MEETING OF THE COMMUNITY PLANNING BOARD ON 18th JUNE 2014
SUBJECT: THEME GROUP UPDATE REPORTS
1.0
PURPOSE OF REPORT
1.1
The purpose of this report is to give members of the Community Planning Board updates in
relation to the work of the community planning theme groups.
2.0
RECOMMENDATIONS
Members of the Community Planning Board are asked to note the information
contained in the update reports and highlight any comments, issues or concerns that
they would like considered by the theme groups
3.0
BACKGROUND
3.1
Attached as Appendix I are the most up to date reports received from the Theme Groups
for consideration by the Board.
3.3
It is suggested that where any issues of concern or challenges faced have been raised by a
Theme Group, that Board members discuss and agree ways in which partners could most
effectively assist in addressing these issues.

Alcohol & Drug Partnership
Progress Report – please give a very brief overview of significant developments in relation to
the work of the Theme Group
The Alcohol and Drug Partnership (ADP) continues to take forward the implementation of the local
Alcohol and Drug Strategy. Key activities include:
On 30th May the ADP held their second ADP Whole Population to Approach to Alcohol which this
year focussed on Women & Alcohol. Over 100 delegates from the west of Scotland attended the
event which has received a very positive evaluation.
Rocket Science has recently facilitated a self evaluation process on behalf of the ADP. Two surveys
were circulated to members of the ADP and to members of the ADP Sub Groups. The findings were
presented to the ADP on 4th June and overall the self evaluation was very positive.
The ADP has agreed and began a process for reviewing the current ADP Strategy and developing
the 2015 – 18 strategy.
The ADP Volunteer Peer Worker Programme has begun and 12 volunteers are undertaking workbased placements and working towards SVQ qualifications.
On 5th June 9 Cafe Hope volunteers attended the VASA Volunteering Ceremony and received
Bronze Awards for volunteering with RecoveryAyr and Cafe Hope.
Cafe Hope held their 1st Birthday party on 6th June which was attended by over 100 people in
recovery, their families and friends.
The ADP and RecoveryAyr ‘Celebrating Recovery in South Ayrshire’ has been rescheduled and will
now take place on Friday 12th September 2014. Registration is via http://www.southayrshire.gov.uk/adp/register.aspx
The ADP has recently undertaken a Training Needs Analysis to identify local workforce development
needs aligned with CoSLA and Scottish Government national learning priorities. The findings are
being used to develop a local Workforce Development Strategy.

CHP – Adult Services
Progress Report – please give a very brief overview of significant developments in relation to
the work of the Theme Group
Reshaping Care for Older People
Change Fund investments for 2014/15
o 2014/15 is very much a year of consolidation for our programme with a particular focus
on sustaining the work beyond the life of the Change Fund
o Some additional work includes:
 Supporting post diagnostic responses and supports for those with dementia
 Additional work to support the new Delayed Discharge target (2 weeks in 2015)
 The establishment through VASA, of a one-stop shop, in Newmarket Street, Ayr
for older people
Key new work strands for the next few months are:
o Developing a more comprehensive approach to Anticipatory Care
o Developing a more streamlined Intermediate Care Pathway
Strictly Seniors Conference
o Around 250 older people attended an excellent event in March run by VASA highlighting
information and services for older people.
Telehealth and Telecare
South Ayrshire is part of a large European Funded programme seeking to support the wider use
of Telecare and Telehealth technologies.
The Smart Care (Telecare) program is focusing on utilising telecare and other technologies to
support falls prevention
United 4 Health is a telehealth program focused on diabetes, heart failure and COPD
Carers
A Carers Conference took place in County hall on 3rd June to consider additional supports for
unpaid carers
Issues of concern and challenges faced
A key challenge for the upcoming year will be to look at the sustainability of the Change
Fund investments, part of our Reshaping Care program
How is the Theme Group addressing these challenges and what could the Board do to help?
The OLG is actively trying to assess the impact of the Change Fund programs (as individual
projects and collectively) in order to prioritise any future plans for sustainability
This will include the deployment of South Ayrshire’s share of £900k Resource Transfer
monies to be used to support Change Fund sustainability
A new Integrated Care Fund will be established from April 2015 although the guidance for
this is not yet available

The work of the Officer Locality Group (Adults and Older people) is clearly affected by the establishment
of the new Health and Social Care Partnership.
2014/15 is a ‘shadow’ year for the partnership and will allow new systems and processes to be
established and embedded.
The continuation of the OLGs in the interim is to ensure that the significant existing work programs
continue and no momentum is lost in the transition processes.
Children’s Services OLG
Progress Report – please give a very brief overview of significant developments in relation
to the work of the Theme Group
A new Integrated Children’s Services Plan has been developed and has now been published –
Getting it Right for Every Child in South Ayrshire
The plan sets out the high level outcomes seeking to be achieved for South Ayrshire many of
them contained within the South Ayrshire Single Outcomes Agreement.
The Early Years Collaborative continues to be consolidated within work streams at Ayrshirewide and South Ayrshire levels. An additional (national) work strand for 5-8 year olds was
recently put in place and local work will be taking place to develop planning on this.
Issues of concern and challenges faced
South Ayrshire Council has now made the decision to include Children’s Social Work and
related services within the new Integrated Health and Social Care Partnerships so,
consequently, a range of work now needs to be put in place to ensure smooth transitions to
new structures and to ensure that the good integrated practice for children’s services –
including mainstream education – is retained and enhanced.
How is the Theme Group addressing these challenges and what could the Board do to help?
A range of work is taking place to put in place robust arrangements for integration at Ayrshirewide and at South Ayrshire levels.
Engagement of front line staff as well as other key stakeholders (such as 3rd sector) is now an
important priority as we move through the shadow year towards full integration in 2015.

Community Safety Partnership
Progress Report – please give a very brief overview of significant developments in relation
to the work of the Theme Group
Community Safety are currently delivering 53 projects and initiatives with partners, including a
range of initiatives with local communities. All projects and initiatives are monitored and evaluated
and recent work has included:Reckless Driving Wrecks Lives is a road safety project targeted to secondary school pupils
across Ayrshire to highlight the consequences of dangerous driving and to emphasise
responsible driving. The programme was delivered to 2010 pupils from across Ayrshire in
March this year, and has won a Bronze Cosla award.
CSP partners have completed a self evaluation exercise, and will now progress with an
improvement plan based on feedback from the process.
The MAP (Multi-Agency Partnership to tackle violence against Women and Children) plan to
review its strategy once the national strategy to address violence against women is published.
Safe Ayr Shore initiative will be delivered with partners over the summer months, focussing on
additional joint action to help make Ayr Shore area a safe place to visit.
The Unintentional Injuries group has worked to develop a ‘Positive Steps’ resource aimed at
raising awareness of safety issues for older people in local communities. Training will also be
delivered on the use of the updated resources

Main challenges for the CSP will be to:Ensure sustainability of successful initiatives which have contributed positively to the SOA.
Identify appropriate external funding sources
Identify budget challenges and maximise use of resources through continued effective
partnership working
Continue to develop and maintain innovative prevention and early intervention approaches
within current budget constraints.
How is the Theme Group addressing these challenges and what could the Board do to help?
CSP
Strengthen the current model of engagement with communities to address antisocial behaviour
and community safety issues.
Progress work to demonstrate cost/benefit analysis of CSP interventions and work with local
communities.
Board
Links to other theme groups could be improved with agreements between the theme groups
formalised to ensure strategy areas are joined up and joint action is agreed where appropriate
The longer term commitment embedded within a prevention and early intervention approach
should be recognised within the development of the new SOA, with long term outcomes agreed
and included across all relevant theme groups.

Some information is not published until later on in year which makes it difficult to report on
some of the indicators at required times – eg. Scottish Household Survey, SALSUS, ISD

The shift in focus towards prevention/early intervention, preventative spend, partnership working
and working with communities outlined within the Christie Report, fits very well with the approach
taken by the CSP in dealing with community safety and antisocial behaviour issues.
Economic Development Partnership
Progress Report – please give a very brief overview of significant developments in relation
to the work of the Theme Group
The EDP recently undertook an online self-evaluation exercise, facilitated by the Improvement
Service, under their Economic Outcomes Programme – the partnership will now consider what
effectiveness improvements can be made, also taking into account the findings of the wider
review of Community Planning by Rocket Science.
Ayrshire College and UWS will jointly host a workshop on 18th July, on behalf of the EDP, to
explore ways to develop an improved approach to the delivery of enterprise education in the
region.
South Ayrshire Council and EventScotland have agreed a joint package of support to assist
with the 2014 staging of the revived Scottish Airshow at Prestwick/Ayr on September 5th to 7th
– this represents a great opportunity to replace the Leuchars Airshow, which stopped in 2013.
A range of tourism partners will be promoting our Golf Tourism experiences at Royal Birkdale
during the staging of the 2014 Ricoh Women’s British Open, on a bespoke stand. This is
advance marketing for the return of the event to Turnberry in 2015, as well as being a
practise-run for the advance marketing at the Open in St.Andrews next summer, ahead of the
2016 Open Championship at Royal Troon. Other advance marketing activities for both events
are currently being developed.

Sustainability Partnership
Progress Report – please give a very brief overview of significant developments in relation
to the work of the Theme Group
Rocket Science, as part of the review of community planning, facilitated a self evaluation of
the Sustainability Partnership. This will be used to inform an improvement plan for the
partnership as part of the overall recommendations of the review.
The Partnership hosted a seminar in relation to local sustainable food production on 7th May
2014 and invited a wide range of partners and community representatives to attend. The
presentation was given by Pete Ritchie from Nourish Scotland and touched on health,
inequalities, financial inclusion, economic development, climate change, carbon reduction and
other agendas.
There has been a great deal of interest in taking this agenda forward, via the Sustainability
Partnership, and a follow up discussion has resulted in agreement to take a community
planning approach to progress.
