Ralls County Junior Fair Rules and Information
PARTICIPATION
Persons eligible to exhibit and receive premiums and special awards must follow the rules and
regulations listed in this catalog. They must also be a member (as defined below).
a) Any youth that is an active member of a Ralls County 4-H Club or Mark Twain FFA or FCCLA
Chapter.
or
b) All active 4-H, FFA and FCCLA members residing in Ralls County. Families with county line
divisions on farm may also be admitted as Ralls County participants.
c) An exhibitor can show any of his/her projects or enterprises, 4-H, FFA, FCCLA, if he/she
complies with the rules above.
.
d) Members may exhibit only in projects in which they are enrolled for the current program year and
exhibit work that was completed in the current year.
e) Open shows of Beef, Sheep, Swine and Goats are open to reciprocating, adjoining counties. You
must be a member in good standing in these counties to exhibit in the shows listed.
GENERAL RULES
1.
The Ralls County Schools, Ralls County Extension Council, the Ralls County FFA Chapters, the
Ralls County Junior Fair Board and Ralls County 4-H Council or any of their agents will not be
responsible to any person, individual, corporation or association for any loss by fire, theft, damage or
personal injury sustained by anyone through the negligence of any person or groups of persons,
exhibits or exhibitors.
2.
The Ralls County Junior Fair Board shall have the authority to interpret all rules and regulations and
to settle all differences in regards to the exhibits. They shall have the power to amend or add to
these rules with previous notice, as it may be deemed advisable. All final decisions pertaining to the
fair will be made by three or more fair board members.
3.
The Danish System of Judging will be used. Judges will place the classes, according to
merit, in Blue, Red, or White ribbon groups. The point values are assigned to the ribbons
in each class. The value of a point will be determined by dividing the total points of
ribbons awarded into the total money.
4.
All exhibits must have been made or raised in the current year's project, since September 1, 2013 by
the exhibitor and shall represent work accomplished in 4-H, FFA and FCCLA.. If any item has
received a grade as part of class work, other than FFA or FCCLA, it is NOT eligible to be shown.
5.
Exhibitors may enter four inside exhibit entries per class except for Meats. Exhibitors are
limited to a total of 16 indoor exhibits. Those exhibiting livestock and shooting sports can have
a maximum of 20 entries. Clover Kids can exhibit up to eight (8) indoor exhibits and two (2)
pet show entries.
6.
Every precaution will be taken to protect the exhibits. However, the Junior Fair Board will not be
held responsible for any losses or damage to exhibits. The Junior Fair Board will not be held liable
for accidents.
7.
All inside exhibits shall be checked in during the following hours.
Hams – 6:00 p.m. to 6:25 p.m., Monday, July 14, 2014
Indoor Exhibits – 6:30 p.m. – 8:00 p.m., Monday, July 14, 2014, check schedule on page 3.

8.
Release – All livestock exhibits are to remain on exhibit until released by the show chairman, usually
after clean-up. Indoor exhibits must remain in the building until 7:00 p.m., Thursday, July 17, 2014.
Any items left in the building after 8:30 p.m. on Thursday, July 17, 2014 WILL NOT BE the
responsibility of the Junior Fair Board, the Ralls County Schools, or UM Extension Faculty or Staff.
9.
The chairman of each department will be held responsible for assigning space and exhibits and
his/her directions must be followed.
10. A 4-H or FFA member must be present to show their livestock. However, if there is a conflict with
another organization activity, the member may have another 4-H or FFA member show the livestock
if the member asks for and receives prior approval by the Fair Board Executive Committee. All
written requests for an absent member to exhibit at the fair must be turned into the UM Extension
Office by June 16.
11. Only classes listed in the fairbook will be eligible for premium money.
12. No outside promotional devices will be allowed at the fair.

Entries will be received at the Center Elementary School Gym, Monday, July 14, 2014 beginning at
6:30 p.m. Registration and judging will be by 4-H club according to the following schedule:

Exhibits will be released at 7 p.m. on Thursday, July 17, 2014.
3.
Conference Judging will be conducted in all Building Exhibit classes.
4.
Every article must have the name and address of the exhibitor securely attached. Fair tags will be mailed
to each exhibitor after the registration form has been received at the Ralls County Extension Office. A
fair tag must be attached to each exhibit.
5.
All articles must be the work of the exhibitor, completed during the current project year and only in
projects enrolled.
6.
Inside classes are allowed four entries per class.
7.
The (C) preceding some class numbers indicates that they are local entries only, and are not
eligible for exhibition at the Missouri State Fair.
8.
Entries must have been awarded a blue ribbon at the county fair and selected by a judge to go to the state
fair. An exhibitor is allowed to send two articles to the state fair exhibit building.
9.
The three digit numbers indicate an exhibit is eligible for the State Fair.
10. Articles too bulky or too large to be transported shall be the member's responsibility to deliver to and
from the State Fair.
11. Both local and state numbers, of blue ribbon quality, will be eligible for trophies.
12. The clubs listed below have been assigned a time during the Ralls County Junior Fair to be in charge of
exhibits. The responsibility is to watch exhibits and see that no one is handling or taking exhibits.

SPECIAL RULES
1.
Notebooks, Posters (flat only; do not fasten items to the poster), File card systems will be accepted
from any project. Notebooks – 3 ring binders are preferred – put name and county on spine.
2.
Where the exhibit list states, "any item made", the 4-H member may display any item made in that
project. This includes, notebooks, file cards, photo displays, posters or educational displays.
Regardless of project the following dimensions must be used:
-Poster - No larger than 14" x 22" flat only; do not fasten three-dimensional items to the poster.
-Photo Display - REQUIREMENTS
1.
Photos must be mounted on 8” x 10” solid mounting surface
2. The mounting surface should be mat board.
3.
Photographs must be 8” x 10” or smaller, with no more than four photos per mat board.
PLEASE NOTE:
·
“Solid” requires that there are no cutouts or other holes in the mat board, either around or
behind the photo.
·
“Mat board” is a specific material. It is not cardboard, foam core, poster board, etc.
·
Mount photos on the smoothest side of the mat board, using only adhesives designed for
permanent mounting of photographs
·
Photo exhibits should arrive in a “zip-lock style” bag, to protect them from dust, humidity,
etc.
·
Include name, address and county on the back of each photo.
All exhibits are subject to the FULL State Fair Photography guidelines. They are posted online at
http://4h.missouri.edu/go/events/statefair/photoguidelines.pdf.
-Scrapbooking – Exhibits should be only 1 page, one side representative of the complete
scrapbook. Size not to exceed 12” x 12”. All pages should be in clear protective sleeve or clear
zipper bag. Do not frame.
-Educational display - For 2014, the original dimensions of 18” in height, 16”
in depth (front to back) and 12” in width will also be included. Must include three-dimensional
items and stand-alone. (Posters with items taped to them do not qualify as an educational display.
Science fair display boards are too large.)
-Entomology or Geology display boxes - Box must be exactly 18" long x 24" wide and 3 1/2"
deep to fit in display racks. Plexiglas or plastic covers are preferred. No handles or knobs.
-Working models or displays –These exhibits should show how things actually work (cutawaysections of motors or computers) can be used to help people identify parts such as parts of a
motor or computer. Many times these exhibits are considered “hands-on” and can be handled by
visitors. Working models should require floor space no larger than 14” x 22” x 30”.
-Decorated Cakes - The use of forms or pans is recommended. Cakes should not exceed 13” in
height or at the base. Cake boards should not exceed 1” margin on each side of cake pan or form
and is considered in the 13” base requirement. Must only use Royal Icing, Rolled Fondant or
commercial product (i.e. Dapp) that will harden and preserve the decorated cake. (No real cakes,
Butter Crème icing or tube/gel icing - displays containing these items will be considered
ineligible and will be rejected.) Cakes with candy decorations are allowed: however, avoid using
candy that melts. Cakes that have melting items will be removed from display.
-Electricity exhibits – using batteries such as circuit boards should not connect the wires to the
battery, rather the wires should be taped behind the battery. Another option is to not attach a
battery but indicate “battery goes here”. This is to prevent potential fire hazards.
-Shooting Sports exhibits – should contain no live ammunition and arrow points should be
removed.

If exhibitor will not be present for judging, the enclosed form must be attached to the exhibit.
4.
Conference Judging Procedure:
a) Take your exhibit to proper registration table with the fair tag completely filled out and attached,
(both sections).
b) All exhibits should be registered at the same time. After registering your exhibits, you will place
your exhibits in the proper place. Someone will be there to help you. If you have more than one
exhibit, repeat the above procedure until all exhibits are registered.
c) When your exhibit is being judged, step up to the judge, introduce yourself, show the judge
your exhibit, and tell him or her what you like best about your exhibit, how you would like
to improve it, or any problems you had with your exhibit.
d) After you and the judge decide on the ribbon, then pin or attach the ribbon in the proper
place on the exhibit.
e) The judge will mark the fair tag and cut off the bottom part. He or she will give this part
to you.
f) Take the bottom portion of the fair tag back to the designated table.
g) Repeat above procedure for each item to be judged.
h) If you have registered and are waiting to be judged, find out who you follow and be ready.
i) Please register at the proper time assigned to your 4-H club.
5. Only Ralls County Junior Fair officials, judges and 4-H members having exhibits judged are to be in
the building during judging.

RALLS COUNTY YOUTH BUILDING EXHIBITS

July 14 - July 17, 2014
Special thanks goes to the Pike County 4-H Leaders who have volunteered to help judge this year's Youth Building
Exhibits.
A member may enter four (4) exhibits in a project. All four will be entered in the same class. Example: A member
enrolled in Foods Level A (551) has made four items to exhibit. All four would be entered in class 551. County or
“C” class numbers will be used for FFA, FCCLA, Clover Kids, and other indoor classes that are unique to Ralls
County.
EXHIBITS SELECTED FOR THE MISSOURI STATE FAIR - A 4-H member will be limited to two (2)
exhibits to send to the State Fair. If a member has more than two exhibits selected, the member may choose the
two (2) exhibits they wish to send. Selection of State Fair Exhibits will be made by the judges. Exhibits for the
State Fair must be of blue ribbon quality. Members may exhibit only in projects in which they are enrolled for the
current program year, and exhibit work that was completed in the current program year.
Large bulky exhibits: In case a large bulky exhibit is selected for the State Fair, it will be at the discretion of the
committee as to whether it can be transported. If the item cannot be transported with the other county exhibits, the
4-H member may assume the responsibility of transporting the exhibit to and from the State Fair. A 3 x 4
photograph of large or fragile items may be submitted for State Fair if it is too large or fragile to transport. Photos
will not be returned.

FOOD/NUTRITION
Exhibitors must adhere to the following rules:
1) Food must be of reasonable quality to keep more than a week. Do not send food items which will spoil
quickly such as casseroles, pizza, cream pies, items made with cream cheese, etc.
2) Display food items on paper or disposable plates. Plastic wrap will be removed so drying of food
will extend life of the product.
3) Samples are needed with any food items.
4) Biscuits, cookies, muffins and other small items should be four per plate. Cakes should be exhibited in miniversions (portions of 1/3 to 1/4 of a larger total product).
5) Decorated cakes will be exhibited in the Cake Decorating project.
6) Food preservation must follow the University of Missouri guidelines.

-Photo Display - REQUIREMENTS
1.
Photos must be mounted on 8” x 10” solid mounting surface
2. The mounting surface should be mat board.
3.
Photographs must be 8” x 10” or smaller, with no more than four photos per mat board.
PLEASE NOTE:
·
“Solid” requires that there are no cutouts or other holes in the mat board, either around or
behind the photo.
·
“Mat board” is a specific material. It is not cardboard, foam core, poster board, etc.
·
Mount photos on the smoothest side of the mat board, using only adhesives designed for
permanent mounting of photographs.
·
Photo exhibits should arrive in a “zip-lock style” bag, to protect them from dust, humidity,
etc.
·
Attach entry tag to photo so it can be seen.
Digital Considerations: For 4-H photography exhibits, techniques that can be performed in-camera or in a
film darkroom are also permissible in the “digital darkroom.” The line is drawn between “enhancing” and
“altering” a photo.
1) Altering (editing to change the contents of a photo) is not permitted for exhibits.
a. Examples include adding a sunset or object, removing someone from the shot, airbrushing to
cover a bad complexion, etc.
2) Enhancing (editing to enhance the existing qualities of a photo) is permitted.
a. Examples include cropping, dodging, burning, brightness/contrast adjustments and red eye

reduction.
