Guiding Principles of Book of Delegated Powers
1.
Powers are delegated commensurate with the requirement of the Executives at various levels. The powers have been
delegated to Assets/Basins/Units level so as to ensure timely decision.
2.
The delegated powers under this BDP are to be exercised as per the procedure / method as detailed in the respective Manuals /
Procedure (like MM Manual / Works Manual, etc.).
3.
The individual officers while exercising these powers shall be guided, among other things by the following standards of
financial propriety.
a. To exercise the same vigilance in respect of expenditure from the Corporation funds, as a person of ordinary prudence
would exercise in respect of expenditure of his own money.
b. The expenditure should prima-facie be not more than the demand of the occasion.
c. No authority should exercise his powers of sanctioning expenditure which will be directly or indirectly to his own
advantage.
d. The funds of the Corporation shall not be utilized for the benefit of a particular person or community or section of a
community unless (i) the expenditure is in pursuance of a recognized policy or custom or (ii) a claim for the amount
could be enforced in a court of law.
e. The concurring Finance officer should not be normally more than two levels of designation below the sanctioning
authority. However, till the time such arrangement is achieved, the designated Finance officer in the respective units
will continue to render the services in the matters of financial concurrence.
f. In case Finance officer does not agree with the proposal and decides not to concur, reasons for not concurring the
expenditure shall be recoded in writing by the Finance officer.
g. At times, it may happen that the sanctioning authority holds a different view from that of Finance (although the same
is not expected to be). In such cases, the sanctioning authority shall have powers to overrule Finance. The sanctioning
authority shall record reasons for sanctioning the expenditure by overruling Finance. Such cases, however, are to be
reported to next higher authority.

While exercising these financial powers the authorities shall ensure the following:

The sanctioning authority shall not incur any expenditure on an object which has not been recognized as an
object of expenditure by the Corporation
The funds are available in approved budget for the relevant period. However if funds are not available and
delay in execution of a work/expenditure is detrimental to the interest of the Corporation, then the same can be
re-appropriated as per the prescribed procedure and guidelines.
Concurrence of Finance required unless specified otherwise for exercising financial powers.
The exercise of powers should not infringe/violate the provisions of the Companies Act, Memorandum and
Articles of Association, relevant policy, guidelines and administrative instructions of the Corporation, other
Statutes, Govt. Guidelines and any other statutory/regulatory requirement.
The nature of expenditure at the time of incurrence of the expenditure is to be observed. For instance the
expenditure on hiring of rigs may be capitalized for development wells but at the time of hiring the rigs, the
nature of expenditure is revenue. Similarly, replacement of capital items/capital repairs/refurbishment of rigs
& equipments, etc may be charged off to profit & loss account but at the time of incurrence, the expenditure is
of capital nature and powers of capital expenditure need to be exercised for the same.
Prior approval of appropriate corporate authority is necessary while deciding any new policy.
Presently delegated powers are as per the existing work requirement at various levels. However, changes may be necessitated
from time to time due to work exigencies and operational requirements. Therefore, the Executive Committee (consisting of
Chairman and Managing Director and Directors in the whole time employment of the Corporation) is authorized to subdelegate the powers vested in them to the Executives below Board level in the interest of the work of the Corporation.
However, such sub- delegation be reported to the Board by the Company Secretary from time to time.

Where “Full Powers” or “Powers as per actual” have been delegated, these shall not exceed the powers of the Board.
7.
The Board, subject to the provisions of Companies Act 1956, other Statutes, Memorandum and Articles of Association,
Government Instructions and Regulatory requirements, shall have full powers to conduct the affairs of the Corporation

The proposals requiring approval of the Board shall be put up to the Board through concerned sub-committee wherever
required.

9.
Depending upon the situational exigencies, CMD may exercise full powers of the Board in between two Board Meetings
where the decision cannot be kept pending for next Board Meeting. However, such decisions will be reported to the Board
preferably at its next meeting.
10.
Senior Authority may exercise the powers delegated to a sub-ordinate authority.
11.
Higher authority whose powers are not defined may exercise the powers of the next lower authority whose powers are defined
in BDP.
12.
Expenditure sanction and purchase proposals exceeding the powers of Level I executives shall be taken to the concerned
Directors to whom respective Level I executive is reporting for approval or further action, as the case may be.
13.
Powers of Administrative Approval and Expenditure sanction are different from purchase powers. Expenditure sanction shall
be accorded as per sanctioning powers whereas powers for procurement of material and services/award of works shall be as
per purchase powers/powers for award of work like clause F/ ME/MP/EW/RL 1(c), etc.
14.
Powers given herein cannot be sub delegated . However, in case an officer is absent on leave or tour, he may authorize in
writing his next/subordinate senior most officer available to exercise his powers during such absence, signing as “for on
leave/tour”. However, disciplinary powers cannot be exercised by such subordinate officer during the absence of the officer
who has delegated such powers.
15.
Any clarification on the BDP shall be issued by Company Secretary with the approval of Director (HR) for HR powers and
with the approval of Director (Finance) for other cases.

Note:1. Any new post/level created shall be added to the list after examination by Chief HRD with the concurrence of Director (HR)
and Director (Finance) and with the approval of CMD.
2. Positioning of executives to L-I, shall be done with the approval of concerned Director, Director (HR) and CMD and formal
orders thereof.
3. Orders for positioning of executives to L-II and L- III positions (except as at Sl. No. 4 below) shall be processed by the
respective Key Executive and forwarded to Chief- HRD for seeking approval of concerned Director and Director (HR).
Vigilance clearance for these positions will be taken at head quarters. Formal orders shall be issued by the Corporate

4. Orders for positioning of L-III positions reporting to Sub- Surface Manager/ Surface Manager/ Block Managers/ Operation
Managers in Assets/ Basins/ Plants may be issued by respective I/c HR/ER after obtaining vigilance clearance and approval
of the concerned Level I executives.
5. For Level IV positions orders may be issued at the respective location by I/c HR / ER after obtaining vigilance clearance and
approval of the concerned Level I executives.
6. Second level executives in the Institutes directly reporting to the Head of Institutes shall have L-II powers for which the
Organogram has to be vetted by Chief – HRD before approval of concerned Director and Director (HR), in order to
streamline and maintain uniform nomenclature under CRC.
7. For 2nd level MM and Finance positions, the proposal needs to be forwarded through Key Executive at Work Centre for
approval of Chief-MM and Chief- Corporate Finance respectively and Chief- HRD (Orders to be issued by Corporate
Establishment).

Notes relating to delegation of HR Powers
1. The powers of HR are to be exercised by the Controlling Officers and other specified authorities (levels) in respect of
employees working under their control. In charge – HR/ER will exercise these powers in respect of all the employees of
establishment they head.
2. Controlling Officer means an officer not below the level of E-2 and immediately above the concerned employee to whom
the latter reports for work. Officers at E-6 and above levels will be self –Certifying Officers for the purpose of T.A. and
other personal claims.
3. While exercising these powers, the authorities will follow the existing rules, regulations and latest instructions on the
subject.
4. These powers are of administrative nature and shall not require concurrence of finance, unless otherwise specifically

Appendix 1: Explanations/Clarifications relating to BDP
1. The basic philosophy followed in the BDP is to assign powers of capital expenditure to Level-I Executives (level IA to Level IE)
varying from Rs.35 Crore to Rs.1 Crore for Level-IA (AM-MH) to Level IE Executives. Powers for expenditure sanction
amounting to 20% and 5% of respective L-I executive have been delegated to L-II and L-III executives respectively to the extent
possible. Level IV executives have been delegated marginal powers to sanction only revenue expenditure in limited items.
2. It is expected that position of Level II/Level III shall be occupied by officers not below E6/E5 level respectively. Accordingly,
financial powers of Level II/Level III executives are delegated to executives not below E6/E5 level respectively. Wherever position
of Level II/Level III are not occupied by officers of requisite designation, these officers shall exercise powers vested with next
below level officer as delegated in BDP.
3. Cases beyond the powers of Level -1 executive shall require approval from competent authority under relevant item of powers of
Board Level Executives.
4. Administrative approval and expenditure sanction in respect of capital schemes is required to be obtained with due concurrence of
Finance, before incorporating the capital schemes in the budget save for schemes in respect of which only a token provision has
been kept.
5. In case of any capital scheme approved by competent authority, no separate expenditure sanction is required for individual items of
scheme.
6.
Any major change in physical parameters in an approved capital scheme (even within sanctioned expenditure) requires approval of
the sanctioning authority.
7. Wherever Level-I only has been mentioned without suffix A, B, C, D & E, it shall mean that all the categories (A, B, C, D & E)
under Level- I shall have the same powers mentioned against them.
8. Powers mentioned in BDP for different levels to be exercised only in the case of approved budget. The delegatee shall not exercise
the delegated power in anticipation of budget approval by the Board. In case of unbudgeted item/ insufficient funds, budget shall be
reappropriated as per powers for sanction of unbudgeted items/reappropriation powers. In case of operational requirement/
exigencies, Level I executive can allow release of PR for tender processing even without sufficient funds availability. However, in
such cases funds availability shall be ensured by user department prior to placement of Purchase Order / award of contract.
9. Financial Powers under BDP are for Administrative approval as well as Expenditure sanction unless specified other wise through
separate executive instructions.

10. Powers for Procurement / award of work to be governed by Powers of Material Management / Powers of Engineers unless power to
purchase/place work order is specifically provided under certain items in this BDP.
11. Full powers for expenditure sanction for stores and spares have been assigned to Level I. Wherever full powers are prescribed, they
shall mean sanctioning powers to the extent of budget provisions.
12. Indenting department can place indent for procurement of material / hiring of services / works subject to availability of proper
expenditure sanction. Before placing the indent, the indenting department shall reassess the need for the items and ensure that the
parameters on which items were budgeted and expenditure sanction obtained have not under gone change and justification exist
for procuring such items. In ICE system for cases covered through PR / PO route, expenditure sanction process has been activated
through PR release process.
13. The following principles /guidelines shall govern the exercise of delegated powers :
The Asset/Basin/Plant Managers are the fulcrum of core production and exploration activities with other Chiefs supporting these
activities and are principally accountable for production and reserve accretion in their given areas of operations. These executives
therefore need to be suitably empowered to enable them to discharge their responsibilities effectively. In case of any difference of
opinion within their respective areas of operation, the respective Key Executive, being in-charge, would have the authority to
decide on the issue, recording reasons and reporting the same to one level above.
14. Chief of Info-com (CIO) shall have expenditure sanction and procurement powers in respect of info-com items to be procured
centrally. Powers in respect of info-com items to be procured by various work centers shall vest with the respective Key Executives
as per delegation. CIO may however lay down the standards for various info-com items and also enter into Rate Contracts with
various vendors for facilitating standardization and procurement by various work centers
15. Clarification on terms “Each Case”, “Per Annum” and “Per Annum in Each Case” for expenditure sanction powers:
15.1 “Each Case” means each proposal
15.2 “Per annum” means cumulative expenditure sanction power under that head of BDP in a particular financial year.
15.3 “Per Annum in each case” means annual expenditure sanction power for individual cases.
15.4 For Item 15.2 and 15.3 In cases where sanction is required for more than one year, and powers under BDP are “Per annum”
or “Per annum in each case”, annual financial implication shall be considered for determining powers under BDP.
16. In respect of items for which delegation is made on “per annum” basis, the sanctioning authority shall maintain appropriate record
of the cumulative expenditure in his office for certification purpose. Expenditure already sanctioned should be mentioned in the
proposal.

17.
General Guidelines relating to powers for Purchase/Award of works
17.1 Level -I Executives have been vested with the powers to purchase material, hire services and award works contracts. Head of the
Material Management I/c Material Management function/Head of Works at work centers shall also have powers of purchase and
acceptance of tenders for lower value as specified under powers of MM / engineers, with a view to ensure that all lower value
proposals are not remitted to the Asset/ Basin Managers/ Head of Plants, etc. Other Executives supporting the I/c MM / Head of
Works have also been vested with marginal powers of purchase and acceptance of tenders.
17.2 In respect of powers of purchase, fabrication, repair & maintenance and other contractual services & works, a distinction has
been made between open tender, limited tenders and single tender on nomination basis.
17.3 In case of open tender if there is only one single acceptable tender, the powers of the respective purchase authority shall be 75%
of purchase powers under open tender if the bidder is a PSU and 50% of purchase powers under open tender if the bidder is a
private party.
17.4 In case of limited tender if there is only one single acceptable tender, the powers of the respective purchase authority shall be
75% of purchase powers under Limited tender if the bidder is a PSU and 50% of purchase powers under Limited tender if the
bidder is a private party.
17.5 When tenders are invited item-wise or group-wise and single acceptable tenders are received for one or more items/groups, then
tender accepting power for total tender, applicable for both open and limited tender, shall be exercised by the highest level of
authorities among the authorities listed below:
(i)
The tender accepting authority determined as per total value of items / group having more than one acceptable offer;
(ii)
The tender accepting authority determined as per total value of items / group having only single acceptable offers;
(iii) The tender accepting authority determined as per the original estimated tender value of all items / groups;
(iv)
The tender accepting authority determined based on the total value of all items / groups after the opening of price bid.
17.6 At the time of inviting tenders, the tender value is sanctioned value of the tender. CPA & TC level shall be based on the tender
value. However, after opening the price bids, if the evaluated price of lowest bid / bids is higher than the tender value and the
tender accepting power is not within the power of original CPA, then the CPA and TC level will be raised to appropriate higher
level.
17.7 Extent of Powers in the BDP are against open tender unless specified otherwise.
17.8 Conditions for limited tender (On fulfillment of any one of the conditions as mentioned below)
a. Procurement from empanelled firms for oil field specific items / services
b. Vendors / suppliers of items/ services are known and limited
c. Reliability of materials / services / works
d. Spares of OEM / OES or Proprietary Article when more than one source are available

e. Procurement up to Rs.25 Lakh
Prior approval of Competent Authority is required for the list of potential vendors / suppliers/ service providers along with the
Purchase Indent.
17.9 Conditions for Board Purchase
Purchase by a Board of Officers will be resorted to only in exceptional circumstances on fulfillment of any one of the
conditions mentioned below
(a)
(b)
There is urgent requirement for the materials/services/ works or
Firmed up / detailed specifications are not available / feasible, necessitating on the spot decision based on the
availability in the market.
Note:
(i). Prior approval of Competent Authority is required along with Purchase Indent.
(ii). Competent Sanctioning Authority not below Level-I is empowered to constitute a Board of Officers comprising MM
Executives having purchase power for value of Board Purchase and an executive each of equivalent level from
indenting Department and Finance.
(iii). If appropriate level of executives cannot be nominated, then next lower level executives available can be nominated.
However, the reasons should be recorded and board purchase proceedings have to be ratified by the authority that
approved the nomination of the board.
17.10
PROPRIETARY ARTICLE AND ITS CERTIFICATE
(i) An item is “Proprietary”, if that item (Hardware/equipment or Software) is made/developed and marketed by a
particular firm having the exclusive right to manufacture and sell it.
(ii) Proprietary Article/ Item can be procured, if the indenter ensures and certifies that only specific make and model are
acceptable, no other make and model is acceptable as substitute on technical reasons. Proprietary Article Certificate
(PAC) is to be issued by the Indenter. and is to be approved by competent authority in consultation with MM &
Finance.
(iii) OEM/OES spares for vehicles/machineries/tools/equipment, which are manufactured by particular firms only and for
which no substitute is available, are to be treated as proprietary articles. However, no PAC would be necessary for
procurement of such items, if competent authority approves it in consultation with MM
(iv) Stand by equipment and accessories from OEM / OES or authorized distributor of OEM/OES can be procured as
proprietary article without PAC provided Indenter certifies that no other make or model can be used as replacement
on technical ground and competent authority approves the same in consultation with MM
17.11 NOMINATION POWERS
17.11 A. The circumstances under which nomination powers given in the BDP can be exercised with detailed justification by Level I
Executives are as follows:

(i) Procurement of material, hiring of facilities/equipments/ services and award of work from OEM/OES/PAC cases.
(ii) Operational urgency subject to reliability
(iii) Hiring of Consultants/Domain Experts/Professional agencies
(iv) Functional exigencies/Special events
(v) Emergencies like flood, fire, civil disturbances, war, cyclones, blow out and operational break down
17.11 B Prior approval of Competent Purchase Authority is required along with Purchase Indent. However, in EPC cases preliminary
approval can be taken from Director concerned and final approval from EPC can be taken at the time of award of work.
17.11 C Reporting mechanism:
(i)
All works including purchases, services and sales awarded on nomination basis above Rs.1 Crore should be reported
to the Board for information on quarterly basis.
(ii)
All works including purchases, services and sales awarded on nomination basis above Rs.10 Lakh and up to Rs.1
Crore shall be reported to the Executive Purchase Committee for information on quarterly basis.
(iii)
All works including purchases, services and sales awarded on nomination basis up to Rs.10 Lakh shall be reported to
the Concerned Director on quarterly basis.
(iv)
Purchase of spares / repairs through OEM / OES and Purchase on PAC basis will not be treated as purchase on
nomination basis for reporting purpose.
The above reporting Mechanism shall be followed as modified from time to time. Report for nomination cases should be
submitted through concerned Key Executive with his due endorsement and also containing all details and justifications for award
on nomination basis.
17.12 TC is required for Procurement under Open Tender / Limited tender / single tender / OEM / OES / PAC/ Finalization of ONGC
Rate Contract for cases above Rs.5 Lakh. TC is also required for negotiations for tenders of any value.
17.13 However, no TC is required for placement of individual orders against DGS&D and ONGC rate contract. In addition, no TC is
required for tender upto Rs. 5 Lakh in each case.
17.14 If the required level of TC member is not posted/ not in station (on leave/tour) at a work centre then the TC member will be of
the next lower level available and /or as nominated by the Tender accepting authority. Level–I shall have full powers in such
cases.
17.15 PROCESSING OF TENDERS :
A. HR Department:
(i)
I/c HR/ER shall have purchase powers for floating tenders in case of catering, house keeping and other general
services for value upto Rs.10 Lakh in each case. TC (wherever applicable) will comprise of members of Finance and
HR/ER
(ii)
Empanelment of hotels should be done by HR/ER on the recommendation of the Committee having members of

Empanelment of hospitals/Doctors shall be done by HR/ER based on the recommendation of the Committee having

B.
Logistics Department:
Logistics Department shall have purchase powers to award work for hiring of goods and passenger transport upto
Rs.10 Lakh in each case. However, TC (wherever applicable) will be held with members of Finance & Logistics.
C.
Engineering Department:
(i) Contract services including AMCs, Grass Cutting in GGS/CTF, Plants, etc, upto Rs.10 Lakh in each case may be
handled by Engineers under Powers of Engineers.
(ii) Works as defined in works manual below Rs. 100 Lakh pertaining to Engineering Services may be handled by
Engineers under Powers of Engineers.
(iii) Electrical works pertaining to building construction and all civil works irrespective of value shall be handled by Civil
& Electrical Engineers under Powers of Engineers relating to works and Turnkey contracts
D.
Other User Department:
(i)
All procurements upto Rs.25000 per case can be done by user department directly
(ii)
Works as defined in works manual, below Rs. 100 Lakh (except Electrical works pertaining to Building construction
and all civil works).
(iii) Repairs / AMC from OEM / OES up to Rs. 10 Lakh in each case.
(iv)
Any specialized job like consultancy, appointment of auditors, certification agencies, etc shall be handled by
respective user department up to Rs 25 Lakh in each case.
E.
MM Department:
All other cases which are not specifically defined above shall be dealt by MM.
17.16 Notes common for Procurement of Material, Hiring of Services and Award of Work
Contracts:
(i)
Tenders for works as defined in Works Manual shall be processed as per Works Manual. All Other procurement / services cases
shall be processed as per MM manual.
(ii) Due care has to be taken while proposing the mode of tender so as to get the competitive rates.
(iii) GRV shall not be required for purchase of consumables up to Rs.10000.
(iv) GRV shall also not be required for purchase of materials for special events like seminars, conferences, training, meetings and
sports events provided the item is to be consumed during the same event and need not be kept in stock.
