Resolution with regard to 534 Lakeshore PUBLIC QUESTION PERIOD Commander Thouin gives information on the consultation meeting to be held in Beaconsfield with SPVM representatives on Wednesday, January 29, 2014. A resident wonders why there are so many minor exemption requests on the agenda. She asks if there is an inspection problem, considering some houses are new buildings. The Mayor replies that the number of minor exemptions vary from one meeting to another and that each request is examined on a case by case basis by the Planning Advisory Committee who makes recommendations. A resident would like to know where the Council stands with regards to Canada Post’s service cuts and mailbox relocation. The Mayor says that the issue has not been discussed by Council yet. Pelletier and UNANIMOUSLY RESOLVED that the City of Beaconsfield: JOIN by the present, the group for the purchase, with the Union des municipalités du Québec (UMQ), in order to grant a contract with regard to liability insurance for insurances responsibility for skate-park tracks and BMX parks located in the municipality, for the period of May 1, 2014 until April 30, 2019; AGREE to pay the administration fees submitted annually by the UMQ for the duration of the agreement; AUTHORIZE the Mayor and the City Clerk to sign, for and in the name of the municipality, the agreement entitled "ENTENTE de regroupement de municipalités au sein de l’Union des municipalités du Québec relativement à l’achat en commun d’assurances responsabilité pour les pistes de rouliroulant et les parcs de BMX", for the period of May 1, 2014 until April 30, 2019. 30.9 Averaging measure with regard to the 2014-2015-2016 Assessment Roll 2014-01-533 WHEREAS the 2014-2015-2016 Triennial Assessment Roll has been deposited; WHEREAS the City of Beaconsfield wishes to avail itself of the provisions of Article 253.27 of the Act Respecting Municipal Taxation (R.S.Q., c. Messier and UNANIMOUSLY RESOLVED: THAT the preamble be an integral part of the current resolution; THAT the Council of the City of Beaconsfield authorizes André Gervais, Section Chief - projects, to request financial aid from the Ministry of Municipal Affairs, Regions and Land Occupancy (MAMROT) within the "Sous-volet 2.5 du Programme d'infrastructures QuébecMunicipalités/Senior-Friendly Municipality (PIQM-MADA)", 2013-2014 edition, with regard to the following project: - layout of a universal access to Windermere Pool; - layout of handicapped parking and a sidewalk for Beaurepaire Pool; - installation of two inter-generational parks, one in the North and one in the South; in order to encourage active aging of the senior population of the City of Beaconsfield; THAT the Mayor be authorized to sign the Memorandum of Understanding regarding the granting of financial aid by the Ministry of Municipal Affairs, Regions and Land Occupancy (MAMROT) within the "Sous-volet 2.5 du Programme d'infrastructures Québec-Municipalités/Senior-Friendly Municipality (PIQM-MADA)", 2013/2014 edition, and any other document pertaining to the financial aid request; THAT, should the project be implemented, the City of Beaconsfield undertakes to pay its share of the project's ongoing eligible costs and operating costs. - 13 - 2014-01-27 Minutes of the Council of Beaconsfield 60.9 Congratulatory resolution for the first baby born in Québec in 2014 2014-01-554 It is moved by Councillor P. Messier and UNANIMOUSLY RESOLVED to congratulate Beaconsfield residents Mélissa Thibodeau and Peter Matajic on the birth of their daughter Mila Aurora, the first baby born in Québec in 2014. 70.- AGGLOMERATION COUNCIL 70.1 Mayor's report on the decisions made by the Agglomeration Council on December 19, 2013 2014-01-555 The Mayor mentions that the Agglomeration Council approved the purchase of a piece of land in Ste. Anne de Bellevue in connection with L’Anse à l’Orme Park. He also outlines that he was appointed to sit on the Finance Committee. 70.2 Orientations of Council on the matters to be considered at the Agglomeration Council on January 30, 2014 2014-01-556 WHEREAS the mayor of a related municipality is required to vote upon Agglomeration Council agenda items, in accordance with the orientations obtained from the Municipal Council; It is moved by Councillor K. Pelletier and UNANIMOUSLY RESOLVED to authorize the mayor to make any decision he deems appropriate regarding the items on the agenda of the Agglomeration Council meeting of January 30, 2014, as well as of subsequent meetings, in the best interests of the City of Beaconsfield. 80.- DIRECTORS REPORTS 80.1 Deposit of the Directors reports 2014-01-557 The Urban Planning Department's building permits report for December 2013; the Municipal Patrol's monthly report for December 2013; the Public Works' general report and statistics for December 2013; the "Questionnaire sur l'état de préparation local" concerning the civil security are received and accepted as information. F. NEW BUSINESS 1 Resolution with regard to 534 Lakeshore 2014-01-558 CONSIDERING the Request to initiate proceedings notified to the City by Vincent Simonetta on November 7, 2013; CONSIDERING THAT this request aimed at acknowledging the recognition of the conformity of some works executed by Mr. Simonetta in a part of the riverbank on the property located at 534 Lakeshore Road in Beaconsfield; CONSIDERING the sworn declaration signed by Mr. Simonetta and transmitted to the City on January 22, 2014; CONSIDERING THAT it is of utmost importance for the City that the provisions pertaining to floodplains are respected by all residents; CONSIDERING the exceptional and fortuitous circumstances surrounding the execution of the renovation work aimed at reducing the non-compliance of the ancillary building; CONSIDERING the reduction of the non-compliance of the ancillary building; It is moved by Councillor D.
