Today, Bellefaire Jewish Children’s Bureau is one of the nation’s leading providers of behavioral health and
educational services to youth and families. Since its founding as a Jewish Orphanage in 1868, Bellefaire JCB,
has played an essential role in ensuring hope for the future of children and families in greater Cleveland and
beyond. As our clients’ needs have evolved, so have our programs. With our mission firmly rooted in the Jewish
community, we continue to meet the needs of the community-at-large as well as those of the Jewish community.
Bellefaire JCB is pleased to have completed another successful and impactful year in 2012. With the exceptional
guidance, vision and dedication of our Board of Directors, Bellefaire JCB has been proactive and diligent in
developing financially responsible methods of maintaining a balanced budget while serving at-risk and vulnerable
children, youth, and families. Bellefaire continues to place significant emphasis on the geographic diversification
of our client base and a diversification of our service array. In 2012, Bellefaire served some 18,500 children,
youth, family and community members and some 700 public agencies from 66 Ohio counties and 6 states.
Services in Cuyahoga increased, particularly in the schools, and Bellefaire continued to be a significant and
valued service provider in Lorain County, serving over 600 children and their families in Lorain County. Some
highlights of how the agency fulfilled its mission of helping children and preserving families in 2012 follow.
We are particularly proud of our service model that
enables our professionally trained and educated
staff to bring services to those in the community.
Counseling and community-based treatment services are provided in a variety of locations from our Shaker
Heights campus to client homes as well as in schools throughout northeast Ohio. By providing services within
the community, Bellefaire ensures access to programs and services for those most in need and enables staff to
reach clients in a familiar environment where parents, siblings, guardians, teachers, and other people significant
in their lives are able to collaborate and “wrap around” the client in the creation of a community of care.
As we look to the future, we see challenges as well as opportunities, yet we remain mindful that, regardless of any
challenges we may face as an agency, the children, youth, and families of our community, depend on us more
than ever before. As you read this Annual Report, please remember that you play a crucial role as a partner and
supporter of Bellefaire. Your ongoing support of our activities enables us to continue to serve, adapt and innovate
to meet the current and emerging needs of our children, families and of our community.

Bellefaire recognizes that, in many
instances, the familiar settings of home and family
provide the ideal environment for individuals to
receive counseling, treatment, and therapeutic
services. As such, the agency often reaches
beyond its campus to pursue its goal of providing
excellent care, treatment, and support to children,
youth, and their families within our community.
By working within client homes, schools, and
familiar community settings, Bellefaire counselors
and therapeutic professionals are able to
integrate parents, siblings, guardians, teachers,
and community and faith leaders into a youth’s
treatment team, providing encouragement for the
youth during treatment and support and stability
after treatment has completed.
Both our Outpatient Counseling program and
Social Advocates for Youth (SAY) program
illustrate the success of this model.
By extending its reach beyond the confines of its campus, Bellefaire continues to further its mission of
providing children and youth throughout Northeast Ohio with the area’s preeminent care and treatment
services. Outpatient Counseling services are provided by Bellefaire’s excellent, professionally licensed staff
who are degreed in areas including psychology, social work, and counseling. These services are varied and
ever-expanding, with the following currently available:

Outpatient Therapy, wherein licensed professionals address signs
of behavioral and mental health symptoms and any related substance
abuse disorders with care and compassion, relying on the client’s
support system for care and guidance.
Psychological Testing, to identify the sources of any
emotional and/or behavioral issues while working towards an effective
treatment strategy.
Psychiatry Services, available to youth in need of a more
intensive approach (i.e. medication) to address their mental health
diagnoses.
Alcohol and Drug-related programming, providing
focused, individualized substance abuse treatment care to those
individuals diagnosed with both mental and substance abuse issues.
School-Based Counseling Services, currently available in
more than 60 area schools including Cleveland Metropolitan School
District, suburban districts, and Jewish day schools, which exist
to serve the mental health needs of any and all students requiring
assistance. These programs are operational year-round to ensure continuity
of care, and therapies occur in both individual and group contexts.
Bellefaire JCB
•
Parents and Children Together (PACT)
provides counseling to families under stress or
in conflict by working directly with involved
individuals to identify needs and develop an effective,
individualized program towards recovery.
• After-School Program, working to provide
intensive group therapies for children aged 6-13 and
group counseling for those 13-18 coming from homes
suffering from chronic stress that has had negative
impacts on children.
• A partnership with County Juvenile Justice
officials, enabling Bellefaire to be a direct referral
source to provide care to individuals identified
through the course of adjudication by the Courts.
• Healthy Moms, Happy Families, meeting the
unique needs of mothers-to-be and new mothers
experiencing signs of stress, anxiety, and depression so
as to ensure that new families are able to explore their
new identities with positivity, enthusiasm, and support.

S A Y Program
Bellefaire’s Social Advocates for Youth (SAY) program is now
in its fourteenth year of success as a key program at Bellefaire
JCB. SAY provides prevention and early intervention services
to students in eight Cleveland-East suburban school districts
including Cleveland Heights-University Heights, Shaker
Heights, Beachwood, Chagrin Falls, South Euclid-Lyndhurst,
Mayfield, and Solon. SAY is focused on promoting healthy
behaviors in youth through education and prevention, with key
causes including substance abuse and violence. In all student
interactions, counselors emphasize positive self-esteem and selfworth. The program is offered at no cost to schools or students,
with SAY counselors on-hand at schools for up to 24 hours
per week to meet with students, discuss problems, work with
administration, and help create action plans towards success.
A key component of SAY’s success is in fostering leadership
skills in youth. To assist in this goal, SAY continues to present
its intensive youth development experience, the SAY Summer
Leadership Institute. This three-week program takes place on
the campus of Bellefaire JCB and gives youth, working in small
groups, the opportunity to cultivate leadership skills through
building trust, gaining focus, and working towards united goals.

extracurricular, and social successes in
their futures while working collaboratively
with individuals from a diverse range of
backgrounds.
Youth leaders are also able to participate in SAY’s Student
Leadership Council, comprised of student representatives from
each participating school district. These talented youth provide
feedback to staff leadership, participate in future planning, and
coordinate the annual SAY Youth Forum — a day-long event in
which lectures and group discussions are held on issues common
to teens including achievement, risk behaviors, and stress
management.
In 2012, SAY chose to focus its efforts on the prevention of
prescription drug abuse through collaboration with community
partners and presentation of a day-long conference entitled The
Opiate Epidemic Across the Lifespan: Impact and Interventions,
created in consort with the Ohio Attorney General’s Office.
As a result of these efforts, SAY participants were honored to
be the recipients of an award from the Greater Cleveland Safe
Bellefaire JCB
Kids/Safe Communities Coalition for Outstanding Efforts
in Poison Prevention, which acknowledged their efforts to
create awareness and education around the rising epidemic of
prescription drug abuse by today’s youth.

Social Skills
This past year, Bellefaire JCB was proud to introduce a new
program as a component of its community-based treatment services:
Social Skills for Orthodox Jewish Boys. Held once a week over the
course of eight weeks, this program provided education to boys in
grades 1 through 3, and focused on the following skill development:

This program — with emphasis on helping boys develop confidence
in a comfortable and nurturing atmosphere — is led by trained
professionals in counseling and social work who are also members
of the Orthodox Jewish community. In its first year of existence, the
program was a resounding success; additional sessions and expanded
programmatic offerings are being planned for the future.

• Bellefaire JCB served more than 18,000 youth and families.
• The nationally acclaimed Monarch School for Autism, served
over 100 students in its programs for preschoolers and school-aged
children. The Monarch School’s visual language model is supported with
innovative technology, experiential learning, community-based instruction,
vocational training, fine arts, and therapy. Additional technology
advancements at Monarch include the integration of more than 40 Apple
iPads into Monarch School’s curriculum; the editing of hours of video
for teaching purposes; and the creation of hundreds of new images for
instructional use via the VizZle software platform.
• Monarch Hall, a residence for adults with Autism Spectrum Disorder
(ASD), now boasts a solid infrastructure. The adult residents enjoy
supports, community involvement, and familiar routines that facilitate
comfort, ease, and the ability to make gains towards independence.
•The Monarch Boarding Academy (MBA) continues to
grow. Referrals continue to come from across the nation as Monarch’s
profile of excellence is reaching an ever-broader audience. In addition
to the vocational and life skills program, residents’ skills and interests
are identified and nurtured to further the goal of creating a sense of
confidence, self-efficacy, and personal fulfillment.
• In 2012, Bellefaire’s Homeless Youth and Street
Outreach Program provided direct services to homeless youth as
well as educational and supportive services to teens, parents, community
partners, Federal Bureau of Investigation Agents, and law enforcement
officials. The program averaged between one and four calls a day.
Additionally, it has provided outreach and education to over 4,000 adults,
community partners, friends of homeless youth, and teen leaders. This
includes training police, teachers, Cleveland school security guards and
school staff, members of Cuyahoga County Juvenile Court, members
of the Cuyahoga County Department of Children and Family Services,
and teens in the community. The Homeless Youth Program continues
in its leadership role in Cuyahoga County to rescue victims of sexual
trafficking with the help of several community partners. Working with
Sexual Response Assault Teams, emergency rooms, law enforcement, and
the like, the program provides support and services to the rescued victims.
The agency continues to maintain its close working relationship with the
Federal Bureau of Investigation (FBI) and area law enforcement to educate
and intervene with these victims.
• Social Advocates for Youth (SAY) continues to serve eight east
suburban school districts as it has since 2000. They are Cleveland HeightsUniversity Heights, Shaker Heights, Beachwood, Orange, Chagrin Falls,
South Euclid-Lyndhurst, Mayfield and Solon. SAY counselors provide
screenings and assessment for substance abuse, depression, suicide or
violence, make referrals to long-term treatment providers when necessary,
and offer student education and support groups when needed. This past
year, SAY was able to continue to offer its services to teens and their
families at no cost to the families or the schools.
Bellefaire JCB
• During the 2011-2012 academic year, Bellefaire’s SchoolBased Program placed counselors and social workers in
63 Cleveland Metropolitan School District, East Cleveland City,
Lakewood City, Mayfield City Schools, and the Constellation LLC
charter schools which include 10 schools located throughout Greater
Cleveland. Students receive the benefit of the valuable supports
offered by this program including preschool, elementary, middle,
and high-school aged children and youth (PreK-12th grade). Services
encompass mental health assessment plus treatment individually and
in group settings. During Fiscal Year 2012, staff worked with over
1,400 children who were referred by teachers and administrators due
to behavior problems or mental/behavioral health issues.
• Bellefaire’s Jewish Day School Counseling
Program, which receives significant funding from the Jewish
Federation of Cleveland, completed its 14th year of service provision.
The program continued as an essential, respected, and highlyappreciated service for students, teachers, and families at Hebrew
Academy, Fuchs Bet Sefer Mizrachi, Gross Schechter Day School,
Mosdos Ohr Hatorah, and Agnon schools. During the 2011–2012
school year, the Day School program’s counselors delivered direct
behavioral health care services and consultation to 1,000 youth and
their parents through outreach, education, and training. Among
those receiving services were students, parents, teachers, and
administrators—individually, in classrooms, and in small groups.
• The After School Program and After School
Summer Program continue to be well utilized as these
programs assist youth in maintaining the gains they made during the
school year throughout the summer months. These group counseling
programs provide psycho-educational and therapeutic activities
for children between six and 12 years of age along with adolescent
counseling programs for youth ages 12 through 16.
• Parents & Children Together (PACT), Bellefaire’s
intensive, in-home services program, continued to provide services
to families throughout the Cleveland metropolitan area and
surrounding counties. PACT programs provide support for children
and their families who are experiencing crises.
• Once again the Jewish Big Brother Big Sister (JBBBSA)
program filled a great need in the lives of Jewish children ranging
in age from six to 18 years old. This past year JBBBSA continued to
form matches between caring adult volunteers and Jewish children
from single-parent families, resettled immigrant families, and families
with special needs.
• With the consolidation of early childhood education complete, the
JDN Early Childhood Center thrives and has a waiting
list for most programs. In effect, the consolidation with True Sisters
formed a larger JDN program which now serves infant and preschool aged children for a total census of approximately 80 children.
