Report dated January 3, 2017 from Ray Robb, Environmental Regulation and
Enforcement Division Manager, Legal and Legislative Services, seeking GVRD
Board staff appointments pursuant to the Environmental Management Act and
Greater Vancouver Regional District Air Quality Management Bylaw
No.1082, 2008.
Recommendation:
That the GVRD Board, pursuant to the Environmental Management Act and
Greater Vancouver Regional District Air Quality Management Bylaw No. 1082,
2008, appoint Metro Vancouver employees Kristen Beattie, Robert Kemp, Donna
Hargreaves and Maari Hirvi Mayne as Officers.

Report dated December 8, 2017 from Chris Plagnol, Corporate Officer, seeking
approval of an amendment to the 2017 schedule of regular Board meetings.
Recommendation:
That the GVRD Board amend the 2017 schedule of regular Board meetings by:
a) rescheduling the regular meeting set for Friday, June 30, 2017 to Friday,
June 23, 2017; and
b) rescheduling the budget workshop meeting set for Wednesday, October 18,
2017 to Friday, October 20, 2017.

GVRD Internal Financing for MVHC Prepayment of CMHC Section 27
Debentures
Report dated December 22, 2016 from Dean Rear, Director, Financial Planning
and Operations, Financial Services, seeking GVRD Board approval to provide
internal financing to Metro Vancouver Housing Corporation (MVHC) to prepay
the CMHC Section 27 debentures for Semlin Terrace, Grandview Gardens, Kelly
Court, Earl Adams and Euclid Square.
Recommendation:
That the GVRD Board approve the internal financing for the prepayment of the
Canada Mortgage Housing Corporation (CMHC) Section 27 debentures as
outlined in the report dated December 22, 2016, titled "GVRD Internal Financing
for MVHC Prepayment of CMHC Section 27 Debentures".

Planning and Environment, seeking GVRD Board approval for staff to initiate
preliminary discussions on potential policies to control emissions of air
contaminants in smoke from indoor residential wood burning activities.

That the GVRD Board:
a) receive for information the report titled "Development of a Residential Wood
Smoke Regulation for Metro Vancouver" dated December 13, 2016; and
b) direct staff to initiate preliminary consultation regarding the development of an
expanded regulatory approach to indoor residential wood burning, based on the
discussion paper attached to the report titled "Development of a Residential
Wood Smoke Regulation for Metro Vancouver'', dated December 13, 2016.

Committee Meetings Policy
Report dated January 18, 2017 from the Finance and lntergovernment
Committee, together with report dated December 8, 2017 from Chris Plagnol,
Corporate Officer, bringing forward a revised Board policy that addresses
attendance at closed Board meetings by non-member Directors of the various
jurisdictions' board meetings, and that includes the addition of the Metro
Vancouver Housing Corporation (MVHC) Board.

authorize the Board Chair to request a Non-Member Director to depart a Board

2017 Standing Committees
November 25, 2016 Notice of Motion from Director Smith, West Vancouver,
seeking Board consideration of a motion to request the establishment of a fulltime Finance Committee.
Main Motion
It was MOVED and SECONDED
That the GVRD Board request the Chair and Vice Chair to establish a full-time
Finance Committee.
Comments were offered about the previous role of the Finance Committee in
relation to financial planning, performance and oversight, and the annual
budget, as well as the current model of responsibilities divided between the
Finance and lntergovernment Standing Committee and the Performance and
Audit Standing Committee.
9:17 a.m. Director Walton arrived at the meeting.
Discussion ensued about consideration being given to reviewing financial
oversight at the standing committee level, and the particular responsibilities set
out in Committee Terms of Reference.
10:05 a.m. Director Hepner departed the meeting.
