The European Neighbourhood Policy
Objectives:
avoiding the emergence of new dividing lines between the enlarged EU
and the neighbouring countries;
creating at the borders of EU an area of economic prosperity, as well as
stability and security.
The European Neighbourhood Policy:
offers a framework of privileged relationship between the EU Member
States located on the external borders and the neighbouring countries,
based on the mutual commitment to common values (democracy, rule of
law, human rights, etc…) as well as on the political dialogue and
economic integration.
within the new programming, guarantees a crucial role to the territorial
cooperation, which is based on the active participation of the Regions.

The ENPI Cross-Border Cooperation programmes
The ENPI CBC Mediterranean Sea Basin Programme is part of the
cross-border programmes in the framework of the ENPI, which is
financed by the allocations under the Heading 4 - EU as global
partner - of the EU budget and the European Regional Development
Fund (ERDF) resources of the cross-border component of the
European Territorial Cooperation Objective.
It contributes to finance activities of cooperation between the
regions of the Member States and those of the bordering countries
according to a framework of common rules defined by a unique
regulation (n°1638/2006).
The new CBC programmes will be implemented through a common
management by joint managing structures.

The programming process
Starting date: July 2006 with the first meeting of the Joint Task
Force, followed by the designation of the Joint Managing Authority
(September 2006)
Method: through discussion within the Joint Task Force, finalized
on the basis of a work developed by a drafting team coordinated
by the JMA.
Problems:
Heterogeneity and lack of comparable statistical data at
regional/local level.
The decision of some delegations not to take part in the
programming activity.

Beyond principles: some methodological elements
To avoid the fragmentation and the dispersion of the Programme’s
actions, participating countries have decided to focus on
sectors which:
constitute common challenges and whose measures will allow the
beneficiaries to carry out activities to produce results for all the
covered area of cooperation;
are able to enrich territories with innovative elements (technologic
and/or organisational);
are able to stimulate and increase the competences of different
actors (public and private) at various levels (national and local);
can produce an added value to other programmes and initiatives
carried out within the Mediterranean Basin.

1. Typologies of projects: strategic projects
Actions will be concentrated on subjects which will be chosen by the
Joint Monitoring Committee; this typology will have to contribute to
implement the principles of the Programme and to produce relevant
effects from a quantitative and qualitative point of view. Indicatively 40%
of the total budget is allocated to finance strategic projects.

2. Typologies of projects: standard projects
Proposed by local actors through cross-border partnerships. The
activities are selected through calls for proposals launched within the
Programme.
*50% of the total budget allocated to the priority 4 “Promotion of cultural
dialogue and local governance” could be destinated to finance project
proposals with a minimum ceiling of 200.000 €.

ENPI CBC Med: management structures - 1
The Joint Managing Authority Responsible for managing and implementing the
joint operational programme and for ensuring the legality and regularity of its
operations.
Countersigns the Financing Agreements with the Mediterranean Partner
Countries;
Launches the calls for tenders and calls for proposals and receives the
applications;
Prepares annual budgets of the Programme;
Forwards requests for payment to the European Commission and proceeds with
payments to the final beneficiaries;
Negotiates and signs contracts with the Lead partners of the projects.
The JMA operates with the support of the Joint Technical Secretariat.
The Joint Technical Secretariat responsible for the day-to-day management
Assists the Managing Authority and the Monitoring Committee (preparation of
calls for proposals and selection of projects)
Provides the projects’ applicants with assistance in the preparation of the
projects proposals.

The Joint Monitoring Committee decision-making body of the Programme
Is chaired by the JMA and is constituted by at least one representative
for each participating country.
Approves criteria for the projects’ selection and the projects selected by
the Projects Selection Committees
Decides on the financial allocations for the various calls for proposals
and the technical assistance activities.
Examines and approves the annual financial reports prepared by the
JMA.
The Projects Selection Committees responsible for the evaluation of the
projects
They are constituted by experts;
Evaluate and rank the projects according to the evaluation grids. The
lists are presented for approval to the Joint Monitoring Committee.
