• How the EU budget is formed and distributed ?
The European Union has its own resources to finance its expenditure.
Legally, these resources belong to the Union. Member States collect them
on behalf of the EU and transfer them to the EU budget.
There are three sources for the EU budget:
™ Traditional own resources (TOR) - they mainly consist of duties
that are charged on imports of products coming from a non-EU state.
They bring in approximately 15% of the total revenue.
™ The resource based on value added tax (VAT) is a uniform
percentage rate that is applied to each Member State’s harmonised
VAT revenue. The VAT-based resource accounts for 15% of total
revenue.
™ The resource based on gross national income (GNI) is a uniform
percentage rate (0,73%) applied to the GNI of each Member State. It
has become the largest source of revenue and accounts for 69% of
total revenue.
EU spending is limited by a multi-annual agreement between members of
the European Parliament, the Council of Ministers, and the European
Commission. This agreement contains a multi-annual financial framework.
The current financial framework covers spending plans for the seven years
period from 2007 to 2013.
The total EU revenue for 2007 was EUR 116,4 billion. The budget for 2008
is EUR 129,2 billion.
EU funds flow out to the Member States in accordance with the priorities
that the Union has identified. Actions and projects funded by the EU
budget reflect the priorities set by the EU countries at a given time.
These EU priorities are grouped under thirty different policy areas:

• Who manages the EU funds ?
The ultimate responsibility for the implementation of the EU budget lies
with the European Commission (which acts as funding agency).
The European Commission and its executive agencies are the only
European funding agencies managing EU funds.

• What are the EU funding organizations ?
There are 2 types of European funding bodies for research:
™ European associations of national organizations: they manage
national funds coming from members contributions. For example: the
European Science Foundation (ESF).
™ European Commission: manages EU funding (public money) coming
from the EU budget.
The difference between the 2 types of organizations can be seen from the
following example:

The role of the European Commission
The European Commission is responsible for distributing the EU funds
across EU policies (priorities).
The European Commission ensures that the EU money is spent only for
implementing the EU priorities and policies. It is for this reason why any
request (proposal) for EU funding must show how it responds to the EU
needs.
TIP: When requesting EU funds, you have to address a European problem,
need or priority.
TIP: When applying for EU funding, you should not expect that you get
funded only because you are good or because you have an interesting
idea. Your proposal for EU funds must prove that you are the best in
addressing a European problem, need, priority, interest.
The European Union’s agencies:
These are legally independent bodies but they are financially linked to the
Commission (they receive their funds from the Commission and
implement the Commission’s policies).
The Commission’s agencies can organize calls for proposals or calls for
tenders in their own field.

• How the European Commission distributes the EU funds ?
Competitive funding for research.
The European Commission (EC) distributes the EU funds only through
open competitions of proposals.
The Commission awards money in the form of grants in order to
implement project activities in relation to European Union policies. The
grants may be awarded following calls for proposals within fields as
diverse as research, education, health, consumer protection, environment,
humanitarian aid, etc.
The Commission also concludes public procurement contracts for the
supply of goods, implementation of works or provision of services. These
contracts are concluded following calls for tenders.
The public contracts can include for instance: carrying out studies,
consultancy, technical assistance, conducting information and awareness
campaign, organizing conferences, training courses, purchasing
publications or IT equipment, etc.
Any public or private organisation can apply for EU grants or public
contracts, provided they have the capacity to implement the project
concerned.

• What is “European research” ?
The term “European research” usually refers to research topics of
European interest, involving European teams of researchers (consortia of
organizations).
The “European research” usually implies “excellent research”, “frontier
research”, “breakthrough research”, “bridging the gap (with USA, for
example) research”.

• What is a Workprogramme ?
Grants are subject to annual programming. Each year, the European
Commission publishes the annual workprogrammes for all policy areas
which organize calls for proposals.
The workprogramme indicates the EU policy context in a specific area, the
objectives, the activities and topics which are going to be opened, the
timetable, the available budget, the participation conditions, etc.
The workprogramme is published once per year and it contains provisions
for one or several openings for calls for proposals during the following
year. By consulting the workprogramme you may identify the topics
where you can submit proposals.
In general, a new workprogramme maintains the areas of activity but has
different topics opened for calls for proposals each year. In other words,
you may find that the topic which interests you is opened for proposals in
the current year but disappears in the workprogramme for the next year.
Example:
The same scientific area was selected for exemplification: nano and
converging technologies. Note the differences in the topics called for
proposals under the same general area, from one year to another.

• How Workprogrammes are drafted ? How topics appear in the
Workprogrammes ?
The responsibility of drafting a Workprogramme lies with the European
Commission.
The scientific topics are included in the Workprogramme following
extensive consultation by the Commission of the following:
™ European Technology Platforms (ETP):
European Technology Platforms focus on strategic issues where achieving
Europe’s future growth, competitiveness and sustainability depends upon
major technological advances. They are large consortia led by industry,
which define medium to long-term research and technological
development objectives and lay down markers for achieving them.
Technology platforms play a key role in better aligning EU research
priorities to industry’s needs.
They cover the whole economic value chain, ensuring that knowledge
generated through research is transformed into technologies and
processes, and ultimately into marketable products and services.

™ Advisory Groups by the Commission:
The Commission has set up External Advisory Groups for scientific
assistance. Each specific programme of FP7 (Cooperation, Capacities,
People) has assigned an Advisory Group. For Ideas (the European
Research Council-ERC), the Advisory Group is represented by the Scientific
Council.
The Advisory Groups are made of representatives of academia and
industry, who act in their own capacity. The members of the Advisory
Groups are mainly involved in the drafting of the Workprogrammes and, if
necessary, assessment reports for the internal use of the Commission.

™ Program Committees by the Commission:
Each specific programme and subprogramme of FP7 (Cooperation,
Capacities, People) has assigned Program Committee.
The Program Committees are made of at least 2 national representatives
from each Member State plus Candidate Countries plus Israel. One of
these representatives is the National Contact Point for that area (carrying
the mandate of the national ministry of research). The other(s)
representative(s) are experts in that field, from academia, industry or
business community, who act in their own capacity. The members of the
Program Committee are involved in approving the Workprogrammes, in
discussing ranking of proposals and other operational issues.
™ Representatives of the European scientific community (e.g CNRS,
Max Planck, etc)
The scientific interests of all these communities, their medium and longterm research objectives and agendas will be reflected by the topics in the
workprogrammes.

• What is a call for proposals ?
After the workprogramme was published, the Commission’s Departments
publish calls for proposals on their internet sites. The calls for proposals
invite candidates to present, within a given deadline, a proposal for action
that corresponds to the requirements of the workprogramme.
TIP: Before starting writing a proposal you need to consult the call and its
published documents, particularly the workprogramme.

TIP: It can take 7 to 12 months from drafting a proposal to get it funded
and start working.

• What is Framework Programme 7 (FP7) ?
The European Commission funds research and demonstration activities
through dedicated framework programmes, which establish the
European priorities for research, science and technology for five or seven
years.
In 2007 started the Framework Programme 7 (FP7), with a duration of 7
years (2007 – 2013). The total budget for research in FP7 for the entire
duration is 50,5 billion Euro.

• What kind of activities can be funded by the European
Commission in FP7 ?
™ Research activities (progress beyond the state-of-the-art);
™ Research infrastructures and capacities (large research infrastructures
at European level);
™ Demonstration activities (model, prototype, proof-of-concept);
™ Management (meetings, reports, communication);
™ Dissemination of results (articles, books, brochures, website,
conferences, seminars, etc);
™ Exploitation of results (innovation related activities, transfer of
knowledge, patents, etc);
™ Training (courses, PhD training, postdoctoral training, etc);
™ Networking (workshops, seminars, conferences);
™ Studies, analyses, roadmaps;
™ Fellowships (training, career development, mobility).

• What is FP7 funding ?
The funding for research in FP7 is competitive, i.e. you should submit a
research proposal responding to one of the European priorities, which is
then evaluated by panels of European experts. You get funded only if
your proposal passes the evaluation with high marks !
The competition of research proposals in FP7 is extremely tough and it
can happen that very good research proposals do not pass the evaluation.
Lottery ?... Hard to say…
However, you should be prepared to win it, and for this your scientific
knowledge alone is not enough. You need patience, the right knowledge

about the “logic” of European projects, but most of all you need
perseverance.
Example:
™ There were 9167 applications submitted to the ERC Starting Grant at
the first stage in 2007. From these, 559 proposals went to the second
stage. And from these, about 250 proposals got funded !
™ At the NMP call in 2007 there were 1580 proposals submitted for Small
and Medium scale projects. From these, 452 proposals failed the
evaluation, 313 proposals were retained on the reserve list and 815
proposals were actually funded.

- On the left hand side menu, click on “Funding opportunities” and select
Grants (http://ec.europa.eu/grants/index_en.htm):
- Click on any area which is of interest for you.
- A new webpage will open, with all funding opportunities in the European
Commission in that particular area.

Funding Opportunities
The purpose of this page is to give an overview of the funding opportunities
available from the Environment Directorate General. Some links are also
provided to environment related funding opportunities in other DGs of the
Commission.
FUNDING OPPORTUNITIES FROM THE ENVIRONMENT DIRECTORATE
GENERAL
Since the beginning of 2007, funding is provided mainly through two financing
programmes :
LIFE +
the Civil Protection Financial instrument
Both programmes offer funding opportunities through grants, which are
detailed in the "GRANTS" page.
The Commission also organises procurement procedures for which information
is available through the "CALLS FOR TENDER" page.
Other funding opportunities maybe available through pilot projects and
preparatory actions managed by DG ENV – information on such funding can be
found under the "grants" and "procurement" pages.

• How to make a custom – tailored search for calls for proposals
in FP7 ?
Let’s assume your field is ‘water purification’ and you want to see what
calls for proposals are open in your area. Presumably, you will be
interested in a more generic topic like “Environment”.

I. Search on the Commission’s general database:
1. Click on: http://ec.europa.eu/grants/index_en.htm
2. Click on “Environment”.
3. A new webpage will open, with all available funding information:
http://ec.europa.eu/environment/funding/intro_en.htm
4. You can then click on Life+, the funding programme for Environment
for 2007, and follow the instructions there.
II. Search on the CORDIS database:
1. Click on “Cordis – Find a call” webpage:

2. On the right hand side menu, under Cooperation, click on
“Environment”:

3. On the new webpage opened, click on the calls for proposals which are
opened.

4. In each case, download the Workprogramme and read it. Search for
topics which include as keywords “water purification”. If you find any, it
means that there is a call open in your area. Next step would be to start
writing a proposal.
