MESSAGE FROM THE SUPERINTENDENT
Hello, this is Dr. Salah Khelfaoui, your superintendent of schools. Our schools have
accomplished great progress during the last few years. Thanks to our highly qualified and
dedicated teachers and staff, I am certain that this progress will continue well into the future.
Our students will continue to improve and even excel. They will be able to compete effectively
locally, regionally and nationally.
I welcome all our new students and their families to the great Lowell School District. As for our
returning students, I am very happy and excited to welcome you back. I wish you all a very
pleasant and a very successful school year.

The Lowell Public Schools (LPS) is one of the largest districts in Massachusetts, currently
enrolling more than 14,150 students in grades PreK-12. LPS has a dedicated school community
committed to serving our students and families. Our families are invited to participate in their

Student Support Services
Guidance and Counseling Programs function to assist all students to:

Family Resource Center
All students entering the Lowell Public School System for the first time, all students who have
moved within the city of Lowell, and all students wishing to transfer from one public school to
another within the Lowell Public School System, must register at the Family Resource Center for
a school assignment. The Family Resource Center, located at 151 Merrimack St., is open year
round. Its hours of operation are Mondays-Wednesdays and Fridays from 8:00 am to 4:00pm and
on Thursdays from 8:00 a.m. to 6:00 p.m.
Parents of children new to the system will need to bring with them:

Evidence of your student’s date of birth.

A copy of your student’s approved immunization record received from the Lowell Health
Department (341 Pine Street) or from a private physician.
Proof of residence in the city – an official piece of mail or current lease/or recent rent
receipt, mortgage receipt, tax or utility bill.
A transfer slip from your child’s previous school.
Records from other schools, including IEP information.
Students are eligible for transportation within zone based on grade level and mileage.
• Grades K-4 must live .75/mile to qualify for a school bus.
• Grades 5-8 must live 1.50/miles to qualify for a school bus.

• Preschool – Must be four years old on/before September 1st. May 2, 2016 - May 13,

• Kindergarten – Must be five years old on/before September 1st – Begins in March.

Student Support Services and Enrollment Office Grades 9-12
Lowell High School’s enrollment office in Student Support Services is on 50 Father Morissette
Blvd., Lowell, MA 01852. Its hours of operation are Mondays-Fridays from 8:00am to 1:30pm.
Families may park at the Ayotte Parking Garage located directly across the street from Lowell
High School, enter the high school through the Main Entrance and check in at the security desk.
Parking ticket may be validated at the Security check in counter. Parents/Guardians must bring
an ID with them.

6 Title I
Title I provides extra instructional services and activities, which support students identified as
failing or most at risk of failing the state’s challenging performance standards in mathematics,
reading, and writing.
Title I programs offer:
• Additional support staff
• Opportunities for professional development for school staff
• Extra time for teaching Title I students the skills they need
• A variety of supplementary teaching methods
• An individualized program for students
• Additional teaching materials which supplement a student’s regular instruction

English Language Education Programs
Lowell Public Schools provides English Language Development (ELD)/English as a Second
Language (ESL) instruction, with its own dedicated time and curriculum, to students identified
as English Language Learners (ELLs) in grades K-12. ELLs receive ELD/ESL instruction and
language support based on their English language proficiency level. Students at proficiency
levels 1.0-2.9 are recommended to receive at least two to three periods (a period is 45 minutes or
longer) per day of direct ELD/ESL instruction, delivered by a licensed ESL teacher. Students at
proficiency levels 3.0-5.9 are recommended to receive at least one period (a period is 45 minutes
or longer) per day of direct ESL instruction, delivered by a licensed ESL teacher.

Special Education
Lowell Public Schools provides eligible students with disabilities specialized instruction,
supports and services in the least restrictive environment that enable students to make effective
progress within the general education program.

encouraged to participate in these programs, which are provided to enhance and enrich student

Adult Education
The Frederick Assad Abisi Adult Education Center provides adults in Greater Lowell an
opportunity to earn a high school credential, to enroll in ESL classes, and to learn and improve
7 their English and/or improve literacy and math skills needed to qualify them for further
education, job training or better employment.

POLICIES
Promotion/Retention Policy
The administration and teaching staff strive to create plans of instruction and instructional
organization that provide maximum opportunity for students to progress through school
according to their own needs and abilities without the stigma of failure or retention. Students are
entitled to promotion upon satisfactory completion of the previous year’s work. In any instance
of admittance, promotion and/or placement, final decision will rest with the Superintendent,
except in those cases requiring a vote of the school committee.
Multiple factors are considered in promotion or retention recommendations for students. A
thorough examination of the child’s record takes place, with specific notice of attendance,
tardiness, academic progress, academic performance, developmental readiness, and any other
applicable indicators of the student’s potential for success in the next grade.
Student Procedural Matters
Arrival: Student arrival should not be any earlier than 15 minutes before the start of the school
day.
Dismissal: Upon dismissal at the close of the school day, students are to leave promptly, unless
they are detained by a teacher or administrator, or are participating in a supervised school
activity.
Withdrawals and Transfers
Parents/guardians must notify the school’s office concerning the transfer of their child to another
school. Parents/guardians must obtain a Massachusetts transfer slip from the sending school and
sign a record release form at the receiving school. Students returning to native countries must
have paperwork (transfers) signed by the consulate first before students will be readmitted from
those countries.
Emergency Procedure Cards/Records
Emergency procedure cards/records are kept on file at the school in case of accident or illness
during the school day. Every year a new card is filled out for each student. It is important that
any change in information be forwarded to the principal immediately.
Prohibited Items
The following are examples of items that are considered disruptive to the educational process in
Lowell Public Schools and are not allowed in school:

Proper Dress
It is expected that all students in Lowell Public Schools will be appropriately attired while in
school. In keeping with the preceding, dress that tends to disrupt the class or contributes to a
safety hazard in class is prohibited. In the spirit of maintaining an orderly and safe learning
environment, students are prohibited from wearing any article of clothing or carrying any
backpack or other accessory which is lewd, which promotes violence or hate for any individuals
or groups, or which degrades the beliefs of others. Also prohibited is the wearing of studded
accessories, jewelry or chains, which could be utilized as weapons.
Students who violate this policy will be directed to remove the offensive or unsafe items before
being allowed to remain in school. Students who refuse to adhere with this policy will be in
violation of school rules and penalized accordingly.
Fire/Evacuation Procedures
Every student must realize that when the fire alarm sounds, this alarm is to be considered serious.
Therefore, each student must follow instructions immediately and quietly. Students must pass
quickly, but in good order, from the building. Disruption of the fire drill is a major violation and
could be cause for a suspension or expulsion.
In the event of an emergency that poses a hazard to the safety of the students, the school
population will be evacuated to a predetermined site. This information is on file in the school
offices as well as at Central Office.
Homework
Homework is a tool to be used for reinforcement and/or for review of material previously
presented to students and/or for independent study and research assignments. Homework is
assigned on a regular basis, a minimum of 4 nights weekly – Mondays through Thursdays.
Indicated below are the grade level and the suggested amount of time students should be
spending on homework each night. Homework may also be assigned on Fridays, along with
special long-range assignments, such as book reports and class projects.
Your cooperation as a parent, in monitoring the time that your child spends on homework is
requested in the interest of improving student performance.
School Visitation
Parents/Guardians are welcome to meet with administrators and teachers of Lowell Public
Schools. To accommodate the needs of all parties, an appointment is required and may be made
by contacting your child’s school. All visitors entering the building must report to the Main
9 Office and obtain a guest ID Badge. Visitors are expected to abide by school rules. Failure to
abide by the rules may result in a request for removal from school grounds.
Conduct and Behavior
The rules are for the protection of personal rights. They are based on normal courtesy and respect
for others and include social as well as academic responsibilities. These rules are not meant to be
exhaustive or comprehensive enough to include all of the possible situations, behaviors, and
consequences of behaviors that violate policy, procedure, or State or Federal Law.
Student Discipline
Discipline, the need to identify constructive limits and controls in order to develop positive
behaviors in all children, is an essential ingredient in every student’s total learning experience.
The goal of discipline is to help students develop wise decision-making skills so that they may
learn to make responsible choices in their interactions with others. To deal with student
discipline issues, progressive discipline strategies are used by the teachers and Principal and
Assistant Principal.
Social Responsibilities
A student’s social responsibilities include good citizenship. In schools, good citizenship is based
on respect and consideration for the rights of others. All students in Lowell’s public schools are
expected to conduct themselves in such a way that the rights and privileges of others are upheld.
Academic Responsibilities
A student’s academic responsibilities in school are based upon study and hard work. In order to
participate successfully in academic programs, students must:

On stormy days, the NO SCHOOL or DELAY OF SCHOOL announcements will be made
through a ConnectEd call home and posted on the Lowell Public School web site.
Announcements will also be publicized on the local radio station WCAP – 980 AM and televised
on Channels 4, 5, 7 and 25. Do not call police or fire headquarters. It is the responsibility of
parents to determine whether conditions during inclement weather are such that their child
should not go to school on days school is in session. This is not considered an excused absence.
In the case of a delay, there will be specific information about the time of the delay. For
example, if there is a two-hour delay then school will start two hours later than the regularly
scheduled time. School buses will pick up children two hours later than the normal pick-up time.
No breakfast will be served at school. Dismissal will occur at the regular time.
