 on a 4.0 scale. 3. SECTION 2: Students with Individual Education Plans will be exempt 4. from the requirements and enforcement of this bill. 5. SECTION 3: Accountability will not be placed on the public school 6. system; it will be a parental requirement. Parents whose 7. children do not meet the minimum standard set in place 8. by this bill will be ineligible for the Child Education Tax 9. Credit 10. SECTION 4: This bill will be enforced by the joint cooperation of the 11. U. S. Department of Education and the IRS. 12. SECTION 5: This bill will take effect beginning with the 2016 – 2017 13. school year Johnston A Bill to Ban the US Lottery System to End its Systematic abuse BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. Any federal, state, and local government sponsored lotteries will cease operation. SECTION 2. Lotteries will be defined as any product that requires a purchase of one item for a chance at a larger prize. This includes but is not limited to large cash pools and scratch tickets. SECTION 3. The US Department of Justice will be in charge of the implementation of this legislation. A. Charity Lotteries and Private Lotteries will be exempt from this legislation. B. Any lottery that does not comply with this legislation will face a penalty of 50,000 dollars more than the prize of said lottery. SECTION 4. This legislation will come into effect during May of 2017. SECTION 5. All laws in conflict with this legislation are hereby declared null and void. Des Moines Roosevelt 1 A Resolution to accelerate the development of Autonomous Automobiles WHEREAS, inefficient and dangerous; and 2 3 WHEREAS, WHEREAS, WHEREAS, the growing technology of autonomous or self driving cars represent a realistic solution to the majority of those problems; now, therefore, be it 8 9 the economy, the environment, and the health of our nation are now all being damaged by our automobile transit system; and 6 7 the US population is continuing to grow, putting more strain on a already failing transit system; and 4 5 The current automobile transit system of the United States is both RESOLVED, That the Congress here assembled makes the following recommendation 10 that local and state governments adjust regulations on autonomous 11 vehicles across the country to meet the recommendations of the National 12 Highway Traffic Safety Administration; and, be it 13 FURTHER RESOLVED, moving forward the US government budgets will include 3 billion 14 dollars for the US Department of Transportation to further the research 15 of Autonomous Vehicles. 16 17 Des Moines Roosevelt
A Bill to Initiate National Mandatory Service
1. Be it enacted by this Congress here assembled that,
2. Section 1: Definitions and Clarification: The following definitions
3. intended to clarify this legislation, and will not supplant existing definitions
4. for similar term:
5. Subsection A: “National Service” is defined as the system
6. by which young people, are ordered by law to
7. spend a period of time in the armed forces or helping in public
8. assistance.
9. Subsection B: “Mandatory” is defined as made necessary, usually by
10. law or by some other rule.
11. Section 2: Statement of Purpose: The Department of Education will
12. enforce citizens of the United States to have at least one year of services
13. before entering college or a job career.
14. Section 3: Clarification of Action: If there is refusal of services they will
15. be denied financial aid for education from government.
16. Section 4: Enactment: This legislation will be enacted by the congress
17. here today for the legislation to be in effect by August of 2017.

A Bill to Place Taxes on Paper Products 1. Be it enacted by this congress here assembled that, 2. Section 1: Definitions and Clarification: The following definition is intended to clarify this 3. legislation, and will not supplant existing definitions for similar terms. 4. “Paper Products” are defined as any substance made or derived from wood or 5. cellulose and formed into sheets, typically for the purpose of writing or printing. 6. Section 2: Purpose: Paper products shall be taxed as to promote the use of technology as a 7. substitute. 8. Section 3: Clarification of action: Paper products will have an increased tax of 2 cents per 9. UDS to encourage other alternatives 10. Section 4: This bill will take effect on January 1 of the year following its passing. All other 11. laws in conflict shall be declared null and void Sioux City Bishop Heelan A Bill to Ban Conversion Therapy in all 50 States
BE IT ENACTED BY THIS LEGISLATURE
SECTION 1: Conversion therapy of any sort will hereby be illegal in all fifty states for all
persons.
SECTION 2: Conversion therapy is defined as a psychological or spiritual treatment to change a
person’s sexuality to heterosexual. It includes any efforts to change behaviors or gender
expressions or to discourage sexual or romantic attractions or feelings toward individuals of the
same gender.
SECTION 3: The department of Health and Human Services will oversee implementation of this
bill.
SECTION 4: This law will be effective upon passage.
SECTION 5: All laws in conflict will be declared null and void.

A Bill to Require Mandatory Vaccines for all Students in Public School
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. All public schools shall eliminate the exemptions from any existing specified
immunization requirements based on personal beliefs. All students currently enrolled who have
not had their required immunizations must obtain all immunizations within two months of the
passing of this bill.
SECTION 2. Personal beliefs are defined as beliefs that a person personally believes as true.
Religious beliefs are included in the definition of personal belief.
SECTION 3. The Department of Health and Human Services shall oversee the implementation
of this law.
SECTION 4. This law shall take effect upon passage.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill To Ban Religious Discrimination At The State Level Be it enacted by the Congress here that: Section 1: Abolish religious Discrimination at the state-­‐government level due to it being unconstitutional. Section 2: Religious Discrimination: The preventing of certain citizens from obtaining office in government due to their religious beliefs. Section 3: The Department of Justice will oversee the implementation and enforcement of this legislation. They shall review all state constitutions and modify them such that they are in accordance to this Bill. Section 4: This shall be implemented in full by January 1st 2020. Section 5: All other laws that are in conflict with this shall be declared null and void. Introduced by Sioux City East A Bill To Increase Federal Funding of NASA Be it enacted by the Congress here that: Section 1: Increase Federal funding of NASA by a minimum of 10 billion dollars. Section 2: NASA: National Aeronautics and Space administration, branch agency of the executive branch. Section 3: The Department of the Treasury shall oversee the allocation of the funds to NASA, if there is insufficient funds the treasury shall make a small budget cuts of the other departments to produce enough money for the grant. Section 4: The funds shall be allocated by August 1st 2017. Section 5: All other laws that are in conflict with this shall be declared null and void. Introduced by Sioux City East-­‐9 Bill To Increase Funding for Fine Arts In First And Secondary Schooling Section One: Public School funding for fine arts shall be increased by 15% at any and every school currently receiving any form or amount of government funding. Section Two: Fine Arts: Any form of cultural education, including, but not limited to, Band, Choir, 2D and 3D Art, and Dance. Section Three: The Department of Education (D.O.E.) will oversee the implementation of this Bill, placing the burden of funding on the states. If there are not enough excess funds available to satisfy the 15% requirement, funding will need to be reallocated from other areas of education. If it is deemed there are still not enough funds by district review, it may be passed to the state board for review. If the same conclusion is reached, they may apply for extra Federal funding to be reviewed by the D.O.E. Section Four: The funding over hall should be finalized and put in place by the beginning of the 2020 school year. Section Five: All legislature in direct conflict with this Bill is hereby declared null and void. Submitted by Sioux City East High School A resolution to increase funding of the Defense Advanced Research Project Agency WHEREAS, DARPA has developed many weapons and can be trusted with more funding, and WHEREAS, funding DARPA can ensure the safety of the United States in the future. And WHEREAS, DARPA has shown reliability with its High Energy Liquid Laser Area Defense System, a working laser cannon able to take down aircraft using little electricity, and WHEREAS, current affairs in the Middle East can be slowed down or even stopped if DARPA is allocated more funding to help with the conflicts, be it RESOLVED, By the Congress here assembled that DARPA funding should be increased. then become a member living in the world with us and; WHEREAS, these people 5.8 million people in our country deserve
to have a say in the decisions being made which will directly affect
them and; WHEREAS, in order to preserve our democracy's values we must
allow all of our constituents the right to vote; now, therefore be it RESOLVED, By the congress here assembled that voting rights
should be restored to felons that have paid their debts to society. Oskaloosa High School A Bill to Improve Ecological Safety for Food Stability
1 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
2 SECTION 1. The use of neonicotinoid insecticides will be banned in the United States.
3 SECTION 2. Neonicotinoid - a systemic agricultural insecticide resembling nicotine
Insecticide - a substance used for killing insects
4 5 SECTION 3. The Environmental Protection Agency will work with the Department of
6 Agriculture to oversee and enforce this legislation
7 A. The use of the insecticides containing thiamethoxam, clothianidin and
imidacloprid is banned.
8 B. Any violators of this legislation will be subject to a $5,000 fine for a
9 first violation, increasing $1,000 for subsequent violations.
10 C. After the fourth violation of this legislation, a violator may be subject
11 to five years imprisonment in addition to the fine.
12 D. Manufacturers are barred from selling or exporting the same
13 14 chemicals. Violations shall result in seizure of the chemicals and
15 equipment and fines of $100,000-$1,000,000 depending on the amount
16 of chemicals involved.
17 SECTION 4. This law will go into effect January 1, 2018.
18 SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Eliminate the United States Department of
Education
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1.
The United States Department of Education shall be phased out
and abolished within the next 5 years.
SECTION 2.
The Federal Government shall no longer regulate education
through a department.
SECTION 3.
States shall assume the responsibilities for K-12 Education.
SECTION 4.
Monies allocated to the Department of Education shall be used to
help transfer responsibilities to the state level and for necessary state training.
SECTION 5.
The Department of Education shall be eliminated by January 1,
2022
SECTION 6.
All laws in conflict with this legislation are hereby declared null
and void.
Submitted by Ankeny Centennial High School A Resolution Encouraging the United States to Withdraw from the United Nations WHEREAS, The United Nations is a financial drain on the United States and, WHEREAS, the United States contributes approximately 22 percent of the United Nations Regular Budget and 28 percent of the peacekeeping budget and, WHEREAS, The United States sees very little benefit through its United Nations Membership, and WHEREAS, the National Debt of the United States is $19 trillion and rising, and WHEREAS, decreasing the national debt should be a priority of the United States BE IT RESOLVED, by the Student Congress assembled here, that the United States save money by withdrawing from the United Nations and all financial obligations associated with membership. Submitted by Ankeny Centennial High School A Bill to Reduce Homelessness in America 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. are required to build a temporary shelter for the homeless population. 3 4 SECTION 2. The homeless population would be classified as an individual of family without any real form of civilized shelter. 5 6 All cities with at least $75,000 extra income at the end of every month SECTION 3. The U.S. department of Health and Human Services and the U.S. 7 Interagency Council on Homelessness will oversee the creation and 8 upkeep of these shelters. 9 A. For all cities who implement a temporary shelter, there will be a small government grant every year that the shelter is in use. 10 B. For all cities who choose to implement a permanent shelter, there 11 12 will be a government grant proportional to how many people the 13 building houses. 14 SECTION 4. All cities that fall under the requirements must have at least created 15 blueprints and budgeted for a temporary or permanent shelter by 16 December 31, 2017. 17 SECTION 5. A Bill to Save Innocent Animal Lives by establishing
No-­Kill Animal Shelters
1 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. All licensed animal shelters of Iowa shall now be held to the ‘No-­‐kill’ shelter standards for all animals. 3 4 5 6 7 8 9 SECTION 2. "No-­‐kill" shelter -­‐ an animal shelter that does not kill healthy or treatable animals even when the shelter is full, reserving euthanasia for terminally ill animals or those considered dangerous to public safety. (Paws Chicago) Animal shelter -­‐ An establishment, especially one supported by charitable contributions, that provides a temporary home for dogs, cats, and other animals that are offered for adoption. (Random House Dictionary, © Random House, Inc. 2016.) 11 SECTION 3. Iowa Department of Agriculture will oversee the enforcement of the bill, and will supply consequences for those who flaunt the law. 12 Funding for this bill shall come from adoption fees, donations to shelters and fines. 13 14 Shelters that destroy healthy animals shall be fined $1,000 per animal, and face possible loss of licenses. 15 If a shelter is full, animals may be transferred to other shelters or foster homes. 16 17 If an animal is deemed “dangerous” by hurting someone or another animal, or if the animal has an incurable disease, the animal will be euthanized humanely. 18 SECTION 4. 19 SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
