Minutes of the City of Beaconsfield’s regular Municipal Council meeting,
held at City Hall, 303 Beaconsfield Boulevard, Beaconsfield, Quebec, on
Monday, January 27, 2014, at 8:00 p.m.

PUBLIC QUESTION PERIOD
Commander Thouin gives information on the consultation meeting to be
held in Beaconsfield with SPVM representatives on Wednesday, January
29, 2014.
A resident wonders why there are so many minor exemption requests on
the agenda. She asks if there is an inspection problem, considering some
houses are new buildings.
The Mayor replies that the number of minor exemptions vary from one
meeting to another and that each request is examined on a case by case
basis by the Planning Advisory Committee who makes recommendations.
A resident would like to know where the Council stands with regards to
Canada Post’s service cuts and mailbox relocation.
The Mayor says that the issue has not been discussed by Council yet.

and the City of Beaconsfield for the sale of composters, counter collectors
and rain barrels.

Authorization to present a purchase offer and to sign the deed of sale to
acquire lots 1 416 979, 1 416 980, 1 416 987, 1 417 004, 1 417 005,
1 417 008, 1 417 016 and 1 417 017 (Lakeview North) for a sum of
$38,600 and mandate to a notary

K. Messier and UNANIMOUSLY RESOLVED to authorize the Mayor and
the City Clerk to present to Mrs. Elizabeth Shaunnie Macaulay a purchase
offer to acquire lots 1 416 979, 1 416 980, 1 416 987, 1 417 004,
1 417 005, 1 417 008, 1 417 016 et 1 417 017 of the Cadastre of Québec,
Registration Division of Montréal, for a sum of thirty eight thousand six
hundred dollars ($38,600), in accordance with the assessment roll value;
To mandate José Glen, notary, having her main office at 278 Sherbrooke
St., Beaconsfield, Quebec, to prepare all the documents required for this
acquisition;
To charge this acquisition and all related fees to budget code 22-722-00723;
To transfer to the revenues the necessary funds from the reserve fund for
Angell Woods;
To authorize the Mayor and the City Clerk to sign all documents required
for the purchase of that lot, in compliance with the terms set out in the
purchase offer, and to take any necessary or useful action, and to make
any required amendment regarding the deed of sale, without affecting its
substance.

magazine Contact for 2014 with a renewal option of one year to the

15, 2014, for a total disbursement of $2,597,259.46

It is moved by Councillor K. Messier, seconded by Councillor R. Moss and
UNANIMOUSLY RESOLVED to approve the list of accounts payable as
of January 27, 2014, regarding expenses for financial and investment
activities, totalling $1,236,150.43; and
To approve the list of preauthorized payments from December 4 to
December 15, 2013, and for the period of December 17, 2013, to
January 15 2014, totalling $999,674.54, and electronic payments, for the
same period, of salaries paid to municipal employees and bank fees,
totalling $361,434.49.
All these disbursements, totalling $2,597,259.46, are drawn from the
City's bank account at the Royal Bank of Canada, Beaconsfield branch.

Approval of a $4,800 contribution to NOVA for 2014

Mandate to the Union des municipalités du Québec with regard to
the group for the purchase in common of liability insurance for skate-park
tracks and BMX parks

CONSIDERING that, according to sections 29.9.1 of the Cities and Towns
Act, the City of Beaconsfield wishes to join the Union des municipalités du
Québec (UMQ) and its group for the purchase in common of liability
insurance for skate-park tracks and BMX parks for the 2014-2019 period;
CONSEQUENTLY:
It is moved by Councillor P. Alexopoulos, seconded by Councillor
D. Pelletier and UNANIMOUSLY RESOLVED that the City of
Beaconsfield:
JOIN by the present, the group for the purchase, with the Union des
municipalités du Québec (UMQ), in order to grant a contract with regard to
liability insurance for insurances responsibility for skate-park tracks
and BMX parks located in the municipality, for the period of May 1, 2014
until April 30, 2019;
AGREE to pay the administration fees submitted annually by the UMQ for
the duration of the agreement;
AUTHORIZE the Mayor and the City Clerk to sign, for and in the name of
the municipality, the agreement entitled "ENTENTE de regroupement de
municipalités au sein de l’Union des municipalités du Québec relativement
à l’achat en commun d’assurances responsabilité pour les pistes de rouliroulant et les parcs de BMX", for the period of May 1, 2014 until April 30,
2019.

Averaging measure with regard to the 2014-2015-2016 Assessment Roll

WHEREAS the 2014-2015-2016 Triennial Assessment Roll has been
deposited;
WHEREAS the City of Beaconsfield wishes to avail itself of the provisions
of Article 253.27 of the Act Respecting Municipal Taxation (R.S.Q., c. F2.1);
THEREFORE:
It is moved by Councillor K. Messier, seconded by Councillor P. Demers
and UNANIMOUSLY RESOLVED:
THAT the City carry out the provisions of Division IV.3 of Chapter XVIII of
the Act Respecting Municipal Taxation with regard to the averaging of the
variation in the taxable values resulting from the coming into force, on
January 1, 2014, of its property assessment roll;
THAT this resolution apply to the property assessment roll of the City and
to the taxes based on the taxable values entered on said roll.

d'infrastructures Québec-Municipalités" (PIQM) for the rehabilitation of
4,825 linear metres of watermain pipes

WHEREAS the City of Beaconsfield acknowledges the "Guide sur les
règles et normes du PIQM";
WHEREAS the City of Beaconsfield wishes to present a financial aid
request to the Ministry of Municipal Affairs, Regions and Land Occupancy
(MAMROT) for the rehabilitation of sanitary sewer pipes located on the
following streets, avenues or boulevards or parts thereof: Elgin, Amherst,
from Rutland to Alton Drive, Rutland, Alton, Bruton, Altondrive, Harwood
Gate, Southgate, Northgate, Beacon Hill, from Elm to Kipling, Beacon Hill,
from St. Charles to Alton Drive, Creswell, from Southgate to Beacon Hill;
WHEREAS, should the MAMROT reject the financial aid request, the
request itself does not amount to a commitment by the City to carry out the

UNANIMOUSLY RESOLVED:
THAT the preamble be an integral part of the current resolution;
THAT the City of Beaconsfield authorizes Mr. André Gervais, Section Head
– Projects, to submit to the Ministry of Municipal Affairs, Regions and Land
Occupancy (MAMROT) a financial aid request within the "Volet 1.5" of the
"PIQM" for the rehabilitation of 4,825 linear metres of watermain pipes
located on the following streets, avenues or boulevards or parts thereof:
Elgin, Amherst, from Rutland to Alton Drive, Rutland, Alton, Bruton,
Altondrive, Harwood Gate, Southgate, Northgate, Beacon Hill, from Elm to
Kipling, Beacon Hill, from St. Charles to Alton Drive, Creswell, from

THAT the Mayor be authorized to sign the memorandum of understanding
and any other document pertaining to the financial aid request;
THAT, should the project be implemented, the City of Beaconsfield

THAT the City of Beaconsfield commits to perform a minimum threshold
fixed at $28 per inhabitant per year in infrastructure work.

Authorization to request a library book grant with the Ministère de la
Culture, des Communications et de la Condition féminine for 2014

assistance with the Ministère de la Culture, des Communications et de la
Condition féminine within the program "Project aid - projects for the

2014; and
To mandate Ms. Michèle Janis, Divison Head – Administration and Culture,
or, in her absence, Ms. Beverley Gilbertson, Head Librarian, to sign all
documents related to this request, in particular the grant agreement, to be
made with the Ministère de la Culture, des Communications et de la
Condition féminine regarding the request.

Québec-Municipalités/Senior-Friendly Municipality (PIQM-MADA)", 20132014 edition, for the layout of a universal access to Windermere Pool, for
the layout of handicapped parking and a sidewalk for Beaurepaire Pool, as
well as for the installation of two inter-generational parks;
WHEREAS, should the MAMROT reject the financial aid request, the
request itself does not amount to a commitment by the City to carry out the
project;
It is moved by Councillor P. Alexopoulos, seconded by Councillor
K. Messier and UNANIMOUSLY RESOLVED:
THAT the preamble be an integral part of the current resolution;
THAT the Council of the City of Beaconsfield authorizes André Gervais,
Section Chief - projects, to request financial aid from the Ministry of
Municipal Affairs, Regions and Land Occupancy (MAMROT) within the

edition, with regard to the following project:
- layout of a universal access to Windermere Pool;

the South;
in order to encourage active aging of the senior population of the City of
Beaconsfield;
THAT the Mayor be authorized to sign the Memorandum of Understanding
regarding the granting of financial aid by the Ministry of Municipal Affairs,
Regions and Land Occupancy (MAMROT) within the "Sous-volet 2.5 du
Programme
d'infrastructures
Québec-Municipalités/Senior-Friendly
Municipality (PIQM-MADA)", 2013/2014 edition, and any other document
pertaining to the financial aid request;
THAT, should the project be implemented, the City of Beaconsfield
undertakes to pay its share of the project's ongoing eligible costs and
operating costs.

The Mayor mentions that the Agglomeration Council approved the
purchase of a piece of land in Ste. Anne de Bellevue in connection with
L’Anse à l’Orme Park. He also outlines that he was appointed to sit on the
Finance Committee.

decision he deems appropriate regarding the items on the agenda of the

CONSIDERING the Request to initiate proceedings notified to the City by
Vincent Simonetta on November 7, 2013;
CONSIDERING THAT this request aimed at acknowledging the recognition
of the conformity of some works executed by Mr. Simonetta in a part of the
riverbank on the property located at 534 Lakeshore Road in Beaconsfield;
CONSIDERING the sworn declaration signed by Mr. Simonetta and
transmitted to the City on January 22, 2014;
CONSIDERING THAT it is of utmost importance for the City that the
provisions pertaining to floodplains are respected by all residents;
CONSIDERING the exceptional and fortuitous circumstances surrounding
the execution of the renovation work aimed at reducing the non-compliance
of the ancillary building;
