Condition 13 I cannot recommend the discharge of this condition. No plan has been submitted showing how a refuse wagon or fire tender can turn on site and leave in a forward gear. Condition 14 I cannot recommend the discharge of this condition. The number and location of parking spaces for bicycles is not acceptable. I repeat the relevant section of the county council’s response to the planning application here: “Given that there are 70 bed spaces and 70 staff on a three shift pattern, and the site has the potential to attract a higher than average level of cycling by staff and visitors as a result of its location close to a large residential area with relatively high levels of existing cycling, this appears to be a very low number. The county council does not have adopted standards for cycle parking for residential care homes. It is considered that a minimum of 25 secure cycle parking spaces should be provided. These should be located more attractively than is shown on the site layout plan at present – it is shown on the far side of the car park from the entrance. For it to be as attractive as possible it should be directly outside the main entrance (or very close by).” It seems possible that the bicycle shed in its current location could be enlarged to accommodate more bicycles. This could be acceptable for staff parking. However, parking for visitors definitely needs to be more conveniently located. Such visitor parking does not necessarily need to be covered given that visitors are more likely to be shorter stay. This should mean that providing Sheffield stands much closer to the building entrance is possible. Possible options to be explored are roughly shown below: This image cannot currently be displayed. Condition 16 I cannot recommend the discharge of this condition. The document submitted by the applicant to support discharge of the condition appears to have incorrectly quoted the condition. It says the condition is: No development shall commence until a Construction Transport Management Plan, to include details of:a) Parking for vehicles of site personnel, operatives and visitors b) Loading and unloading of plant and materials c) Storage of plant and materials d) Programme of works (including measures for traffic management) e) Measures to prevent the deposit of materials on the highway f) On-site turning for construction vehicles has been submitted to and approved in writing by the Local Planning Authority. Only the approved details shall be implemented during the construction of the development. The actual condition on the decision notice is: Prior to commencement of the development hereby approved, a Construction Traffic Management Plan shall be submitted to and approved in writing by the Local Planning Authority. Thereafter, the approved Construction Traffic Management Plan shall be implemented and operated in accordance with the approved details. As such the scope of the submitted CTMP is less than we would normally expect which is as follows: The CTMP must be appropriately titled, include the site and planning permission number. Routing of construction traffic and delivery vehicles is required to be shown and signed appropriately to the necessary standards/requirements. This includes means of access into the site. Details of and approval of any road closures needed during construction. Details of and approval of any traffic management needed during construction. Details of wheel cleaning/wash facilities – to prevent mud etc, in vehicle tyres/wheels, from migrating onto adjacent highway. Details of appropriate signing, to accord with the necessary standards/requirements, for pedestrians during construction works, including any footpath diversions. The erection and maintenance of security hoarding / scaffolding if required. A regime to inspect and maintain all signing, barriers etc. Contact details of the Project Manager and Site Supervisor responsible for on-site works to be provided. The use of appropriately trained, qualified and certificated banksmen for guiding vehicles/unloading etc. No unnecessary parking of site related vehicles (worker transport etc) in the vicinity – details of where these will be parked and occupiers transported to/from site to be submitted for consideration and approval. Areas to be shown on a plan not less than 1:500. Layout plan of the site that shows structures, roads, site storage, compound, pedestrian routes etc. A before-work commencement highway condition survey and agreement with a representative of the Highways Depot – contact 0845 310 1111. Final correspondence is required to be submitted. Local residents to be kept informed of significant deliveries and liaised with through the project. Contact details for person to whom issues should be raised with in first instance to be provided and a record kept of these and subsequent resolution. Any temporary access arrangements to be agreed with and approved by Highways Depot. Details of times for construction traffic and delivery vehicles, which must be outside network peak and school peak hours. Clearly some of that detail has already submitted in which case it should simply be restated in the revised CTMP. We welcome the proposals in the submission that off-site holding areas for deliveries will be identified to allow drivers to check there is space on site for them to be accommodated. However I do not believe that the space identified southbound on the A44 in Yarnton is suitable – it is a petrol filling station. The northbound is a constrained layby. However, if the applicant can clarify that this is not used by school buses and/or that deliveries will not coincide with school bus timetables, this should be acceptable. In terms of delivery times we would normally expect the CTMP to state categorically that no deliveries would be allowed 0730-0930 and 1630-1830. It is not acceptable to say as the CTMP does currently that these times will be avoided where possible. It is not acceptable to us for the CTMP to state that parking for site operatives will be on the A4260 service road shown on Appendix 2. Alternative arrangements should be proposed. We appreciate that the site is not the biggest but is there really not scope to create some kind of temporary parking facility for staff? The site is well located for public transport. The CTMP should certainly talk about how staff will be encouraged to use public transport or share lifts. In terms of on-site turning, the plan shows the turning area being provided on the final layout plan – will this always be available throughout the construction period? Condition 22 We have no objections to the discharge of this condition.
