the Non-POL non-bullion imports i.e. by 29.3 per cent in 2010-11.

2010-11 indicating the surge in imports from China.

Manufacturing in past few years, primarily due to fast rising cost of production,
and infrastructure bottlenecks.

Th e u n fa ir p r a ct ices s u ch a s d u m p in g of s u b s t a n d a r d glu t p r od u ct ion in to
India from China also seems to partially responsible for surge in import. In d ia s
anti-dumping in it ia t ion s in cr ea s ed t o 5 5 in 2 0 0 8 , fell t o 3 1 in 2 0 0 9 , b u t a ga in
in cr ea s ed t o 4 1 in 2 0 1 0 . The main cou n t r ies in volved in t h es e in ves t iga t ion s
a r e Kor ea RP, Ch in es e, Ta ip ei (Taiwan), etc.. Or Are i m p o r t fr o m o t h e r t h a n
Ch i n a t o In d i a i s g e t t i n g r e p l a c e d b y Ch i n e s e i m p o r t ? It m a y b e p os s ib le
t h a t t h e im p or t fr om cou n t r ies ot h er t h a n Ch in a t o In d ia is in cr ea s in g b ein g
replaced by cheap Chinese import.

any, are the most important questions to be answered first. If the answer is yes

investigation to look into the questions.
OBJECTIVES OF THE STUDY:
(i).
To id en t ify t h e in d u s t r y s u b -group, a n d p r od u ct s wh er e t h e im p or t ,
especially form Chinese, is impacting t h e d om es t ic manufacturing
production;
(ii).
To id en t ify t h e in d u s t r y s u b gr ou p , a n d p r od u ct s wh er e t h e im p or t fr om
China is replacing the import to India from countries other than China;

The data of industrial production for 268 items is sourced from the Office
of t h e E con om ic Ad vis er , Dep a r t m en t of In d u s t r ia l Pr od u ct ion & Policy (DIPP),
Min is t r y of Com m er ce & In d u s t r y. Th e d a t a on exp or t s a n d im p or t s is t a k en
from the Department of Commerce, Ministry of Commerce & Industry. The data
on im p or t , exp or t a n d d om es t ic p r od u ct ion for 2 6 8 it em s is synchronized b y a
con cor d a n ce b et ween t h e ITC (HS ) cod e and NIC Cla s s ifica t ion of in d u s t r ia l
Pr od u ct ion a t 5 Digit level. E a ch HS cod e it em for im p or t is regrouped against
it s r es p ect ive d om es t ic in d u s t r ia l p r od u ct ion a t NIC-5 d igit cod e. Th e im p or t
fr om Ch in a for t h e 2 6 8 it em s h a s a ls o b een h a r m on ized in t o t h e NIC
cla s s ifica t ion a t 5 d igit level. The s t u d y cover s a period of s even yea r s 2 0 0 4 -05
to 2010-11.
E ven a ft er con cor d a n ce, t h e figu r e for im p or t , exp or t a n d d om es t ic
industrial production may not directly be comparable. The domestic production
figures for the 268 items are reported in different units e.g. tones, rupee crores,
m et er s et c., a n d m a y n ot b e d ir ect ly com p a r a b le wit h on e a n ot h er a n d wit h
im p or t figu r es . Th e im p or t figu r es h owever , a r e a va ila b le u n ifor m ly in va lu e
t er m s a n d t h er efor e ca r r y effect of t h e in fla t ion , wh ich m a y b e a b s en t fr om
m a n y of t h e d om es t ic p r od u ct ion figu r es r ep or t ed in t er m s of p h ys ica l ou t p u t .

LIMITATIONS OF THE STUDY:

RESULTS AND DISCUSSION
Index of Industrial Production (IIP) for 268 Items
The 268 items accounted for 23 % of the total Import to India in 2010-11
a n d 4 5 .6 % of t h e In d ex of In d u s t r ia l Pr od u ct ion . Th e in d ices of IIP (268
it em s ), Im p or t a n d E xp or t respectively h a ve gr own t o 2 0 7 .8 , 1 8 7 3 .1 , a n d 2 4 3 .4
in 2 0 1 0 -11 over t h e b a s e of 2 0 0 4 -05 (Table-1). Th e im p or t h a s b een gr owin g
consistently above the growth of IIP and the Export. In 2010-11 there is a surge
in t h e im p or t gr owt h . Th e con s is t en t a n d r ela t ively h igh im p or t gr owt h h a s led
t o in cr ea s e in t h e s h a r e of 2 6 8 it em s im p or t in t ot a l im p or t t o 2 7 % in 2 0 0 8 -09
and 23% in 2010-11 (Table- 29 in Annexure).

now increasingly being replaced by Chinese imports in these selected items.
USE BASED CLASSIFICATION
As p er t h e Use-based cla s s ifica t ion of IIP (2 6 8 it em s ), t h e im p or t s h a r e of
t h e Ca p it a l Good s is la r ges t (8 .8 % in 2 0 1 0 -1 1 ), followed b y Con s u m er Good s
(6 .5 % a n d in t er m ed ia t e good s (4 .7 %), a n d Ba s ic Good s (2 .9 %) (Table 2 9 . in
Annexure).
Basic Goods
Th e va lu e of t h e IIP of Ba s ic Good s h a s gr own t o 1 6 8 .4 in 2 0 1 0 -11 over
the base 2004-05 (Table 2). Comparatively the Import Index has grown to 534.6
d u r in g s a m e p er iod . Th e Ch in es e In d ex h owever , h a s gr own even fa s t er to
4 3 0 7 .4 in 2 0 1 0 -11 over t h e b a s e of 2 0 0 5 -06 t h a n Im p or t In d ex a n d IIP. Th e
s h a r e of t h e Ba s ic good s it em s in t h e t ot a l Ch in es e im p or t , h owever r em a in
a lm os t s t a gn a n t . Ma jor Ba s ic Good s , in t er m s of va lu e, im p or t ed fr om Ch in a
are Alu m in u m , Cop p er a n d Cop p er Pr od u ct s , Alu m in u m S h eet s / Pla t es ,
Aluminum Foils, Carbon Black, Wires (Copper), and Cement All Kinds.

Oleum, Copper and Copper Products etc increased considerably in 2006-09 but
moderated thereafter. The period, 2006-09, is of high industrial growth in India
wh ich m igh t s u b s t a n t ia t e t h a t t h e h igh d om es t ic in d u s t r ia l gr owt h is
increasingly fueled by larger import of basic goods from China.
