This committee provides delegates the opportunity to make decisions regarding the reconstruction of Hogwarts, the maintenance of domestic and international relations, how to uphold the Statute of Secrecy, and what to do with supporters of the Dark Lord’s regime. Delegates will be expected to use their magical and political resources to best address the problems that arise as they embark on the journey of restructuring the Wizarding World. I do not expect delegates to have seen every movie or read every book (although if you haven’t, I certainly recommend it!) The committee will be based on the information provided in the Background Guide and has many political aspects that are applicable in both this committee and real life. Letter from the The Ministry of Magic I am pleased to inform you that you have been invited to attend a reconstructive meeting of the Ministry of Magic. My name is Alex Mackey and I am a third year International Studies and French and Francophone Studies major at the University of Florida. I have been involved with Model UN since my freshman year of high school, competing in conferences in Washington DC, St. Augustine, Baltimore, Charlottesville, Tallahassee, Fort Myers, Chapel Hill, and Boston. I currently serve as the Undersecretary for Logistics of GatorMUN, our high school conference, and am thrilled to have the opportunity to direct a committee that combines two of my favorite things: politics and Harry Potter. Sincerely, Alexandra Mackey The Ministry of Magic Director 2 Parliamentary Procedure Committee will operate in a perpetually moderated caucus. All delegates must vote during a procedural matter and procedural motions will require a simple majority to pass unless stated otherwise by the chair. Point of Order A point of order may interrupt a speech and may be used when a delegate feels the chair or another delegate is incorrectly following parliamentary procedure. Point of Inquiry A point of inquiry may not interrupt a speech and may be used to direct a question to the chair, but speeches will not be entertained using points of inquiry. Point of Parliamentary Inquiry A point of parliamentary inquiry may be used to ask a question to clarify a parliamentary procedure and cannot interrupt a speech. A point of information may not interrupt a speech and can be used to clarify a point or motion, or to bring substantive information to the attention of the chair. Speeches will not be entertained using this point. Point of Personal Privilege A Point of Personal Privilege can be used when a delegate’s ability to debate is harmed for any reason. This can be used to address temperature of the room or a delegate’s inability to hear the speaker. This point can interrupt the speaker. Right of Reply The Ministry of Magic Point of Information Right of Reply can be used when a delegate feels that their dignity or integrity has been deliberately offended. Right of replies are to be written and sent to the chair. The chair will use chairs discretion as to when to invoke it. Motion for a Moderated Caucus A motion to enter a moderated caucus must specify the topic, length, and speaking time. Much of the committee will be spent in a moderated caucus. Motion for an Unmoderated Caucus A motion for an unmoderated caucus must only specify the length of time. Unmoderated caucuses should be used to work on notes and directives. Motion to Introduce Documents A motion to introduce documents must be made in order for them to be discussed in debate. Motion to Split Directive Clauses A motion may be made to vote on directive clauses separately; requires a second and a majority to pass. 3 Introduction Lord Voldemort is viewed in the Wizarding World as the darkest wizard of all time, eclipsing even Grindelwald1 for this title. After his most recent reign of terror, Voldemort has left the wizarding community devastated in the after effects of war. Hundreds of people, magical and otherwise, were tortured and killed, Hogwarts School of Witchcraft and Wizardry was destroyed, and the Ministry of Magic was infiltrated by evil. Although Harry Potter and his dedicated supporters finally finished off Voldemort, the world is still left in shambles from the Dark Lord’s rule. The Ministry of Magic The Battle of Hogwarts was the deciding battle in the latest war of the Wizarding World. In the battle, Voldemort and his most loyal followers, the Death Eaters, stormed the castle and fought against teachers, students, family members, and everyone else who came to help. Although there were countless casualties and mass destruction to the castle, Harry Potter's team was ultimately successful. This battle will go down in history as a turning point for the Wizarding World. Currently, Kingsley Shacklebolt, an avid supporter of Harry Potter and a trusted Ministry employee, has been named interim Minister of Magic. He was not elected to this position and therefore cannot hold it permanently, but will remain Minister until the Heads of the Ministry’s departments determine that there is enough stability to hold an election. However, many other matters must first be addressed, and the wizarding community views Shacklebolt as perfectly capable of performing the duties of Minister for the time being. The Ministry of Magic is now tasked with the job of rebuilding the Wizarding World. This may mean a combination of returning some aspects of politics and society to how they were before the war and reevaluating other areas that could be improved. The uprising led by Voldemort, and its significant amount of support, is evidence that there has been unrest within the magical population that should be better addressed by the Ministry moving forward. The Ministry should focus on maintaining the secrecy of the Wizarding World, determining how to deal with the remaining supporters of Lord Voldemort, improving relations, both domestic and international, of the Wizarding World, and rebuilding Hogwarts School of Witchcraft and Wizardry. The first ministerial meeting being held is one month after the Battle of Hogwarts. It should be noted that all information in the novels (excluding the epilogue of Harry Potter and the Deathly Hallows) will be considered factual, but new information from Harry Potter and the Cursed Child should be disregarded. 4 1 Grindelwald is a dark wizard who led a revolution to dominate muggles, committing mass murder and genocide in the process (Harry Potter Wiki) Major Themes Maintaining Secrecy of the Wizarding World The muggle Prime Minister refers to the head of the United Kingdom and the British muggle community. The Prime Minister is informed of the Wizarding World when they take office and updated on events that are likely to impact their constituents or put the British muggle community in danger. For example, he was informed of the rise of Lord Voldemort. While this technically violates the Statute of Secrecy, the Ministry of Magic agreed that it is necessary to maintain order and prevent any investigations for odd occurrences. It was decided that even if the Prime Minister were to reveal information about the Wizarding World to anyone, this would likely be met with disbelief and therefore does not pose a threat to secrecy3. The task of maintaining the Statute of Secrecy typically falls under the Improper Use of Magic Office, the Accidental Magic Reversal Squad, the Obliviator Headquarters, and the Muggle-Worthy Excuses Committee. These departments all play a direct role in this task as their skills are necessary in the event of a threat to secrecy, but upholding the secrecy of the Wizarding World is something that all workers in the Ministry of Magic strive to achieve. As the Ministry continues to redevelop, ensuring that the Wizarding World is kept secret from muggles must be a consideration. The Ministry of Magic The International Statute of Wizarding Secrecy (Statute of Secrecy) has been the basis for protecting the wizarding community from muggles since 16892, and therefore, will likely be upheld by the Ministry of Magic moving forward. In order to continue this precedent, the Ministry will have to address the vast number of magic sightings by muggles during the war. In the past, the Ministry has reached out to the muggle Prime Minister to take collaborative action in these situations. Additionally, Lord Voldemort was particularly effective with his anti-muggle propaganda campaigns. As a result, a large population of wizards now view muggles as inferior, which could potentially lead to further violence against muggles. During the Dark Lord’s reign, acts of terror took place against muggles, including senseless killings and torture. The muggle casualties were particularly high during this war because no one was able to police the Death Eaters due to the fall of the Ministry4. This is not only intolerable for humanitarian reasons, but also because these acts could compromise the overall secrecy of the magical world. In order to continue to coexist with the muggle world peacefully, the 2 The Statute of Secrecy includes a series of guidelines to conceal the Wizarding World from muggles, including limitations on magical beasts, dress code in the muggle world, and the banning of participation in muggle sports. Each Ministry is in charge of maintaining secrecy in their respective regions to ensure that muggles are not aware of a magical presence (Harry Potter Wiki) 3 Found from “Harry Potter Wiki” 4 Information found in Harry Potter and the Deathly Hallows 5 Ministry will have to ensure that this violence no longer occurs and that muggles remain safe from further magical harm. Supporters of Lord Voldemort The Battle of Hogwarts took place at the height of Lord Voldemort's power, which meant that he had a large number of followers and was continuing to garner support toward his cause. With hundreds of Death Eaters surviving the battle and/or still working at the Ministry of Magic, the current Ministry must decide how to address these remaining criminals. The Ministry of Magic Currently, many Death Eaters who were present at the Battle of Hogwarts are being held in Azkaban until the Ministry decides their fate. Some Voldemort supporters managed to flee the scene and have gone into hiding abroad, while others who were working at the Ministry are also being held in Azkaban. While Azkaban is technically under Ministry control and the Death Eaters can continue to be held there, it should be recognized that, even in the post wartime period of the prior wizarding war, criminals were always given a trial before being sentenced. In the past, the wizarding prison, Azkaban, has always been used to house those who committed heinous crimes because it is located in the middle of the ocean and is patrolled by Dementors. 5 It is often viewed as the most secure prison in the world. However, Lord Voldemort took control of the Dementors during the war and it is unclear whether or not the Ministry can regain their allegiance. It should also be noted that there have been two notable breakouts from Azkaban in the recent past and, while these were under special circumstances, some have voiced concern over the security of Azkaban. The Ministry must also consider the possibility of potential rebellions from dark wizards. While the majority of the population opposed or feared Voldemort, many also agreed with his ideals. A large number of wizards still hold the mindset that muggles are inferior and ought to be shown their “proper place” instead of the status quo of wizards having to hide from them. The Ministry should create a plan of action to quell these rebellions and decide how they would like to address the issue of wizards who hold this mindset. Additionally, there has been talk of potentially reintegrating some Death Eaters back into society. This idea arose from the increasing distrust of Azkaban’s security system and the desire to avoid more division within the magical community. Ostracizing groups of people that have been known to commit heinous acts is not necessarily the path that everyone hopes to see taken. Some have said that they would rather see one wizarding 6 5 Dementors are creatures that feed off of happiness and joy and cast feelings of despair upon anyone in their vicinity. Their ultimate punishments, the “Dementor’s Kiss” involves them sucking out a victim’s soul (Harry Potter and the Prisoner of Azkaban) community emerge from this war, although others have said that the idea of working alongside Death Eaters makes them uncomfortable. Improving Cooperation within the Wizarding World Facilitating Domestic Unity There is more prejudice toward muggles and muggle-born wizards than ever before, and this is essentially dividing the wizarding community, making it much more difficult to function as a whole. Death Eaters, who were groomed by Lord Voldemort to loathe muggles, clearly still hold this mindset of superiority that is detrimental to coexistence with muggles. Many wizards are also angry at muggles as they view them as the reason for the war in the first place6. Not only is this dangerous for muggles, but it also hinders the ability to unite the Wizarding Community against future evils. The Ministry will need to decide how to foster a sense of unity in the community and should note that regaining trust in the capabilities of the Ministry of Magic will be vital to this. Society has lost much of its trust because of Voldemort's infiltration, which will be a barrier for the government attempting to make decisions moving forward. They will need to establish some uniting factors for the population to foster the necessary sense of togetherness. The Ministry of Magic With the many casualties from the war and the reign of Lord Voldemort, spirits in the Wizarding World have been low and mistrustful, and paranoia has been brewing for years. Historically, wizards have had to unite in order to remain strong and keep their government running well. If the Ministry is going to maintain its power, it must have a united Wizarding Britain. Strengthening International Relations The war has highlighted just how important a united front is to dealing with serious problems. With so many different governing bodies internationally, it is important to establish methods for improving cooperation and creating stronger ties to counteract dark wizards that come to power. Having stronger relations will also help Britain's Ministry of Magic gain access to more resources for rebuilding after the destruction and making contingency plans for the future. There are various points of international contacts that can be pursued. The magical governments of North America, the Eastern European Bloc, Western Europe, and Eastern Asia have traditionally been allies to the British Ministry and will likely be able to offer aid in this time of rebuilding. The resources that can be offered will vary. The North American ministry has been known to excel at encouraging nationalism, the Eastern 7 6 Lord Voldemort’s ultimate goal was to rule over muggles and put them in their “rightful place” as subordinate to wizards European Bloc has developed strategies for counteracting dark magic,7 Western Europe has traditionally succeeded at increasing quality of life, and the Eastern Asian ministry has notably stimulated the economy in times of recession. As Hogwarts is a top school that has partaken in events like the Triwizard Tournament with other schools in the past, other educational bodies and schools may also show an interest in helping or working to form tighter alliances. Some schools that fall into this category are Ilvermorny School of Witchcraft and Wizardry, Durmstrang Institute, Beauxbatons Academy of Magic, and Mahoutokoro School of Magic.8 The Ministry of Magic Further, the International Confederation of Wizards (ICW) functions as a source for diplomatic relations and peaceful discussion for its members. While weak in authority, it offers a platform for conversation that may be useful in strengthening ties internationally. The ICW also oversees and manages the prominent schools for magic, ensuring that they uphold high standards of magical education for young witches and wizards.9 This body has a significant amount of influence as it is the only one in which the various ministries can all formally meet in one place and discuss the future of the Wizarding Community as a whole. The Ministry must determine the extent to which it wants to rely on other bodies and how to best use the resources that it is given. This balance will be crucial to the Ministry’s functionality in the future and will be important for restoring faith from the population. Rebuilding Hogwarts Hogwarts School of Witchcraft and Wizardry is the premier magical school in Britain for young wizards and witches. Having been founded centuries ago, the school has always had a reputation for providing a quality education with excellent teachers and faculty. Located in Scotland, Hogwarts has consistently been a safe home to hundreds of students each year. Unfortunately, the war has significantly altered the reputation of Hogwarts in the eyes of the wizarding community. Some of the largest devastation during the war took place at Hogwarts, particularly in the final battle. The murder of Severus Snape by Voldemort has left the school without a Headmaster, and several teaching positions that were previously filled by Death Eaters are now open as well. These include the posts for professors of Defense Against the Dark Arts and Muggle Studies. The school itself is also currently uninhabitable due to severe physical damage from the battle. School is due to be 7 8 The school in this region (Durmstrang) has a reputation for producing dark wizards, including Grindelwald 8 Further information about these schools can be found on the “Harry Potter Wiki” and in Harry Potter and the Goblet of Fire 9 Found on “Harry Potter Wiki” back in session September 1st, just two months from now, so this damage must be addressed before students can return to Hogwarts. When a Headmaster or Headmistress passes away or decides to leave their post, the Deputy Headmaster or Headmistress typically fills the position. However, Professor Snape decided to remove this position while in charge in order to prevent internal support for other potential leaders. Therefore, the task of appointing a new Headmaster or Headmistress will fall to the Ministry. Any candidate must have educational experience, preferably be known to the student body, and have a positive image to help regain the public's trust. Other teaching positions can be deferred to the new Headmaster or Headmistress once they are appointed, but the Ministry can certainly deliver a list of recommendations. While Hogwarts typically operates without significant guidance from the Ministry, a time of crisis such as this allows the Ministry to provide insight on the rebuilding process. If there are changes that the Ministry sees as necessary for the functionality of the school, this meeting is the ideal time to bring them to light. The Head of the Department of Magical Education will be able to act as a liaison in these circumstances, but ultimately, action will be taken at the discretion of the Heads of department. The Ministry of Magic Additionally, many parents have voiced concerns over the safety of Hogwarts moving forward, in fear of a resurgence of dark wizards. The school’s security has been called into question since an army of Death Eaters was able to infiltrate the castle. While this was done with known Death Eater Severus Snape as Headmaster, many parents are still hoping for increased security measures upon the school’s reopening. The Ministry will have to reevaluate its safety plans for the building and grounds if they wish to reopen the school this coming fall. Where are they now? In the month that has passed since the fall of the Dark Lord, much has happened to some of the key players of the war. Harry Potter, Ron Weasley, and Hermione Granger, along with their Hogwarts classmates, are not being required to go back to finish their seventh year. Instead, they were given the opportunity to take an exam that is representative of what they should have learned. Harry and Ron passed the exam and plan to start auror training10 with the Ministry of Magic when that program is back up and running, and Hermione decided to return to Hogwarts to complete her studies formally. Professors Minerva McGonagall, Filius Flitwick, Pomona Sprout, Horace Slughorn, Sybill Trelawney, and Rubeus Hagrid survived the battle and plan to continue teaching Transfiguration, Charms, Herbology, Potions, Divination, and Care of Magical Creatures, respectively, at Hogwarts. Their commitment to the school was demonstrated in the fight and they are viewed as heroes throughout the wizarding community. Surviving 9 10 An auror works for the Ministry of Magic to combat dark witches and wizards to uphold the safety of the Wizarding Community (“Harry Potter and the Goblet of Fire”) members of the Order of the Phoenix11 are still dedicated to the cause of combatting the Dark Arts. They are vocal of their support for any anti-dark magic initiatives and are strong allies when trying to maintain order as they represent the triumph over evil. Survivors include: Arthur, Molly, George, Charlie, Bill, and Fleur Weasley; Kingsley Shacklebolt, the Acting Minister for Magic; Aberforth Dumbledore; Arabella Figg; Dedalus Diggle; Elphias Doge; and Hestia Jones. Regrettably, many deaths took place during the battle, and while individuals cannot personally be resources, their belongings, such as journals, unique personal property, and old memories, are still being sorted by the Ministry. Further inquiry must be directed to the Head of Deathly Artifacts. How the Ministry Functions The Ministry of Magic This committee is a special ministerial body designed specifically to deal with this time of crisis. The Minister will not be presiding over this meeting as he was not democratically elected into the position. Kingsley Shacklebolt can be contacted during the meetings, but will not have authoritative power over any decisions made. Each Department Head is equal to the other Heads, has one vote on decisions, and has explicit power over the workers and resources of their department. Each Head should ensure that the decisions made are beneficial for their department and for the Ministry as a whole. As this meeting takes place in a time of crisis, quick decisions will need to be made in response to problems and to address the topics of concern. This can be done by committee-wide decisions or by personal or joint action that is ordered via owl. In order to access information in committee, delegates will be able to send a specially-trained owl for quick delivery. If they hope to receive a response, delegates must be sure to properly address the letter so the owl does not get confused. Some decisions that will be made during the committee fall under the jurisdiction of specific departments. If this is the case, their signature will be required before action can be taken. If this is ever unclear, feel free to send an owl to the dais ensure that the proper quill has signed off on the directive. Spells and Enchantments The following spells are available for use by all delegates. The use of any other spells must be approved by the Department of Magical Spells and Enchantment, which can be contacted via owl. •! Alohomora (Unlocking Charm) 10 11 The Order of the Phoenix is a secret society that fought against Lord Voldemort during both of his wars. They were known to actively support Harry Potter (Harry Potter and the Order of the Phoenix) •! Colloportus (Locking Spell) •! Evanesco (Vanishing Charm- this charm is difficult and may not always work on the first try without proper preparation) •! Expelliarmus (Disarming Spell) •! Geminio (Copying Spell) •! Legilimens (Mind-Reading Spell- The spellcaster must be very well-practiced to perform this spell) •! Muffliato Charm (Prevents eavesdropping) •! Reparo (Repairing Charm) The Unforgiveable Curses are illegal, and therefore, Ministry officials cannot personally use them. The Unforgiveable Curses are: •! Avada Kedavra (Killing Curse) •! The Imperius Curse (Completely controls another person) •! The Cruciatus Curse (Torture Curse) Each position includes the House in which they were a part of while at Hogwarts. The Houses indicate personality traits that each position should demonstrate throughout the conference. Delegates should show allegiance to their Houses, but are by no means limited to working solely with others from their House. However, working with other delegates from your House through crisis will likely make it easier to accomplish goals, as you have a previously established bond with them. Gryffindors are commonly brave, daring, and chivalrous above everything else. The Ministry of Magic Positions Hufflepuffs are known to be patient, hard-working, loyal, and fair. Ravenclaws tend to be intelligent, knowledgeable, and witty. Slytherins are typically resourceful, ambitious, and cunning. Delegates should demonstrate any traits that are important to their Houses as well as any other characteristics needed for fulfilling the expectations of someone from their given House. Head of the Auror Headquarters This position is in charge of organizing all Aurors, those who fight against dark wizards and dark magic. They have been trained extensively in Defense Against the Dark Arts, making them very able to recognize dark magic, and fight and capture dark wizards. They have the entire department of Aurors at their disposal to send for reconnaissance and retrieval missions, as well as a mastery of defensive spells. Their main priority is the 11 maintenance of this department and the safety of the Wizarding World against the dark wizards that this department has fought against for decades. This position is a Gryffindor. Head of the Foreign Affairs Department As demonstrated by events like the Quidditch World Cup and the Triwizard Tournament, foreign affairs have a large impact on our region of the Wizarding World. The Head of Foreign Affairs' job is to ensure the maintenance of international cooperation. They have kept strong ties with the rest of the world throughout the war, and their goal is to continue this in the future. They can also call upon foreign correspondents for help with the rebuilding process as they have a direct line to other ministries. This position is a Ravenclaw. The Ministry of Magic Head of the Accidental Magic Reversal Squad Throughout the Wizarding World, there are often spells that go awry and can cause humorous but potentially serious damage to the spellcaster or the intended recipient. This department works to fix these errors and maintain stability so that a misguided swish and flick does not become catastrophic. Their priority is keeping order and ensuring that the Statute of Secrecy is maintained, and can do so using the excellent mastery of counterenchantments and the ability to creatively solve problems in dangerous situations. This position is a Gryffindor. Head of the Department of Intoxicating Substances There are a variety of potions and poisons in the Wizarding World that can inflict serious harm or damage to others if used improperly (or properly). It is the duty of this department to regulate these substances and restrict their use to where they are absolutely necessary. The Head has access to potion laboratories and registries of various substances and those who are allowed to use them. As some substances were used to support the Dark Lord, many former Death Eaters may have access to them currently. Therefore, it is a top priority to address this criminal infiltration and develop an up-to-date listing of the potions and how they are being used. This position is a Slytherin. Head of the Department of Magical Education 12 This Department works closely with Hogwarts to develop plans for education and ensure that the school's policies fall in line with the goals of the Ministry. They act as a liaison and have access to records of students and faculty. Rebuilding the school must take place and this department hopes to make this a Ministry priority by using their understanding of the needs of the school moving forward. This position is a Hufflepuff. Head of the Commission for Wizarding Equality With so many backgrounds and upbringings, it is necessary that all witches and wizards have equality of opportunity within the Wizarding World. Bias and prejudice are very common within this region, and this commission works to avoid this, to promote unity, and to give all magical people a fair chance at greatness. Much spite has grown since the war, both from anti-muggle supporters and those who are infuriated by dark magic, so this must be controlled to move forward as one. This position is a Hufflepuff. Head of the Department of Defense Head of the Sports and Magical Games Department Gaming competitions, especially Quidditch, are very important to wizarding culture. Not only are they a form of entertainment, but also they can be used to promote unity and raise morale in the community. This department is in charge of the organization of these events and uses creative methods to produce fun activities for wizards. Trust in the Ministry is vital to success of these events, so this is their main goal. This position is a Gryffindor. The Ministry of Magic As demonstrated by the recent war, defense against dark magic is absolutely vital in this age for the Wizarding World. The Department of Defense works against criminals both internally and externally, and puts measures into place that will protect citizens against harm. Rounding up criminals and developing defense mechanisms in the event of a resurge of dark support is the main goal of this department, and each decision made must occur with thoughtfulness of safety. This position is a Slytherin. Head of the Improper Use of Magic Office This office works to enforce both the Statute of Secrecy as well as the Decree for the Reasonable Restriction of Underage Sorcery. The regulations set forth by this office work towards achieving compliance of these two laws, and they often have to deal with lawbreakers and punishment referral to the Wizengamot court. The Head of this office has strong contacts with Hogwarts to keep track of all underage wizards and witches who attend the school and with the Wizengamot Court to address crimes. Ending the chaos that comes along with disobeying these laws is the main priority of this office, and upholding wizarding law is their goal in all action taken. This position is a Ravenclaw. Head of the Obliviator Headquarters The Obliviator Office is in charge of all decisions regarding memory spells. They mainly work to ensure that the Statute of Secrecy is upheld, and this often means that they are required to erase the memories of those muggles who see magic take place. This can be a tricky business, though, in ensuring that the proper amount of memory is hidden, so they often call upon other departments to try and amend the issue first. None rivals their handle 13 on memory spells, and the Head is a master of making anyone forget practically anything at his desire. This talent is often sought after by other ministerial departments. This position is a Hufflepuff. Head of the International Confederation of Wizards, British Seats The International Confederation of Wizards is akin to the muggle United Nations and offers an opportunity to create dialogue with other regions. Maintaining these foreign relationships are very important and can be used to promote internal safety as well. The Head works with other governments to ensure unity within the Wizarding World. This position is a Ravenclaw. The Ministry of Magic Head of the Beast, Being, and Spirit Divisions In addition to witches and wizards, the magical world has a variety of creatures and ghosts. Although they do not necessarily have to obey wizarding law, many of them have to be regulated to ensure the secrecy of magic. The Head has listings of all magical creatures and where they reside and has extensive knowledge on them and how to work well with them. While maintaining the Statute of Secrecy is key, this department also advocates for the creatures' rights and ensures that they have a spot within the Wizarding World. This position is a Slytherin. Head of the International Magical Trading Standards Body Trade with other magical regions is at the forefront of the economy, making this department particularly involved in funding the region. The Head works closely with producers in the region and other ministries to regulate trade and ensure fairness. In addition to that, they ensure that no illegal objects or creatures enter the area and can approve or disapprove various goods from coming into the region. This position is a Gryffindor. Head of the Office of Magical Transport (Floo Network Authority, Broom Regulatory Control, Portkey Office) The Wizarding World has plenty of options for transport, but all of them must be regulated by this office. They have records at their disposal and control the use of these various means of transportation. Ensuring that lawbreakers are caught can often be done by decisions within this department, so their role is vital when there is a lack of stability in the Wizarding World. This position is a Slytherin. Head of the Magical Office of Law 14 The Wizarding legal system is complex but mainly revolves around safety and secrecy. Any regulations that are created will usually work to promote these principles and must be upheld for the success of the Ministry. Many current lawbreakers are former Death Eaters, so dealing with them and creating proper punishments is a main priority. This position is a Ravenclaw. Junior Assistant to the Minister of Magic The Junior Assistant is a position that was created in the Ministry only a few years ago. First held by Percy Weasley, the Junior Assistant works on day-to-day tasks with the Minister of Magic to ensure that things run smoothly and the Minister can accomplish his daily goals. This involves holding a close relationship with the Minister and having an understanding of the functions of the most powerful position in the Wizarding World. The Junior Assistant's main priority is maintaining stability and regaining confidence in the Ministry's competence from the public view. Because of their high position, the Junior Assistant is a good resource regarding the inner workings of the Ministry and will have plenty of say regarding how to make the Ministry function moving forward. This position is a Gryffindor. The Wizengamot is the group of wizards elected to ensure legal justice in hearings ranging from minor offenses to crimes against humanity. The main priority of this department is maintaining fairness in all legal decisions and helping criminals be put in their place. The strong suit of the Head of this department is a deep understanding of wizarding law and extensive knowledge of criminal acts and punishments. This position is a Hufflepuff. Head of the Muggle-Worthy Excuses Committee The Ministry of Magic Head of the Wizengamot Administration Services The Statute of Secrecy has been the basis of success in the Wizarding World for ages, and the Muggle-Worthy Excuses Committee has played a large role in this. They work to deal with Muggle sightings of magic by creating explanations as a precursor to merely using magic to cover up magical errors. The Head has strong communication with the Muggle Prime Minister and an understanding of muggles in general, which is very helpful in maintaining the Statute. This position is a Slytherin. Head of the Animagus Registry Animagi are witches and wizards that have the ability to temporarily transform into specific animals. Becoming an animagus is very difficult, and each person who undergoes the process must be tested by and registered with the Animagus Registry. The Head of the Registry has access to all animagi and the ability to allow others to become them as well. They must ensure that they continue to have a handle on all animagi, so restoring faith in the Ministry's abilities is necessary. This position is a Ravenclaw. 15 Head of the Pest Advisory Bureau Along with a large array of magical creatures, the magical world also has many pests, such as Bundimuns, chizpurfles, ghouls, and nogtails, that only have negative effects. Due to this, the Pest Advisory Bureau creates restrictions on these pests and how to deal with them. They have access to many of the pests and understand how to work with them.
