Yes It's True, a grade I-winning sprinter, entered stud in Florida and got off to a fast start in 2004 with grade I winner Proud Accolade and three other stakes winners in his first crop. By September 2004, he had been relocated to Three Chimneys. Yes It's True has 51 black-type stakes winners and total progeny earnings exceeding $58.8 million. His top runner this year is graded stakes winner La Verdad. "It is always sad to lose a stallion but more so to lose one you enjoyed being around," said Sandy Hatfield, stallion manager at Three Chimneys. "He was true to himself in what he produced and consistent. The mares bred to him this year are owned by a lot of the same people who have been breeding to him for years." Hollendorfer will saddle three horses in stakes at Zia Nov. 25, and classic-winning rider Martin Garcia is scheduled to ride each starter. The Zia Park runners will appear in successive races, beginning with race eight when Never Ends goes in the Zia Park Oaks off a pair of Santa Anita Park allowance-optional claiming wins. She'll be followed by Point Piper, going for his second 2015 stakes win in the Zia Park Championship Handicap, and stakes winner Oligarch will try to extend his win streak in the Zia Park Sprint. The bill, a rewrite of legislation introduced earlier this year, would transfer money from the Pennsylvania Race Horse Development Fund, revenue generated from casino slot machines, to pay for equine drug testing and regulation, money that currently comes from a percentage of live pari-mutuel handle. A decade-long decline in wagering, however, created a shortfall in the State Racing Fund. For fiscal 2015-16, $310,000 per week would be transferred from the RHDF to cover the costs of regulation up to $6.2 million for the period. Losey, Ph.D. [email protected] THE ART OF MANAGING INCENTIVES I Second, if the foal is worth $20,000 but the stud fee is $10,000, breeders will often stop bidding at $10,000, as pushing the bidding toward $20,000 makes money only for the stallion owner. I looked at sales figures for the first mares sold based on breed-secure arrangements and found they produced fewer hammer prices in the $10,000 to $10,000-plus stud fee range than similar non-breed secure mares. No-guarantee seasons generate earlier farm cash flows and obviate collection problems. A fair price for the average Kentucky mare is about 65% of the live-foal price. But if you price no-guarantee seasons at 65 cents on the dollar, expect that mares with 80% probability of getting in foal will pile in. The racing side also has its incentive issues. How do we compensate a trainer for claiming a broodmare prospect? If we pay a fee for haltering the horse, we provide an incentive to claim anything with four legs. Consider paying a lower "due diligence" fee regardless of whether we get the mare. BH ANNE M. EBERHARDT n 1995 while working in China, I visited a stateowned store. Clerks ignored me. I asked my interpreter if clerks disliked Americans, and she replied: "No, they treat everyone this way because they don't work on commission and can't be fired." China is an economic powerhouse today because the private sector has mushroomed, but around the world sophisticated private industries—including racing and breeding in the U.S.— sometimes don't get incentives right. Farms often use foal-share contracts to augment stallion books that don't fill at advertised prices. The resulting foals often sell for lower prices than foals for which the stud fees were paid because foal-share mares are of lower quality. (The Secretariat foal share was an exception.) Bidding incentives also help explain lower prices for foal-share progeny. A 100% owner who has paid the stud fee has more incentive to bid than a 50% (foal share) owner. Both owners risk a no-sale, but the 100% owner who bids $49,000 after a live $48,000 bid will receive an extra $2,000 if the $49,000 bid pushes the price to $50,000. The 50% owner cedes half of the incremental $2,000 to the stallion owner. Consider breed-secure deals in which breeders receive the first $10,000 then none of the next "X" dollars where "X" equals the stud fee. Two incentives detrimental to the stallion owner come into play. First, some mare owners will breed lower-quality mares they expect will generate proceeds of $10,000 or less, figuring they'll pay no stud fee.
