Current status
 Reform of civil servants and civil service
system is paid due attention by the State of
Vietnam
 13th Nov 2008, the National Assembly of
Vietnam passed the Law on Cadre and civil
servants
 28th Nov 2008, the State President signed
Order No 20/2008/L-CTN promulgating the
Law on Civil servants and Cadres
Result of civil service & civil
servants reform
 The contingent of civil servants and cadres in
Vietnam has matured step by step
 Since 1998, provisions for civil service
regime and personnel management has
renovated and implemented effectively
 Total number of civil servants and cadres is
nearly 2 million people - 1.8 million civil
servants and cadres from the district level
upwards

 The reform not meet the renovation
of all social areas and the direction of
public services delivered
 From legal point of view, no complete
and overall system of legal
normative documents on civil service
covering areas
 In practice, recruitment, utilization
and management of civil servants,
cadres linked with staffing quotas

requirement

 Identify civil service operation as a kind of operation
on behalf of State power
 The development in the civil service operation is
reflected in institutionalization of codes of conduct,
communication cultures, differentiation, classification,
transfer, promotion, mobility, transfer, resignation,
demotion for civil servants
 The policy for the talents has reflected the
revolutionary nature of the Law
 The law on civil servants and cadres has revised,
supplemented a system of regulations on rights and
obligations of civil servants and cadres

 Law on civil servant assures the unification
in management of cadre management and
public servants
 Recruitment and promotion based on title
criteria, position, position description and
organization structure
 Training, upgrading are based on title
criteria, leading position, manager, criterion

 The Law devolves civil servants

 Regulations about civil service inspection is
a new content aiming at raising orders,
rules in enforcing civil service of cadres,
civil servants
Deploy implementation of civil
servant law
 Organizing and coordinating with related
offices to well carry out information and
propaganda activities
 Formulating system of legal normative acts
stipulating in detail way and guide important
content of the Law
 Recommending to develop a project for pilot
implementation to draw an experience lesson
 Official staffs contingent who are not subject
to the Law on Cadres, civil servants
recommending to observe current regulations
until the State issue the Law on Official staff
