"On October 26 Bush signed the USA/Patriot Act, which vastly strengthened the powers of the
police over civil society. The extension of secret police powers was approved almost
unanimously by Congress (most of whose members never read the law). Every clause of this
law violated the U.S. Constitution. Under this law: (a) any federal law enforcement agency
may secretly enter any home or business, collect evidence, not inform the citizen of the
entry, and then use the evidence (seized or planted) to convict the occupant of a crime; (b)
any police agency has the power to monitor all Internet traffic and emails, intercept cell
phones without warrant of millions of “suspects”; (c) any Federal police agency can invade
any business premises and seize all records on the basis that it is “connected” with a
terrorist investigation. Citizens who publicly protest these arbitrary, invasive police actions
can be arrested. The USA/Patriot Act, like its totalitarian counterparts, has a vague, loose
definition of “terrorism” that allows it to repress any dissident organization and protest
activity. According to section 802 of the Act, terrorism is defined as “activities that involve
acts dangerous to human life that are a violation of the criminal laws of the United
States…(and) appear to be intended to intimidate or coerce a civilian population (or)...to
influence the policy of the government by intimidation or coercion.” Any anti-globalization
protest, such as occurred in Seattle, can now be labeled “terrorist,” its leaders and
participants arrested, their homes and offices searched, documents seized, and, if they are

not citizens, shipped to military tribunals."

"Privacy Risks. Privacy is a fundamental American value. Fair Information Practices were
developed because policymakers recognized that there are critical issues of privacy when
aggregating data that was collected for other purposes. First formulated by a Department of
Health, Education and Welfare committee in 1973, the Code of Fair Information Practices is
the foundation for the federal Privacy Act of 1974 and the privacy laws of the country. It
prohibits secret databases and mandates fairness, accountability, and due process for
individuals about whom information is gathered. The need for oversight and control is
especially great when aggregation and analysis of personal information is done without the
knowledge or consent of the people being monitored. It is misleading to suggest that 'privacy
enhancing technologies' within TIA can protect people's privacy, because by definition
surveillance compromises privacy. Furthermore, the secrecy inherent in TIA implies that
citizens could not verify that information about them is accurate and shielded from misuse.
Worse yet would be the resulting lack of protection against harassment or blackmail by
individuals who have inappropriately obtained access to an individual's information, or by
government agencies that misuse their authority. Again, these are concerns that cannot be
completely addressed, even with advances in technology."

that the central allegations in the Salon.com article remain as valid today as they were on
the day they were first made. It is hoped that through publishing these documents other
investigative journalists will be empowered to pick up on this story, and complete the work of
exposing the U.S. Army Secretary’s direct involvement in the crooked accounting deals of
Enron that cost U.S. shareholders and Enron employees billions of dollars. At a time when
Enron executives were publicly assuring employees and stock holders that their investments
and pensions were safe- from June 2001 through to February 2002 - Thomas White was one
of many Enron executives who was busy cashing in his own investments. A Graph at The
Memory Hole (link) details these sales. In all White received $12.1 million from his sales of
Enron stock over this period. In coming months U.S. Army Secretary Thomas White will be
responsible for supporting an expected 130,000 U.S. troops deployed in the Gulf in
preparation for a war against Iraq. Meanwhile he has also recently announced his intention to
supervise the massive privatisation of 214,000 army jobs."

"In a first wave of attack, two NATO fighter jets flew from 13:00 to 13:25 on May 30,
1999 under full visibility, during a cloudless sky, and in full sunshine towards the
bridge over the river Morava by the small town in Varvarin. The bridge serves the ca.
4000 inhabitants of Varvarin as a direct route to town. The town then stretches all the
way back to the river Morava, and thus back to the bridge. Eyewitnesses estimated
the height of the incoming jet fighters at no more the a few 100 meters. The planes
fired off two rockets at the bridge without any forewarning. The two detonated
rockets thoroughly destroyed the bridge. As a result of the rocket hits, the bridge got
separated from its center pillar. >From the center pillar the bridge toppled into the
river, away from the direction of town. The other end of the bridge slid up into the
higher lying river embankment, so that the approximately 100 meter long bridge
piece ended up lying destroyed with a steep slant into the river Morava. Through this
first attack, three people lost their lives and at least five others were severely injured.
Although the bridge was already destroyed, according to the eyewitnesses we have,
the NATO fighter jets, after about three to six minutes later returned and, in a second
wave of attack fired two more rockets off that killed seven and severely injured
twelve more who had rushed to the bridge in order to help. At the time of the
bombing, ca. 3000 to 3500 people were in the immediate vicinity of the bridge. A
large amount of the these people were on the premises of the church that is located
about 120 to 150 meters away from the bridge. There they were celebrating the
festival of the holy trinity from where every year many believers from Varvarin and
the surrounding area came to participate. Another large congregation of people were
gathered at around 200 to 250 meters from the bridge, namely at the regularly
occurring Sunday market in Varvarin, where on this day, about 300 market stands
were permitted to operate by the officials in charge at city hall. As a result, at the
time of the bombing busy traffic was underway. Passenger traffic, pedestrians, and
bicyclists were using the bridge to go to and to come from town."

General Shelton told the committee."
