Referee sheet / greetings announcement: Below are specific things to be mindful about throughout the weekend regarding games and the tourney event in general. First, thank you for making yourself available to officiate this year’s Tiki Taka youth tourney event. We have 32 teams ranging in age, U9 to U18. We have some teams that have traveled from Lexington, KY and the Cincinnati, OH / Northern KY area. Things to be mindful of…we want to make sure we understand that some of the teams in the tourney have not played in a futsal program before, so when it comes to the 4 second call please don’t start as soon as the ball is stationary and on the line (make it a 6 count), this also goes for the GK. Also, when it comes to the foot fault infraction, lets use this particular infraction the first time around it happens as a warning. We will not have enough time to have a long speech with teams at the beginning of the game so we will have to do our best to point out things to teams during games played. Also, we have to be mindful of games regarding the time involved with each games that are played this weekend. The tourney game schedule has been coordinated in a way where games need to pop off every 50 minutes. This involves keeping the items noted below (“LAW7: The Duration of the Match:”) in mind when facilitating the game schedule. It would be nice to use the score clock to indicate how much time before the next game starts, how much time for halftime, etc. Also, please make sure, especially at those facilities that have two courts, we are making sure that the teams on the court for the beginning of the game are the correct teams. We don’t want to have a situation where two teams played versus each other that were not supposed to play at that time. Next, teams are coming in on shifts (ex. U9/10 division Group A pool play) when playing their 3 to 4 pool games. This is the best way the schedule could be done for some age divisions since there were so many dynamics to play out when accommodating requests. The teams will either play back to back scenarios or get a break in between their games. At each facility the game schedule will be posted for all families to see. There will also be a tally sheet on display that will keep record of scores of games play, aside from the score sheets that the officials will use to record game scores at their designated court. This tally sheet will be used to record scores, but the officials score sheet at that court needs to be compared in case there is a mistake. The tally sheet is used to not only keep track of game scores, but determine what teams in group play advance to Sunday’s extended play day (Play in game for U11/12 EPL Division & Semi final rd, Semi finals for U9/10, Semi finals for U11/12 La Liga Division, Semi final for Open H.S. boys Division, and the Championship game for the U13/14 Division). At each facility there will be a designated lead official. This official will be the one that is consulted with when making final decision on matters that need to be discussed. Each facility will have an administrator table setup where all items (schedule / tally score sheet) will be on display with a Louisville Futsal staff person stationed. This person will help document scores that officials turn in on that tally score sheet on display at their station. LAW 7: The Duration of the Match: The duration of the game will be: Two (2) Twent (20) minute halves One three (3) minute half time One 1 minute Time-out per game No Overtime in pool play Official time of game will be kept by way of a scoreboard for all matches. In the event there is not scoreboard, or if it malfunctions the referee will be the official timekeeper. Games played beyond pool play (Semi Finals / Championship games), in the event that there is a tie at the end of regulation teams go immediately into PKs; best out of 5 shooters or make / miss scenario if game has not been decided on after the first 5 PK shooters. In the event there are not enough players to make a new 5 shooters for another round of PKs, the players that did not shoot in the previous round have to shoot for sure plus however many other players they need from those players that just shot to make 5 players that round. Louisville Futsal / FIFA Futsal Rules 1) Goal kicks are called goal clearance in Futsal. This restart is executed by the GK using their hands to put ball back into play, clearing the penalty box before a field player can touch it (cannot kick the ball back into play). 2) Passback rule to the GK. In the flow of play when a GK makes a save and distributes the ball back into play the GK can be used as a passback option (outdoor rule applies; GK can only use feet in this instance). In regards to the goal kick / goal clearance executed the field player(s) can’t use the GK again until the team plays the ball past half field, or the opposing team touches the ball within the defensive half of the team in possession, or if the GK’s team is taking a kickin from out of bounds. 3) Substitution is exectued on the Flie during play. The substitute occurs on the sideline within the designated 5 yard area or directly in front of the team’s bench with the tag of a hand between the two players. Failing to execute this substitution technique (could) will result in a free kick for the opposing team at the spot where the infraction occurred. 4) All out of bounds are indirect kicks accept for the corner kick (just like thrown-in with outdoor soccer). 5) Restarts/Free kicks need to be taken within (approximately) 4 seconds once the ball has been placed at the spot and ball completely stopped. 6) At all times during the game the GK only has (approximately) 4 seconds to get rid of the ball (either when in their hands or feet). This rule doesn’t apply if the GK is on their offensive half of the court. 7) (Louisville Futsal enforced Rule) GK…when throwing the ball from their hands, the GK can’t throw the ball in the air over the 3 clearly marked lines on the futsal court. Doing so will give the opposing team a direct free kick from the second penalty mark located closest to the opposing teams attacking goal. 8) In one half, if a team accumulates 5 team fouls (accumulated foul is any infraction that results in a direct kick), the next foul (6th team foul) on that team will result in a free kick for the opposing team at the second penalty mark (the defending team’s players can’t form a wall for this free kick). This continues to happen for any other accumulated (direct kick) fouls that keep occurring within that one half. The team foul rule starts over after half time, but accumulated fouls that happen in the 2nd half will carry over into OT if this takes place. 9) (Accumulated foul situation) When advantage is given by official to a play where a foul has occurred, the official will record this foul (as long as it was a direct kick infraction), but advantage will be given. So, an accumulated foul can occur without actually giving a team a direct free kick because advantage was granted. ABSOLUTELY NO SLIDE TACKLING; KEY WORD - SLIDING WITH THE INTENT OF TACKLING AND RESULTING IN MAKING CONTACT WITH PLAYER!!!
