Our Vision To be the international model of effective community response to reported child abuse. Our Philosophy Child abuse damages our community’s most vulnerable citizens and often has generational implications. In the context of violence, child abuse is a public health problem that presents complex social and moral dilemmas concerning its cause, effect and remedy. Addressing child abuse requires a comprehensive plan with multiple, coordinated strategies. we can I M P A C T L I V E S The Child Abuse Network exists to reduce the trauma that a child abuse investigation can pose for the child. Before our program came into being, children frequently endured stressful examinations and numerous interviews by various agencies in cold, sterile facilities. children of reported child abuse. The result is a collaborative and non-duplicated interagency approach to investigate abuse and protect children in crisis. The multidisciplinary team of professionals works from one central location to investigate reported child abuse. This approach allows the team to immediately share information and eliminate duplicate efforts. As a result, investigations are expedited and children can begin their healing sooner. CAN delivers a highly effective alternative by bringing multiple disciplines together in a single, safe and comforting environment for children in crisis. CAN enables medical, mental health, investigative and legal professionals to work together under one roof, to provide less traumatic investigations and to determine whether child abuse has occurred. The Child Abuse Network promotes a multidisciplinary approach to child abuse investigation and serves as the coordinator for the multiple agencies that interact with 2 a letter f r om o u r lea d e r ship It has been said that the best preparation for tomorrow is doing your best today. This year the Child Abuse Network team worked tirelessly to ensure that we effectively met the critical need for services while simultaneously preparing to lay the foundation for future growth opportunities. This year the Justice Center has celebrated milestones, broken records and gained ground on long-term goals. In FY 2012 alone, 2,447 children were served at the Justice Center, an increase of 26% compared to FY 2011 and new all-time record. May 2012 marked the Center’s 20th anniversary. Since the doors opened in 1992, over 28,000 kids have been seen by CAN’s staff and our partner agencies…28,000 kids who have been helped so they can begin healing. Each year we talk about how we aren’t sure how we will continue to see more kids. But the Justice Center team finds a way to make it work. When children need help they are quick to find a solution, despite 4 overcrowded conditions. However, we have reached a point that challenges even these resourceful and dedicated professionals in their efforts. Your support of this event helps ensure that CAN continues to serve kids in the Tulsa area who need our help at a critical time. Clearly the need for additional space has become critical. This year the board and the community together laid a solid foundation for the future of CAN. In May, the note on the Justice Center and surrounding campus was paid off through the help of generous donors, including the City of Tulsa’s HUD/CDBG program, The Mervin Bovaird Foundation, the Lou and Connie Miller Charitable Foundation, BKD Foundation and the CAN board of directors. This year also marked our first year as a Tulsa Area United Way Partner Agency participating in the Day of Caring. Over 120 people worked onsite at the Justice Center, and approximately 65 women from the Women’s Leadership Council supported CAN with discussions around hope and how themes of hope can benefit the children and families who come through the Justice Center. The support from the community has been tremendous and we value these new relationships. Owning the property outright paves the way for CAN to move forward with the much-needed expansion. What a terrific gift to commemorate our 20th anniversary! FY 2012 launched the inaugural CANdlelight Ball, a major fundraiser for CAN. This extraordinary fundraiser was an unqualified success in every respect and an unforgettable evening. Come be part of an organization that hope is moving forward! As a member of NCA, the Child Abuse Network is referred to as a Children’s Advocacy Center and must comply with the following standards: 8 • Multidisciplinary Team A multidisciplinary team for response to child abuse allegations includes representation from the following: law enforcement, child protective services, prosecution, medical, mental health, victim advocacy and Children’s Advocacy Center. • Cultural Competency and Diversity Culturally competent services are routinely made available to all CAC clients and coordinated with the multidisciplinary team response. • Forensic Interviews Forensic interviews are conducted in a manner that is legally sound, of a neutral, fact finding nature, and are coordinated to avoid duplicative interviewing. • Victim Support and Advocacy Victim support and advocacy services are routinely made available to all CAC clients and their non-offending family members as part of the multidisciplinary team response. • Medical Evaluation Specialized medical evaluation and treatment services are routinely made available to all CAC clients and coordinated with the multidisciplinary team response. • Mental Health Specialized trauma-focused mental health services, designed to meet the unique needs of the child and non-offending family members, are routinely made available as part of the multidisciplinary team response. • Case Review A formal process in which multidisciplinary discussion and information sharing regarding the investigation, case status and services needed by the child and family is to occur on a routine basis. • Case Tracking Children’s Advocacy Centers must develop and implement a system for monitoring case progress and tracking case outcomes for all MDT components. • Organizational Capacity A designated legal entity responsible for program and fiscal operations has been established and implements basic sound administrative policies and procedures. • Child-focused Setting The child-focused setting is comfortable, private, and both physically and psychologically safe for diverse populations of children and their nonoffending family members. power of partnership The Child Abuse Network is a member of Tulsa County’s multidisciplinary child abuse team, which is organized and sanctioned under Oklahoma State Statute (Title 10A § 1-9-102) and is formally referred to as the Tulsa County District Attorney’s Task Force on Crimes Against Children. 10 Current signatory members of the task force include: Tulsa County District Attorney’s Office Tulsa County Department of Human Services - Child Welfare United States Attorney’s Office for the Northern District of Oklahoma University of Oklahoma School of Community Medicine - Tulsa Tulsa County Sheriff’s Office Tulsa Police Department Broken Arrow Police Department Owasso Police Department Child Abuse Network, Inc. Task force members agree and pledge to cooperate and coordinate their efforts to: • Identify, investigate and prosecute those persons who commit crimes or acts of deprivation against children • Maintain a multidisciplinary child abuse team pursuant to Title 10A § 1-9-102 • Provide child victims of crime and their families with medical, psychological, investigative and other appropriate assistance • Provide educational programs that impact the causes and effects of crimes against children • Promote any activity chosen by the members to be in the interest of children within Tulsa County services provided to our children in fy 2012 22% medical evaluations medical evaluations 22% % 12 mental health 44 % case review forensic interviews programs and services The Child Abuse Network coordinates and facilitates a centralized, team approach to minimize the trauma of child abuse investigations. 12 Forensic Interviews (1626) Forensic interviews are one of CAN’s most critical services. The Child Abuse Network employs professional child interview specialists who conduct forensic interviews at the request of child welfare or law enforcement investigators. CAN’s interviewers are specially trained to facilitate children’s abilities to make accurate statements about their experiences regarding reported abuse. CAN requires that its interviewers have graduate level education and specialized knowledge in the areas of child development, family systems and the dynamics of abuse. Medical Evaluations (813) Medical evaluations are an essential part of a child abuse investigation. Medical findings assist investigators to determine whether abuse has occurred. Additionally, the child-friendly medical experts often relieve any anxiety that children may have about the health of their bodies. CAN contracts with the Department of Pediatrics at the University of Oklahoma School of Community Medicine - Tulsa to provide child abuse medical evaluations. The medical team is comprised of specially trained child abuse pediatricians and a nurse (LPN). The team responds to same/next day requests from the child welfare and law enforcement investigators. Mental Health Services (443) Child abuse investigations can be very overwhelming, and many children and families have difficulties dealing with new emotions and anxieties. CAN assists families in many ways, including crisis intervention, consultation and referrals to appropriate therapeutic services and community support programs. CAN employs mental health specialists who have extensive knowledge in child development, the dynamics of abuse, crisis intervention, family systems and community resources. The mental health specialist’s primary focus is to provide immediate support and information to children and their caregivers, so they can establish long-term relationships with appropriate community support programs and therapeutic services. Case Review and Case Management (790) CAN’s team coordinator administers case review meetings twice a week. Case investigators have the opportunity to meet formally with team-agency representatives to discuss and exchange information related to specific child abuse cases.
