District-LevelDelegateandAlternateFilingRequirements
Adistrict-leveldelegateandalternatecandidatemayrunforelectiononlywithinthedistrictinwhichheorsheis
registeredtovote.(Rule12.H.)
CandidatesforthepositionofdelegateoralternatedelegatetotheDemocraticNationalConventionshallbe
requiredtosubmitapetitionwhichistobefiledwiththeStateChairtwelve(12)daysbefore*theDistrict
ConventionorwiththeChairoftheRulesandNominationsCommitteeattheconventionbythetimestatedinthe
publishedrules(15minutesafterthereportoftheCredentialsCommitteeisadopted).Thepetitionshallbesigned
byonepercent(1%)ofthedelegatesor16,whicheverisless,tothedistrictconvention.**(IDPConstitutionArticle
VIII,Section4).Adelegateoralternatecandidatemaymodifyhisorhersingularpresidentialpreferenceby
submittinganupdatedpledgeofsupportnolaterthanthefilingdeadline.(Rule12.B.)

numbered.
Allcandidatesshallbeallowedone(1)minutetospeaktothepreferencegrouporsomeonemayspeakontheir
behalf.Thetimemaybedividedintonomorethantwo(2)speakers.
Nonationaldelegateoralternatecandidatemaybenominatedfromthefloor.
Candidatesmustinclude,inadditiontofilingapetition:astatementofcandidacydesignatingthesingular
presidentialpreferenceoruncommittedgrouptowhichheorshepurportstobelong,andasignedpledgeof
supportforthepresidentialcandidatethepersonfavors,ifany.Adelegateoralternateoralternatecandidatemay
modifyhisorhersingularpresidentialpreferencebysubmittinganupdatedpledgeofsupportnolaterthanthe
filingdeadline.(Rule12.B.)
Anationaldelegatecandidatepledgedtoanonviablepresidentialpreferencegroupmayruninanothergroupwith
theagreementoftheproperpresidentialcandidaterepresentative.
Nationalconventiondelegateandalternatecandidatesremovedfromthelistofbonafidesupportersbya
presidentialcandidate,orthatcandidate'sauthorizedrepresentative(s),maynotbeelectedatthatlevelasa
delegateoralternatepledgedtothatpresidentialcandidate(includinguncommittedstatus).(Rule11.E.)
