We also cover Guernsey and Jersey. In essence, the role will require a highly competent, organised and motivated manager who enjoys, and can work with a varied and interesting workload. PURPOSE OF THE JOB The purpose of the job is to undertake the management and operation of the Regional Development Service in the appropriate Region. DIRECTORATE/DEPARTMENTAL OVERVIEW The job is part of the Programme and Development Directorate. In broad terms the directorate it is responsible for: • • • • • ongoing development of the Programme for children and young people in Scouting working with the World Organisation of the Scout Movement, the European Region and other National Scout Organisations training and support of adult leaders, managers and other volunteers providing field based staff support across England, particularly focussing upon the development of Scouting the management of our national activity and conference centres. Along with other departments, it also has organisational wide responsibility for the development and growth of Scouting across the United Kingdom. 3. DETAILS OF ANY LIMITS/AUTHORITY LEVELS/SUPERVISION OF STAFF Direct line management responsibility: • Between 2 and 3 permanently established Regional Development Officers • A variable number of Regional Development Officers employed on fixed term contracts • A variable number of Local Development Officers (employed by local Scouting) Budgetary responsibility: Expenditure of £20,000 (2011/12 figure – excluding staff costs) Key relationships: English Chief Commissioner and Deputy Chief Commissioner, Regional Commissioners, County Commissioners, District Commissioners and Group Scout Leaders. Staff of the Programme & Development Department and other staff at Headquarters. Representatives of National, Regional and local organisations concerned with youth work, development, the local and faith communities Agencies involved with Critical Incident Management. 4. QUANTITIVE DIMENSIONS OF THE JOB The Regional Development Manager is responsible for ensuring that the work done within the Region (by Regional and Local Development Officers they manage) is focussed upon the achievement of the Operational Targets and Strategic Objectives for the Association. 5. PRINCIPAL RESPONSIBILITIES PRINCIPAL ACCOUNTABILITIES Manage the HQ employed development staff working in the Region including Regional Development Officers and others, prioritising and managing their work as necessary. At the request of the relevant County, to undertake the line management responsibility for locally employed Development Officers. Contribute as a full member of the “Project Management Team” % of time spent (Non manageri al) in any County where they line manage the locally employed Development Officer. Provide staff support for the relevant Regional Commissioner. Provide advice and support on the strategic development of Counties and Districts to County and District Commissioners. Assist with the selection and induction of new County and District Commissioners. Participate in an on-call rota to provide staff support for critical incidents, including fatalities. Provide Regional, County and District Commissioners with support for critical incidents, including fatalities and major disputes (but excluding safeguarding issues) and their aftermath. Work with other staff from the Programme & Development Department and across headquarters to plan, promote and implement projects, initiatives and events both within and outside the Region. Represent Headquarters and its Departments in Counties and advise on trends and issues through regular reports. Contribute to the national debate on the development of Scouting. Manage, administer and maintain an effective home based office, Regional reporting tools and budgets. Work as necessary with and in support of the HQ Safeguarding team. Any other duties as may reasonably be required by the Assistant Director of Programme & Development. 6. OTHER INFORMATION The key challenge for a Regional Development Manager is the careful management and prioritisation of the requests for projects and other work within the Region; against the limited Regional Development Officer resources available, whilst ensuring that the Operational Targets and Strategic Objectives for the Association are achieved. Annual Salary: £34,034 rising to a maximum of £40,040 by annual increments subject to satisfactory performance. Location: Home based Notice Period: 1 Month Car: This post attracts a company vehicle. This will be supplied and managed in accordance with the Association’s vehicle policy. Band and Level: Band G, Level 1 Hours of Work: 35 hours per week Salaries are paid monthly by direct transfer on or about the 20th of the month. Overtime is not paid although time of in lieu may be authorised. Holiday Entitlement: 23 days per year plus bank holidays. This increases after two years service to 26 days and after five years to 30 days. Probationary Period: This post is subject to a 6 month probationary period.
