1. The Lead Internal Verifier
Internal verification has always been the cornerstone of internal quality assurance for vocational
qualifications. Its purpose is to ensure internal assessment consistently delivers outcomes that are
consistent with, and do not compromise, national standards. The new quality assurance model for BTEC
qualifications recognises and builds on the importance of this process.
The role of the Lead Internal Verifier (Lead IV) is nothing new. However, our new quality assurance
model, effective from September 2010 for QCF BTEC qualifications up to Level 3, formalises it.
As part of the Vocational Assessment mission statement, we are committed to reducing the bureaucratic
burden caused by assessment and assessment related processes. The recognition of the role of internal
verification will help deliver against this commitment.
Centres need to appoint one Lead IV for each group of BTEC programmes being delivered across the
levels up to and including Level 3. This will be called a Principal Subject Area (PSA) and is similar to the
old Programme Area Titles (PATs), but now incorporates Foundation Learning BTEC vocational
programmes.
For a given Principal Subject Area the Lead IV will oversee the internal verification activity of assessed
learner work, being the point of final internal sign-off.
Who should be a Lead IV
Lead IVs should be:
• the person within the centre who usually has responsibility for verifying and signing off the
assessment outcomes for a Principal Subject Area.
• involved in the assessment and delivery and have an understanding of the units being
assessed.
• the person who usually co-ordinates internal verification across assessors and other Internal
Verifiers for a Principal Subject Area.
It is less desirable for individuals with general quality or management roles who do not have a direct
involvement in the delivery or assessment to fulfil the role of Lead IV. Whilst we understand some
organisations may need to do this, it is important to demonstrate willingness and have a plan to ensure
the appropriateness of Lead IVs over time.
Where a Principal Subject Area has only one Internal Verifier, then that Internal Verifier would also be
the Lead IV.
What are the responsibilities of a Lead IV?
The responsibilities of the Lead IV are very much as they have always been. However, we are now
formalising these. There are two key responsibilities, firstly to gain and maintain accreditation for the
role with Edexcel and secondly to support internal assessment and verification within the centre.
In order to be recognised as a Lead IV by Edexcel each individual will need to:

undertake compulsory centre induction training in the implementation year.
successfully complete the online accreditation process.

In order to support internal assessment and verification within the centre each individual will need to:
• ensure adequate development for assessors and Internal Verifiers. This can be through the
use of the practice exercises linked to Lead IV accreditation.
• ensure that there is an agreed assessment and verification strategy, which is fit for purpose
and meets regulatory requirements.
• ensure activity is in line with the strategy.
• ensure that records of assessment and verification as well as samples of learner work are
retained for scrutiny by Edexcel, which should include examples of work that have been
assessed and verified at different levels and grades.
• liaise with the Standards Verifier, if allocated, to ensure that appropriate samples of
assessed and verified learner work are available for sampling.
• disseminate information about standards to other Internal Verifiers and assessors to ensure
that assessment decisions/outcomes across the centre are to national standards.
2. Lead Internal Verifier accreditation
What is accreditation?
Accreditation is a new opportunity for Lead IVs to be formally recognised as competent in:
• recognising that assessment meets national standards.
• implementing internal verification to achieve standards across a team.
Accreditation recognises the Lead IVs ability to maintain standards for the programmes within a Principal
Subject Area.
Lead IV accreditation was first introduced two years ago for the QCF accredited suite of BTEC
qualifications in Work Skills. The model was successfully tried and tested over this period, with excellent
feedback being received from the vast majority of participating centres. The model has now been
extended to cover the full suite of BTEC qualifications from Foundation Learning to Level 3.
What are the benefits?
Accreditation has been developed in a way that provides a number of benefits to centres:
• introduction of formal training and assessment for Lead IVs directly by Edexcel.
• certification release, subject to successful completion of the Quality Review and
Development by the centre.
• no longer a requirement to pull together samples every year for National Standards
Sampling.
• formal recognition of internal verification as a key stage in the quality assurance process of
internal assessment.
• formal recognition of the Lead IV role.
The main difference between Confirmation Sampling and its precursor National Standards Sampling is that
Conformation Sampling is based on completed units as opposed to samples of learner work for a limited
number of grading criteria. For further information please see the relevant chapter.

What is the process?
In order to gain Lead IV accreditation, you will go through an online standardisation process using our
Online Standardisation for Centre Accreditation platform (OSCA2). As the Lead IV, the process involves
you:
• completing a one-off centre induction training event.
• registering online via OSCA2 for accreditation for one or more Principal Subject Areas.
• undertaking a standardisation activity online via OSCA2.
Following successful completion of the accreditation process you will:
•
•
be given accredited status for the current academic year plus the following three years.
be able to use the information gained through induction and the practice exercises to
support, guide and standardise assessors and other Internal Verifiers in your team.
Each year a sample of programmes will be monitored through confirmation sampling by Standards
Verifiers to ensure that national standards are being maintained. Centres and programmes will be chosen
for this using a risk-based approach. Some of the risk criteria that will be used to establish which
Principal Subject Areas and centres are chosen, include:
• new programmes being approved within a Principal Subject Area.
• a significant rise in registration on a given Principal Subject Area in the previous year.
• where specific issues have been identified through the Quality Review and Development
process.
3. Centre Induction for Lead IVs
To help Lead IVs understand the detail of the new quality assurance model, we are providing induction,
free of charge and at a time to suit your requirements. This is compulsory training for Lead IVs only and
should be undertaken before completing the online accreditation process.
There is a choice of two types of online training tailored to level of BTEC experience:
• ‘Centres new to BTEC qualifications’.
• ‘Centres delivering BTEC qualifications’.
The training will be tailored to cover qualifications being delivered. This involves:
• the role of the Lead IV.
• preparing for online accreditation.
• familiarisation with the type of exercises encountered in online accreditation.
Centres new to BTEC qualifications
This event contains important information for Lead IVs who are new to BTEC qualifications, and a
generic training exercise to help familiarise you with the assessment exercises. It is a live interactive 3hour online training session. Click here to access the list of dates for this event. Please note that to fully

Centres delivering BTEC qualifications
This event is for Lead IVs already delivering BTEC qualifications. It covers the role of the Lead IV, a
choice of sector specific training exercises, and recaps the key rules around internal verification and
assessment. These recorded events can be accessed at any time during the two-week window working at
your own pace. Click here to access the list of dates for this event.
Booking a place
Firstly decide which training event best suits your needs. Then select a convenient date, booking your
place via Edexcel Online. You will be asked to confirm that you intend to be the Lead IV for your
Principal Subject Area. Once confirmed, joining instructions will be issued. The training will be available
from 4th October 2010 until 19th December 2010 and you will be able to book yourself onto the training
events from 10th September 2010.
4. Lead Internal Verifier Registration Process
In order to register for accredited Lead IV status, you must have an account set up with the appropriate
level of access for Edexcel Online. The Edexcel Online administrator, which is often the Exams Officer,
should be able to do this.
With the exception of centres that have sub-sites registered with Edexcel, only one person in a centre
may register as the Lead IV for a Principal Subject Area. Registration is through the OSCA2 platform,
which can be accessed via your Edexcel Online account - from the main home screen select OSCA2 from
the options on the left hand menu. The ‘register’ option can then be selected. You will be able to
register from 20th September 2010.
It is important to register for the online standardisation exercise at the highest level of BTEC
qualification being delivered by the centre within the Principal Subject Area. Completing this exercise
accredits the Lead IV for the Principal Subject Area at the levels the centre delivers. Upon registering as
the Lead IV, you will receive information and updates as they become available, each time your Edexcel
Online account is accessed.
Although you may register as Lead IV for more than one Principal Subject Area, it will be necessary to
take the online accreditation assessment for each Principal Subject Area.
A centre may change the Lead IV at the end of the academic year if the first Lead IV withdraws the
registration.
At the end of each academic year, your registration becomes inactive and you will need to reconfirm
continuation in the role by re-registering via Edexcel Online.
5. Completing Online Standardisation
For the purposes of accreditation, we will provide a number of assessment periods or ‘windows’ in which
online standardisation may be completed via the OSCA2 platform. It is advisable that you attempt the
assessment exercise early in the first available window for your Principal Subject Area. A full list of

Before completing the assessment exercise, each Lead IV will have the opportunity to complete a
practice exercise that relates to the Principal Subject Area. The practice exercises will be available
throughout the duration of the assessment windows from 25th October 2010.
Each assessment window follows this process:
• before the start of each window there is a period during which only the practice exercise
can be viewed.
• following this there is a ‘live’ period when the assessment materials can also be viewed and
the assessment completed.
• after the window closes, the assessed materials with the model answers and Senior
Standards Verifier commentary can be viewed.
• results will be issued within ten days of the window closing.
About the practice exercise
The accreditation exercise involves reviewing a sample of assessed learner work from the appropriate
Principal Subject Area, normally more than one unit. You will be asked to make judgements and answer
36 questions on the evidence provided.
The questions will be about:
•
•
•
•
the quality of the assignment brief.
the standard of learner work and criteria achieved.
the quality of the internal verification process.
assessment practice and the purpose of internal verification.
These will involve a combination of Yes/No and multiple choice questions.
The practice exercise comprises the following materials:
• assignments, assessed learner work, assessor and Internal Verifier comments.
• a blank commentary form.
• Senior Standards Verifier commentaries.
In order to gain most value from these materials a Lead IV should:
• print out and review the work against the centre’s practices.
• make notes on how this work would be assessed within the centre.
• print out and review the Senior Standards Verifier commentaries to help understanding of
the rationale for the decisions/answers, taking note of any implications for the centre’s
assessment and quality assurance.
These materials are not confidential and may be used with colleagues for standardisation or training.

About the assessment exercise
The assessment exercise follows exactly the same format as the practice exercise. However, the
assessment exercises are confidential while the window is live. You must not distribute copies of
materials or discuss with other Lead IVs.
It is important to ensure you have enough time to complete all the questions of the assessment exercise
within the window. Rushing through or failing to complete all parts of an exercise is the most common
reason for not gaining accreditation.
We recommended that you print off all the assessment materials at an early stage, and complete the
assessment exercise before inputting answers into the online Lead IV commentary form.
The exercises may be completed over a number of sessions during the window, saving and returning to
the commentary forms as required. However, once any part of any exercise is commenced and
comments saved, the exercise must be completed in full, as only one attempt is allowed during the
academic year. Work must be saved during and at the end of each session to ensure that answers are
committed. Saved work may be amended during subsequent sessions until the window closes.
Against each answer (which may be Yes/No or A,B,C,D) it is advisable to briefly record the justification
for the answer chosen. The justification will not form part of the assessment scoring, but may be
helpful to you later, when double checking your answers, or in identifying specific issues.
In order to gain accreditation you will have to complete each of the assessment exercises and achieve an
aggregated score that meets or exceeds the pass mark. The questions relate to the standards, which
have been exemplified through compulsory induction and through the practice exercise. It is expected
that most experienced Lead IVs who have completed the training and made use of the practice exercise
should be able to gain accreditation.
Where you are not successful in a window it is not possible to take retake the assessment in any of the
subsequent windows during the same academic year. At this point the centre will be subject to the
sampling of assessed and verified learner work by a Standards Verifier.
6. Next Steps
After the assessment window closes, the Senior Standards Verifier answers and commentary will be
released on OSCA2 and you will be advised if accreditation has been achieved. You are accredited for
the remainder of the academic year in which accreditation is gained and the subsequent three academic
years, subject to:
• remaining in post.
• re-registering each year.
• receiving a positive outcome from conformation sampling where this is undertaken at any
time during the accreditation period.
Where you have been unsuccessful in the accreditation assessment, a Standards Verifier will be
appointed to sample assessed and internally verified learner work for your Principal Subject Area. The
This work will be subject to verification via postal sampling by the Standards Verifier. If, following
sampling, the Standards Verifier is confident that national standards have been maintained then you will
be granted full accredited status. Where problems are identified with the sample and national standards
cannot be confirmed then a second sample will be requested. At this point you will be required to
undertake the accreditation assessment again the following year. If problems are identified with the
sample and national standards cannot be confirmed, the relevant Regional Quality Manager will meet
with centre staff and agree remedial action. Once the remedial action is completed satisfactorily, the
Regional Quality Manager can release certification for the current year. Again, in this instance you will
be required to undertake accreditation assessment in the following year.
Where a sample of assessed and internally verified learner work is subject to confirmation sampling
during the Lead IV accreditation period, and where following sampling assessment outcomes are deemed
not to meet national standards, then a further sample will be requested and you will lose your
accredited status. In this situation you will be required to undertake online accreditation assessment in

the following year.
If a centre does not attempt or complete accreditation assessment, Standards Verification can only
release the current year, and online accreditation assessment will be required in the following year.
If you are successful following the accreditation assessment you:
• will achieve accredited Lead IV status, which is valid for the current academic year plus a
period of three further years.
• accredited Lead IV will be offered a BTEC Level 4 qualification in quality assuring
assessment outcomes. Further details will be issued by end of Spring term 2011.
• should read the Senior Standards Verifier commentary and compare against your answers.
• develop and deliver against the Internal Verifier sampling strategy for the Principal Subject
Area.
• maintain records.
• brief the rest of the team.
• implement standardisation activities for the assessor and verifier team.
• inform your Quality Nominee.
If you are not successful following the accreditation assessment you:
• will be allocated a Standards Verifier to undertake sampling of assessed and internally
verified learner work.
• should read the Senior Standards Verifier commentary and compare against your answers.
• inform your Quality Nominee.
• agree units for sampling with the Standards Verifier.
• if the Standards Verifier confirms that assessment outcomes are to national standards then
accredited status as a Lead IV will be given, however, the Lead IV will not receive a BTEC
level 4 qualification in quality assuring assessment outcomes.
• if the first sample does not meet national standards, the Standards Verifier will request a
further sample.
• where a further sample is requested you will not gain accredited status for that year and
will need to retake online accreditation assessment in the following year.
Appeals
Appeals against the outcome of online standardisation can be made to Vocational Assessment only on
the grounds of technical problems that arise whilst completing the online accreditation exercise.
Annual registration
In August of each year, the Lead IV accreditation will become inactive. In September, each Lead IV must
log onto OSCA2 and reactivate their accreditation. If there is no accredited Lead IV, the centre will be
unable to certificate learners.

For centres running only Vocational Studies, a Lead Internal Verifier can undertake the standardisation in
window 2. However, where other BTEC programmes are present in a centre, Vocational Studies can be
released by any vocational Foundation Learning (Level 1 and entry) or higher level programme group.
Qualifications under Security QCF do not require an accredited
Lead Internal Verifier or have online standardisation exercises
