● Design & engineering of mitigations for traffic signals need to start January 22, 2016
● Requires Peak Hour Exemption by BOE
● Requires approval from Board of Public Works

What is a Traffic Management Plan (TMP)?
A Traffic Management Plan is a site-specific plan that covers the design,
implementation and maintenance of temporary traffic management during a
construction work activity. The following information is from the draft
TMP for the 7-week full closure that has been submitted to LADOT and
is pending approval. The TMP includes, but is not limited to,

• Trip distribution along detour routes
• Detour routes
• Mitigations for detour routes
• Contingencies

Detours
1. Primary Detours:
Primary detours will direct motorists along major thoroughfares as motorists approach the
closure. Intersections along these routes will require major mitigations and signage.
2. Alternate Detours:
Motorists will be advised to use alternate routes at junctures well in advance of the closure. For
example, motorists westbound on Wilshire will be encouraged to utilize alternate routes starting
at Western. Intersections and streets along the alternate detour routes will also require
mitigations and signage.

Projected Trip Distribution
Projected trip distribution is an estimate of the
percentage of vehicles that will use individual
detour routes. Projected trip distribution is
derived from the current traffic conditions,
counts and the Level Of Service (LOS) analysis
at individual intersections.

Intersection Level Of Service (LOS) Summary
Level Of Service (LOS) analysis provides a
letter grade for intersections based on the
amount of time it takes to drive through that
intersection.
Table 9 shows the LOS summary for the
intersections that require mitigations. This
table includes the delay in seconds per
vehicle and the corresponding letter grade.
The table shows the preexisting grade
(“Base” column), the grade with the 7-week
full closure (“Closure” column) , and the
grade under closure with mitigations
(“Mitigations” column).

Implementation and Contingency
● During the first two weeks of the closure, the effectiveness of
the mitigations and the traffic would be closely monitored.
• At that time, STS and Metro would work with DOT to
make adjustments based on analysis in the field and use
any contingency plans available.
• STS and Metro would continue to work closely with DOT
throughout the duration of the closure.
