President’s Message
We celebrate American Independence Day on the Fourth of July every year.
We think of July 4, 1776, as a day that represented the Declaration of Independence and the birth of the United States of America as an independent nation. But July 4, 1776, wasn’t the day that the Continental Congress decided to
declare independence (they did that on July 2, 1776). It wasn’t the day we
started the American Revolution either (that happened back in April 1775). And
it wasn’t the day Thomas Jefferson wrote the first draft of the Declaration of
Independence (that was in June 1776). It also wasn’t the date it was signed
(that was August 2, 1776).
So What Happened on July 4, 1776?
The Continental Congress approved the final wording of the Declaration of Independence on July 4, 1776. They’d been working on it for a couple of days after the draft was submitted on July 2nd and finally agreed on all of the edits
and changes. Hence, July 4, 1776, became the date that was included on the
Declaration of Independence.

Western USA has a surplus of water, but the legislature seems to have no vision or
plans for getting more water to California. Mulholland, LA Aquaduct-1913, had a
vision for Los Angeles. Edmund Brown, the California Aqueduct, had a vision for
CA. Since the 1960’s the last addition was in 1997, Coastal Branch, which brought
water to the San Joaquin Valley and So Cal. An extension of the aqueduct northwards has stalled since the late 1970’s. One solution is to extend the aqueduct to
Oregon, there are many others. Recent growth of So. Cal cities at one percent per
year means that So. California needs more water for the foreseeable future.
The Water Shortage problem is finally being addressed by Republicans to use
funds for repair and increase Dams-see Howard Jarvis Assn (jhta.org). Brown plans
to reject Environmentalists plan, he approved 2 tunnels under San Joaquin Deltacalwatchdog.com.
