you file for unemployment.
Be aware that you risk unemployment benefit

The crucial steps are as follows:

BENEFITS
BENEFIT AMOUNT
Your unemployment fund determines the amount
of your benefit payments and is responsible for
payments each month. This amount depends on
your personal situation.
How is it calculated?
1. Your fund will first verify that you have
worked and contributed to unemployment
insurance at least 12 months over the past
2 years.
2. It then calculates your insured allowance: this
equals the average of your gross salary for the
last 6 months preceding unemployment or, if
higher, the last 12 months. If you receive a 13th
month bonus, it is included in the calculation.
3. Your gross monthly earnings during
unemployment are equal to 70% of the
insured allowance.
It is equal to 80% in the following cases:
■■ you have at least one dependent child
younger than 25 years old
■■ you receive a disability insurance benefit
(AI), accident insurance benefit (AA) or
military insurance benefit (AM), with a
disability rate of at least 40%
■■ your insured allowance does not exceed
CHF 3,797.00
■■ your daily benefit is less than or equal to
CHF 140.00.
4. To obtain the amount of your gross daily
benefit, your fund then divides the amount of
your gross monthly earnings by 21.7 days (the
average number of business days in 1 month).
5. To obtain the amount of your net
daily benefit, your fund deducts social
contributions from the gross benefit.
SUMMARY
“INSURED ALLOWANCE AMOUNT”
Average of salary subject to AVS for the 6 months
preceding unemployment or, if higher, the 12
previous months. This amount, on a monthly basis,
will be used to calculate your daily benefit. The
insured allowance must, however, be within the
range of a minimum of CHF 500.00
and a maximum of CHF 12,350.00.

The number of daily payments is between 90 and
520. This depends on how long you contributed to
unemployment insurance over the 2 years before
filing for unemployment. This period is called the
contribution base period.
These payments will be made to you for a
maximum period of 2 years, called the benefit
base period.

framework. Keep in mind that your age and
whether you have dependent children or not are
also determining factors.

for unemployment to receive your benefits. The
number of days you must wait depends on your
earnings (insured allowance) and any obligation

UNDERSTANDING YOUR FUND STATEMENT
At the end of each month, provided you have
submitted all documents required for the
payment of your benefits, your unemployment
fund sends you your statement. It is the
equivalent of your pay slip when you are
employed.

SOCIAL INSURANCE PAYMENTS
DURING UNEMPLOYMENT
Social contributions deducted from your benefit
payments appear on the fund statement on page
16 (social contributions).
AVS/AI/APG:
The contribution amount is the same as in the
case of employment.
LAA:
For persons having used all of their federal
benefits for illness, an obligatory insurance
for loss of earnings due to illness (PCM) has
been established on a cantonal level. Sign-up is
done automatically upon registration with the
Employment Office. Premiums are due on a
monthly basis.
Please note that this insurance does not replace
your private health insurance.
During your time as unemployed, you are
insured by Suva against non-professional
accidents, including during the waiting period
and suspension days. Should you suffer an
accident, immediately inform the ORP and your
unemployment fund. Ask the unemployment
fund for the accident declaration form.
If you become ill, please immediately inform the
ORP. You are responsible for providing a medical
certificate by the 4th day at the latest. Please
send the original to the ORP, and a copy to your
unemployment fund.
LPP – risk premium:
The birth of a child while receiving unemployment
benefits may entitle the insured to maternity
leave, paid in the form of a maternity allowance,
for 16 weeks following birth.
The occupational pension fund only covers
the risk of death and invalidity, not age-related
benefits.
It is therefore purely an insurance risk (such
as accident insurance), and not an insurance
providing for old age with capitalisation. The
assets saved with the previous employer must
then be transferred to a vested benefits account.
Maternity leave:
Should you become pregnant, please inform the
ORP and your unemployment fund, and provide
them with a certificate of pregnancy indicating
the term.
Loss of earnings insurance due to illness (PCM):
In the event of an illness occurring during your
unemployment period, you are insured by the
federal unemployment insurance for a maximum
of 30 calendar days (22 daily benefits) if the illness
is uninterrupted.
However, you are entitled to a maximum of 44
daily benefits per base period.

RIGHT TO UNEMPLOYMENT BENEFITS
TRAINING AND REINSERTION MEASURES
You are entitled to unemployment benefits if you: We offer training and reinsertion measures
referred to as “Labour Market Measures” (MMT).
The purpose of these measures is to make you
more employable and improve your chances of
finding work.
Additional information can be found on our

■■ are unemployed or partly unemployed
■■ are domiciled in Switzerland
■■ have completed your mandatory education,
have not yet reached retirement age or do not
receive an AVS payment
■■ have contributed to unemployment insurance
at least 12 months over the 2 years before
filing or could not contribute (due to studies,
illness, etc.)
■■ are seeking work and are capable of working
(in particular, you have a solution for child
care)

You are entitled to 5 days of paid vacation
(“unmonitored days”) after 60 days of monitored
unemployment days. It is not possible to take
them before this. Once the first 5 days of vacation
have been acquired, the 60-day period starts over,
and so on.
If you wish to take vacation days, inform your HR
adviser in writing at least 2 weeks in advance.
During your vacation days, you have no meetings
with your HR adviser and you are exempt from
active job search efforts.
However, please remember to submit the
“Information on the insured person” (IPA) form
to your unemployment fund to avoid delays in
payment of your unemployment benefits
(see page 24). Please adhere to the deadlines for
submission of the job search form (see page 25).
If necessary, you may submit them before the end
of the month, if you are not back before the 5th of
the following month.
Vacation days not taken during the benefit period
expire at the end of the period.
ASSISTANCE FOR JOBS TAKEN OUTSIDE OF
THE CANTON
Have you just landed a job outside of the
canton, resulting in additional costs for travel
and/or accommodation far from your home
during the week?
Unemployment insurance can, under certain
conditions, contribute to travel, accommodation
and meal costs for a maximum of 6 months, if
your job is located more than 50 km away by
public transport and/or more than one hour away
by a private vehicle.
ASSISTANCE FOR SEEKING WORK ABROAD
If you wish to look for a job in an EU or EFTA
member country, under certain conditions, you
may export your Swiss right to unemployment
benefits abroad for a maximum period of 3
months (export of benefits).
If your job search remains unsuccessful, you
must return to Switzerland before the expiry of
this established period and notify the OCE of
your return.

We comply with all provisions related to data
protection. You have the right to consult your file
at any time.

YOUR
OBLIGATIONS
As with any insurance system, with rights come
obligations. The main ones are as follows:
STAY IN CONTACT
You must be reachable within 24 hours by mail,
email or telephone.
ATTEND MEETINGS AND INTERVIEWS
Your HR adviser will arrange an counselling session
for you at least once every 2 months, or more
often if necessary.
If you are following a training programme, the
establishment providing the training may ask you
to come to an interview before the beginning of
classes. If for some valid reason you cannot make
it to a meeting or interview, you must inform your
HR adviser or the training establishment at least
24 hours in advance.
RAPIDLY START SEEKING WORK
You must make every effort to avoid or limit
unemployment.
Your obligation to seek work is already applicable
before the beginning of unemployment, for
example during the notice period or during the
3 months preceding the end of a fixed-term
employment contract.
You are responsible for doing everything
in your power to find a suitable position as
quickly as possible and according to the OCE’s
recommendations.
If necessary, your search must extend beyond
your profession or include numbers of hours
other than what you desire.

Each month, you must carefully complete the
“Proof of personal efforts made to find work”
(RPE) form (see page 25).
INFORM THE ORP AND THE UNEMPLOYMENT
FUND
All information required to clarify your right to
unemployment benefits is provided to the ORP
and the unemployment fund. In particular, you
must inform them when you:
■■ begin a job ■■ earn intermediate earnings (see page 10)
■■ take vacation (inform your HR adviser 2 weeks
in advance) or are absent for another reason
(e.g. wedding, death of somebody close to
you, or business trip)
■■ are unable to work due to illness or accident
(notification to be provided within a maximum
period of 5 days)
■■ renew your residency permit
■■ do military service or civil protection service
■■ change your address, telephone number or
other contact information
■■ change civil status
■■ have claimed or received payments from any
other Swiss or foreign social insurance (e.g. AI,
early AVS payment)
■■ or intend to begin self-employed work.

CONSEQUENCES OF FAILURE TO FULFIL
OBLIGATIONS
The following situations may have negative
consequences or result in suspension days, i.e.
days for which you will receive no unemployment
benefit.
Suspension days are as follows:
■■ 1 to 15 business days for “slight” negligence
■■ 16 to 30 business days for “moderate”
negligence
■■ 31 to 60 business days for “serious” negligence.
You:
■■ are unemployed by your own fault
■■ do not provide proof of your efforts to find
a job or provide too little proof, proof of
insufficient quality, or you submit it too late
■■ miss a meeting scheduled by the OCE, without
a valid reason
■■ cannot provide proof of efforts to find a job
before filing for unemployment, or you did
too little
■■ fail to attend, do not participate in or
discontinue a training or reinsertion measure,
without a valid reason
■■ refuse a suitable job or do not apply for a job
vacancy assigned by your HR adviser
■■ provide false information or fail to provide
the required information to the ORP or the
unemployment fund
■■ fail to comply with OCE instructions.

mentioned in the top-right corner.
The form must be accompanied by any

work” (RPE) form directly from the SECO.
This form is valid only for the month
mentioned in the top-right corner.
Do not forget to provide the signed original to the
ORP, at the end of the month, or on the 5th of the
following month at the latest. You can also send it
on this date, at the latest, by post to the attention
of the ORP (confirmed by the postal stamp).
