ZONING PERMIT MOBILE HOME (ZPMH) SUBMITTAL CHECKLIST
(A PRINCIPLE DWELLING UNIT,
TEMPORARY USE DURING CONSTRUCTION OF RESIDENCE,
TEMPORARY STORAGE (UNLESS OTHERWISE SPECIFIED), TEMPORARY ACCESSORY FARM USE,
TEMPORARY ACCESSORY USE DURING MEDICAL HARDSHIP, TEMPORARY ACCESSORY USE AS AN
OFFICE AND MOBILE HOMES IN THE C (COMMERCIAL) OR I (INDUSTRIAL) ZONE DISTRICT)
APPLICATION REQUIREMENTS:
_____ One original application form
_____ One original drawing. A scaled drawing of the property (1"=50') needs to show the proposed location of
the mobile home. Include distances between the property lot lines and proposed mobile home and all
other existing structures on the property; access to the property (indicate whether it is existing or
proposed) ; County, State, or Federal road rights-of-way; amount of road frontages; location and
measurements of any easements; and any proposed structures to be located on the property.
_____ One original Weld County Road Access Permit Application Form. PICTURES MUST ACCOMPANY
PERMIT.
_____ Copy of a document showing evidence of adequate water supply (e.g. well permit or letter from water
district). This is not required if applying for temporary storage of a mobile home.
_____ Copy of a document showing evidence of adequate methods of sewage disposal (e.g. septic permit).
This is not required if applying for temporary storage of a mobile home.
_____ One copy of deed or legal instrument identifying applicant's interest in the property. Copy of recorded
instruments may be obtained from Weld County Clerk and Recorder's Office or a title or abstract
company.

One copy of affidavit and certified list of the names, addresses and the corresponding Parcel
Identification Number assigned by the Weld County Assessor of the owners’ of property (the surface
estate) within 500 feet of property being considered. This list shall be compiled from the records of the
Weld County Assessor, the Weld County Website, www.co.weld.co.us, or a person qualified to do the
task, and shall be current as of a date no more than thirty (30) days prior to the date the application is
submitted to the Department of Planning Services.
_____ One copy of the completed Application for a Mobile Home Building Permit
_____ Application fee
_____ An additional investigation fee shall be added to the cost of the permit application when specific land,
uses, building, manufactured homes, mobile homes, and structures that require a permit by the Weld
County Code are located, moved, operated, or constructed prior to obtaining a permit. The investigation
fee shall be fifty percent of the fee established by separate action by the Board of County Commissioners
for land-use applications. The payment of such investigation fee shall not relieve any persons from fully
complying with the requirements of the Weld County Code, nor from any other penalties.
_____ The applicant shall submit 1 packet containing one original of all of the above. The packet shall be
bound with either paper clips or binder clips (no substitutes). Applications bound in any other fashion
may be returned to the applicant without review. The Department of Planning Services may request
additional information, application packets and/or fees that will aid in the review of the Zoning Permit
application.

or other evidence deemed suitable by the Department of Planning Services. The letter shall be submitted
as a part of the zoning permit application and shall verify that the subject is physically impaired and
requires full-time care.

Fees are non-refundable and due at time of application submittal. Fees are set by the Board of County
Commissioners by Resolution. County Staff is not authorized to negotiate fees and cannot, under any circumstance,
change, reduce, or amend the fees set forth in the Weld County Planning Fee Schedule.
PURPOSE
The purpose of this packet is to provide applicants with information regarding the Weld County Zoning Permit for
a Mobile Home process. It is the responsibility of the applicant to be knowledgeable of the specific requirements
of the ZPMH application process. Specific requirements regarding Zoning Permits may be found in Section 23-1140, of the Weld County Code.
GENERAL INFORMATION
BUILDING PERMITS
Building permits are required for all mobile homes in addition to the Zoning Permit for Mobile Homes. The
building permit may be obtained from the Building Inspection Department, at 1555 N. 17th Avenue, Greeley,
Colorado 80631, Phone 353-6100 x3540. Or online at www.co.weld.co.us/Departments/BuildingDepartment
The permit will be released only after approval of the Zoning Permit.
MOBILE HOME
A transportable STRUCTURE which as originally built exceeds either eight feet in width or thirty-two feet in length,
was originally built on a chassis and was originally designed to be used as a year-round DWELLING UNIT with or
without a permanent foundation. A SINGLE-FAMILY DWELLING which is certified pursuant to the “National
Manufactured Housing Construction and Safety Standards Act of 1974," 42 U.S.C. 5401 et seq., as amended, but
does not meet all of the other provisions of the definition of MANUFACTURED HOME is considered to be a
MOBILE HOME. A MOBILE HOME or MANUFACTURED HOME shall not be converted to any USE other than a
SINGLE FAMILY DWELLING and shall not be allowed to deteriorate to the condition of a DERELICT MOBILE
HOME. A Mobile Home or Manufactured Home, Converted or in its Original Condition, shall not be utilized as an
AGRICULTURALLY EXEMPT BUILDING or as a Temporary Structure for Storage.
MANUFACTURED STRUCTURE:
Any factory-assembled STRUCTURE with or without service connections that is not a DWELLING.
RECREATIONAL VEHICLE DEFINITION
A transportation structure or self-propelled vehicle with or without flexible, removable or collapsible walls and
partitions designed to be used as a dwelling for travel, recreation or vacation uses. The term recreational vehicle
shall include: motor home, camper bus and travel trailer, but shall not include pickup trucks with camper shells
that do not extend above the cab of the truck. For the purpose of this Ordinance, a recreational vehicle shall be
subject to all requirements and restrictions for mobile homes as provided in this Ordinance when its placement is
intended for non-transient residency. A recreational vehicle shall not be used for temporary storage, temporary

accessory farm use, temporary accessory use during a medical hardship, temporary accessory use as an office,
or as a principal dwelling unit. (Only utilized for Temporary during Construction)
APPLICATION REQUIREMENTS
The submission requirements are explained in Section 23-4-130 through Section 23-4-230 of the Weld County
Code. No Zoning Permit for a Mobile Home application shall be assigned a case number or be reviewed until all
required items on the Zoning Permit submittal checklist have been completed and submitted to the Department of
Planning Services.
ADMINISTRATIVE REVIEW
The Board of County Commissioners delegates the authority to issue a zoning permit for a mobile home which
otherwise requires the approval of the Board of County Commissioners through a public hearing process to the
Department of Planning Services upon the determination by the Department that:

The applicant is in compliance with the criteria identified in the Weld County Code, for the specific
category of zoning permit that is being applied for.

The Department of Planning Services has sent notice and received signed notification of at least thirty
percent of surrounding property owners within five hundred feet of the subject property in opposition to
the location of the mobile home. The petition shall indicate that the surrounding property owners who
have signed the notification have objections to the issuance of a zoning permit for the mobile home. Any
notice not received within twenty one days shall be deemed a positive response of said request.

If the Department of Planning Services has sent notice and received signed notification of at least thirty
percent of surrounding property owners within five hundred feet of the subject property in opposition to
the location of the mobile home. The petition shall indicate that the surrounding property owners have no
objections to the issuance of a zoning permit for a mobile home. Any notice not received within twentyone days shall be deemed a positive response of said request.
INVESTIGATION FEE

An additional investigation fee shall be added to the cost of the permit application when specific land,
uses, building, manufactured homes, mobile homes, and structures that require a permit by the Weld
County Code are located, moved, operated, or constructed prior to obtaining a permit. The investigation
fee shall be fifty percent of the fee established by separate action by the Board of County Commissioners
for land-use applications. The payment of such investigation fee shall not relieve any persons from fully
complying with the requirements of the Weld County Code, nor from any other penalties.
