PACKER / PROCESSOR
OF MANDARINS WITH ATTACHED STEMS AND LEAVES
PROVISIONS FOR THE INTRASTATE OR INTERSTATE SHIPMENT OF
MANDARINS WITH ATTACHED STEMS AND LEAVES
FROM OR WITHIN THE ASIAN CITRUS PSYLLID STATE INTERIOR QUARANTINE AREA
To Be Used in Conjunction with Master Permit QC 1386
Establishment agrees to the following:
1. Mandarin Fruit with Attached Stems and Leaves
Under the California Code of Regulations, Section 3435 and the Federal Domestic Quarantine
301.76 for Citrus Greening and Asian Citrus Psyllid, citrus fruit in bulk containers or bins and
citrus fruit with stems and leaves attached are considered hosts or possible carriers of Asian
citrus psyllid (ACP) and must not move within or leave the ACP quarantine area(s) unless
complying with all of the following:
2. Eligible Mandarins with Attached Stems and Leaves
a. Mandarins with attached stems and leaves grown/originating from an area quarantined for
Huanglongbing (HLB) or regulated for Sweet Orange Scab (SOS) are not eligible for this permit.
b. Mandarins with attached stems and leaves grown/originating within an ACP quarantine area shall not
be packed/processed in an area that is quarantined for HLB or regulated for SOS.
3. Approved Sourcing
Ensure the fruit is shipped from a Grower/Producer or Packer/Processor under compliance with the ACP
Program.
Ensure the fruit is transported/hauled by transporters/haulers under compliance with the ACP Program.

4. Intrastate and Interstate Shipments Under Master Permit QC 1386
Under Master Permit QC 1386, eligible mandarins with attached stems and leaves may be shipped
intrastate or interstate if compliant with the following requirements:
a. Mandarins with attached stems and leaves grown within ACP-only quarantined areas may be shipped
intrastate to packing/processing facilities inside or outside of an ACP quarantined area. Shipment
must be contained within a fully enclosed vehicle or be completely covered with tarp.
b. Mandarins with attached stems and leaves must not be commingled at any time with any other fruit.
c. All green waste found in the transportation vehicle and falling from the mandarins during
packing/processing shall be collected, double bagged, and disposed of in a landfill in an ACP Program
approved manner.
d. Notify the local County Agricultural Commissioner as soon as possible and no later than 24 hours
after spillage of any shipment.
e. When all the compliance agreement requirements have been met and packed under industry
standard packing house procedures (#5), the packed mandarins with attached stems and leaves may
be transported intrastate or interstate to any location.
5. Industry Standard Packing House Procedures
The mandarins with attached stems and leaves must undergo:
a. Washing with brushes, and
b. Disinfestation, and
c. Waxing, and

d.

Drying, and
Culling, and
Grading, and
Final packing.
6. Shipments Received from a Grower, Transporter, or Other Establishment NOT Under Compliance
If a shipment arrives from a Grower/Producer, Transporter/Hauler, or Packer/Processor not operating
under compliance with the ACP Program, or if the shipment arrives not fully enclosed or tarped, all of the
following must be implemented:
a. Do NOT pack/process the shipment.
b. Immediately contact the local County Agricultural Commissioner.
c. Segregate the shipment from all other ACP host material and apply proper safeguards to avoid
potential spread of ACP. For approved safeguarding measures, contact the local County Agricultural
Commissioner or ACP Program.
d. Provide all shipping documents/certificates accompanied with the shipment to agricultural officials
upon request.
7. Green Waste Disposal
All green waste, including leaf and stem debris, must be disposed of in accordance with the ACP
Program, local County Agricultural Commissioner, under QC Master Permit 1289 or other ACP Program
approved manner.
8. Trapping and Inspection
Allow agricultural officials to inspect the premises to ensure compliance with this agreement, obtain and
review records of all shipments destined to locations outside the ACP quarantine area and place and
service traps for the detection of ACP.
9. Records
Maintain records of all ACP host shipments leaving the quarantine area and provide the following
shipment information to the local County Agricultural Commissioner on a weekly basis.

10. Training
Ensure all employees receive training to be compliant with all specifications of this compliance agreement
exhibit.
11. Information Posting
Place informative posters and associated ACP information supplied by the ACP Program in a
conspicuous location.

Failure to comply with stipulations outlined above may result in civil penalties pursuant to
